6565 An Act relating to school employee organizations;
6666 amending 70 O.S. 2021, Section 509.11 , which relates
6767 to access to school district em ployees; prohibiting
6868 school districts from requiring employees to meet or
6969 interact with employee organization; barring certain
7070 communications or solic itations; disallowing certain
7171 access or use that is more favo rable than extended to
7272 other groups; providing an effective date; and
7373 declaring an emergency .

7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 70 O.S. 2021, Section 509.11, is
8181 amended to read as follows:
8282 Section 509.11 A. No school district, employee of a school
8383 district, or employee organization shall deny by any means,
8484 including a collective bargaining agreement, a st atewide
8585 professional educators ' association equal access to employees of the
8686 school district, to the same extent that access is granted to other
8787 educators' associations. For purposes of this section, access shall

140140 1. Setting up informational tables at in -service or other
141141 similar teacher meetings ;
142142 2. Speaking at in-service or other similar teacher meetings;
143143 3. Distributing information in school mail boxes or through the
144144 school e-mail email system;
145145 4. Utilizing school district me eting rooms during nonworking
146146 hours;
147147 5. Representing employees in employment matters, when requested
148148 by the employee;
149149 6. Posting information on school district bulletin boards; and
150150 7. Utilizing school district printing services.
151151 B. Any association whic h utilizes school district facilities or
152152 services shall reimburse t he district for any costs incurred by the
153153 district.
154154 C. A school district shall not:
155155 1. Require or coerce school employees to meet , communicate,
156156 listen to, or otherwise interact with an employee organization or
157157 association;
158158 2. Distribute communications o r membership solicitations on
159159 behalf of any employee organization or association; or
160160 3. Permit an employee organization or association access to or
161161 use of the school district's meetings, events, facilities,
162162 communications systems, computer systems, equipment, supplies, or
163163 other resources on terms more favorable than extended to any other

217217 SECTION 2. This act shall become effective July 1, 2024.
218218 SECTION 3. It being immediately necessary for the preservation
219219 of the public peace, health or safety, an emergency is hereby
220220 declared to exist, by reason whereof thi s act shall take effect and
221221 be in full force from and after its passa ge and approval.
