AS INTRODUCED 
 
An Act relating to property; centralized mail 
delivery and centralized mail delivery devices in 
certain circumstances are prohi bited; providing 
exceptions; providing requirements for centralized 
mail delivery devices when installation is allowed; 
providing exemption for zoned historical districts; 
prohibiting local government or municipalities from 
adopting any additional requirem ents pertaining to 
centralized mail delivery or the installation of 
centralized mail delivery devices ; providing for 
codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STA TE OF OKLAHOMA: 
SECTION 1.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statut es as Section 1201 of Title 60, unless there 
is created a duplication in numbering, reads as follows: 
A.  Except as provided in this section, centralized mail 
delivery and centralized mail delivery devices in new one and two-
family dwelling neighborhoods, as well as townhouse neighborhoods, 
are prohibited.

B.  The following are not subject to the restrictions of this 
section: 
1.  Any existing neighborhood that has centralized delivery 
device prior to November 1, 2024; 
2.  Any condominium or apartment develo pment; 
3.  Any commercial property that does not contain one and two -
family dwellings or townhouses ; 
4.  Any one or two-family dwelling neighborhood or any 
townhouse neighborhood in which the developer or the majority of the 
residents have elected to i nstall centralized mail delivery ; 
provided, however, delivery to residents within the neighborhood 
shall not be withheld prior to or in the absence of such an 
election. 
Unless there exists an active owner's association whereby 
members will vote pursuant to this paragraph, only one resident of 
each dwelling, acting on behalf of any other residents of the 
dwelling, may cast a vote in any election u nder this paragraph; and 
5.  Any installation by the United States Postal Service . 
C.  Where installation is not proh ibited under this section or 
any other law, centralized mail delivery devices, not exceeding 
sixty-two (62) inches in height, may be locate d within any county, 
municipal right-of-way, or easement if doing so allows for the safe, 
convenient accessibility of the centralized mail delivery devices,

provided that the local or municipal government approves the 
location of each installation within i ts right-of-way or easement. 
D.  Other than the enforcement of zoning requirements in a 
historic district and except as provided under this section, no 
local government or municipality shall adopt any additional 
requirements by ordinance or regulation pert aining to the 
establishment of centralized mail delivery or the installation of 
centralized mail delivery devices. 
SECTION 2.  This act shall become effective November 1, 2024.
