3258 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3459 SECTION 1. NEW LAW A new section of law to be codif ied
3560 in the Oklahoma Stat utes as Section 5-148.1 of Title 70, unless
3661 there is created a duplication in numbering, reads as follows:

3963 maintain a three-year pilot program known as the School Resource

4997 C. For purposes of this section , "school resource officer"
5098 means a law enforcement officer with sworn authority and training in
5199 school-based law enforcemen t and crisis response wh o is assigned by
52100 an employing law enforcement ag ency to work collaboratively with one
53101 or more schools using community-oriented policing concepts.

55102 SECTION 2. NEW LAW A new section of law to be codified
56103 in the Oklahoma Statutes as Sec tion 5-148.2 of Title 70, unless
57104 there is created a duplication in numbering, reads as follows:

59105 A. There is hereby created in the State Treasury a revolving
60106 fund for the State Department of Education to be designated the
61107 "School Security Revolving Fund". The fund shall be a co ntinuing
62108 fund, not subject to fiscal year limitations, and shall consist of
63109 all monies received by the State Department of E ducation from:

65110 1. Reimbursements, grants, or other monies received from other
66111 state agencies and entities for school security;
67-
68112 2. Reimbursements, grants , or other monies received from the
69113 United States government ob ligated to school security projects;
114+3. Gifts, donations, and bequests; and
115+4. Monies appropriated or apportioned by the Legislature.

75142 B. All monies accruing to the cred it of the School Security
76143 Revolving Fund are hereby appropriated and may be budgeted and
77144 expended by the State Department of Education for the purposes of:

79145 1. Establishing and maintaining a School Resource Officer
80146 Program; and

82147 2. Providing physical security enhancements for schools
83148 including, but not limited to, school resource officers, cameras,
84149 gates, lighting, locks, doors, windows, security geofencing, and
85150 ballistic storm shelters.

87151 Monies in the School Security Revolving Fund sh all supplement and
88152 not supplant existing school security funding.

90153 C. Expenditures from the School Security Revolving Fund shall
91154 be made upon warrants issued by the State Treasurer against cl aims
92155 filed as prescribed by law with the Director of the Office of
93156 Management and Enterp rise Services for approval and payment.
94157 Expenditures from the School Security Revolving Fund shall not
95158 exceed Fifty Million Dollars ($50,000,000.00) in any fiscal year and
96159 shall be divided equally among every public school district in the
97160 state.

99161 SECTION 3. This act shall become effective July 1, 2023.

101162 SECTION 4. It being immediately necessary for the preservation
102163 of the public peace, health, or safety, an emergency is hereby
103164 declared to exist, by rea son whereof this act sh all take effect and
104165 be in full force from and after its passage and approval .
