1212 An Act relating to higher education; prohibiting

1414 provide certain student transcripts; banning
1515 conditional release of transcripts; proscribing
1616 higher fees or less favorable treatment for certain
1717 requests; defining term; construing provision;
1818 providing for codification ; and providing an
1919 effective date.

2626 BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
2727 SECTION 1. NEW LAW A new section of law to be codified
2828 in the Oklahoma Statutes as Section 3218.16 of Title 70, unless
2929 there is created a duplication in numbering, reads as follows:
3030 A. A state educational institution within The Oklahoma State
3131 System of Higher Education shall not:
3232 1. Refuse to provide a transcript of a current or former
3333 student on the grounds that the student owes a debt to the
3434 institution;
3535 2. Condition the provision of a transcript on the payment of a
3636 debt, other than a fee charged to provide the transcript ; or Req. No. 7008 Page 2
3737 3. Charge a higher fee for obtain ing a transcript or provide
3838 less favorable treatment of a transcript request because a current
3939 or former student owes a debt to the institution.
4040 B. As used in this section, "debt" means any money, obligation,
4141 claim, or sum, due or owing, or alleged to be due or owing, from a
4242 current or former student, but shall not include the fee, if any,
4343 charged to all students for the actual costs of providin g
4444 transcripts.
4545 C. Nothing in this section shall be construed to require the
4646 institution to forgive or cancel a debt owed by a current or former
4747 student to the institution.
4848 SECTION 2. This act shall become effective November 1, 2023.
