22	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

24	55		SECTION 1. AMENDATORY 63 O.S. 2021, Section 1 -270.2, is
25	56		amended to read as follows:

27	57		Section 1-270.2 A. For the purposes of the Advancement in Stem
28	58		Cell Cures and Therapies Act, "human embryo" means a living organism
29	59		of the species Homo sapiens at the earliest stage of development,
30	60		including the single-cell stage, that is not located in the body of
31	61		a woman.

33	62		B. Research on human tissue regeneration and human diseases
34	63		using adult stem cells and stem cells obtained from umbilical cord

35	90		blood and amniotic fluid may be conducted in this state, provided
36	91		that the research is performed:

38	92		1. Safely and ethically;

40	93		2. Only on embryonic stem cell lines created prior to August 1,
41	94		2001, and in accordance with federal law as it existed on November
42	95		1, 2007; and
43		-
44	96		3. Without the use of a human embryo, including a huma n embryo
45	97		produced using cloning technology.

47	98		C. When research is performed in accordance with the
48	99		Advancement in Stem Cell Cure s and Therapies Act, a person or
49	100		governmental body shall not:

51	101		1. Restrict public funds designated for the stem cell research;
52	102		or

54	103		2. Obstruct or provide disincentives for the stem cell
55	104		research.

57	105		D. The State Department of Health shall establish a reporting
58	106		system that collects information regarding all activities carried
59	107		out in accordance with this section.

61	108		E. The Department shal l submit a report with all information
62	109		collected pursuant to subsection D of this section to the Governor,
63	110		the Speaker of the O klahoma House of Representatives, and the
64	111		President Pro Tempore of the Oklahoma State Senate no later than
65	112		December 31 of each ye ar.
