79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law to be codified
81	81	in the Oklahoma Statutes as Section 4271 of Title 74, unless there
82	82	is created a duplication in numbering, reads as follows:
83	83	A. A state agency shall not use appropriated money to employ,
84	84	as a regular full-time or part-time or contract employee, a person
85	85	who is required by the Oklahoma Ethics Commission to register as a
86	86	lobbyist. A state agency shall not use any money under its control
87	87	to employ or contract with an individual who is required by the
88	88	Oklahoma Ethics Commission to register as a lobbyist.

140	140	B. A state agency shall not use appropriated money to pa y, on
141	141	behalf of the agency or an officer or employee of the agency,
142	142	membership dues to an organization that pays part or all of the
143	143	salary of a person who is required by the Oklahoma Ethics Commission
144	144	to register as a lobbyist.
145	145	C. A state agency that violates subsection A of this section is
146	146	subject to a reduction of amounts appropriated for administration by
147	147	the General Appropriations Act for the following fiscal year in
148	148	which the violation occurs in an amount not to exceed One Hundred
149	149	Thousand Dollars ($100,000.00) for each violation.
150	150	D. A state agency administering a statewide retirement plan may
151	151	enter into a contract to receive assistance or advice regarding the
152	152	qualified tax status of the plan or on other federal matters
153	153	affecting the administration of the state a gency or its programs if
154	154	the contractor is not required by the Oklahoma Ethics Commission to
155	155	register as a lobbyist.
156	156	SECTION 2. NEW LAW A new section of law to be codified
157	157	in the Oklahoma Statutes as Section 4272 of Title 74, unless there
158	158	is created a duplication in numbering, reads as follows:
159	159	A. A political subdivision or private entity that receives
160	160	state funds shall not use the funds to pay:
161	161	1. Lobbying expenses incurred by the recipient of the funds ;
162	162	2. A person or entity tha t is required to register with the
163	163	Oklahoma Ethics Commission ;

215	215	3. Any partner, employee, employer, relative, contractor,
216	216	consultant, or related entity of a person or entity described by
217	217	paragraph 2 of this section; or
218	218	4. A person or entity that ha s been hired to represent
219	219	associations or other entities for the purpose of affecting the
220	220	outcome of legislation, agency rules, ordinances, or other
221	221	government policies.
222	222	B. A political subdivision or private entity that violates
223	223	subsection A of this section is not eligible to receive additional
224	224	state funds.
225	225	SECTION 3. This act shall become effective November 1, 2024.
