| 26 | 26 | | BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA: |

| 27 | 27 | | SECTION 1. NEW LAW A new section of law to be codified |
|---|
| 28 | 28 | | in the Oklahoma Statutes as Section 3218.16 of Title 70, unless |
|---|
| 29 | 29 | | there is created a duplication in numbering, reads as follows: |

| 30 | 30 | | A. A state educational institution within The Oklahoma State |
|---|
| 31 | 31 | | System of Higher Education shall not: |
|---|
| 32 | 32 | | 1. Refuse to provide a transcript of a current or former |
|---|
| 33 | 33 | | student on the grounds that the student owes a debt to the |
|---|
| 34 | 34 | | institution; |
|---|
| 35 | 35 | | 2. Condition the provision of a transcript on the payment of a |
|---|
| 36 | 36 | | debt, other than a fee charged to provide the transcript ; or Req. No. 7008 Page 2 |

| 37 | 37 | | 3. Charge a higher fee for obtain ing a transcript or provide |
|---|
| 38 | 38 | | less favorable treatment of a transcript request because a current |
|---|
| 39 | 39 | | or former student owes a debt to the institution. |
|---|
| 40 | 40 | | B. As used in this section, "debt" means any money, obligation, |
|---|
| 41 | 41 | | claim, or sum, due or owing, or alleged to be due or owing, from a |
|---|
| 42 | 42 | | current or former student, but shall not include the fee, if any, |
|---|
| 43 | 43 | | charged to all students for the actual costs of providin g |
|---|
| 44 | 44 | | transcripts. |
|---|
| 45 | 45 | | C. Nothing in this section shall be construed to require the |
|---|
| 46 | 46 | | institution to forgive or cancel a debt owed by a current or former |
|---|
| 47 | 47 | | student to the institution. |
|---|
| 48 | 48 | | SECTION 2. This act shall become effective November 1, 2023. |
