31	56		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33	57		SECTION 1. NEW LAW A new section of law to be codified
34	58		in the Oklahoma Statutes as Section 187A-12 of Title 73, unless
35	59		there is created a duplication in numbering, reads a s follows:

37	60		A. In addition to any other authorization provided by law, the
38	61		Oklahoma Capitol Improvement Authority is authorized to utilize
39	62		available funds from the Legacy Capital Financing Fund created by
40	63		Section 187B of Title 73 of the Oklahoma Statutes , in the amount of
41	64		Seventy-four Million Dollars ($74,000,000.00) for the benefit of

43	92		centralized training center and related facilities .

45	93		B. LCF Recapitalization Payments shall be made related to t he
46	94		distribution of proceeds provided in subsection A of this act, in
47	95		accordance with the provisions of the Legacy Capital Financing Act.

49	96		C. The Authority may distribute funds authorized pursuant to
50	97		subsection A in one or more tranches.

52	98		D. The Authority may enter memoranda of understanding with
53	99		agencies, departments, and subdivisions of the state as needed, to
54	100		facilitate the provisions of this act, provided that such memoranda
55	101		of understanding do not constitute a legal obligation of the State
56	102		of Oklahoma or impede the administration of the provisions of the
57	103		Legacy Capital Financing Act.

59	104		SECTION 2. This act shall become effective July 1, 2024.

61	105		SECTION 3. It being immediately necessary for the preservation
62	106		of the public peace, health or safety, an emergency is hereby
63	107		declared to exist, by reason whereo f this act shall take effect and
64	108		be in full force from and after its pa ssage and approval.
