66	66	amending 70 O.S. 2021, Section 509.11 , which relates
67	67	to access to school district em ployees; prohibiting
68	68	school districts from requiring employees to meet or
69	69	interact with employee organization; barring certain
70	70	communications or solic itations; disallowing certain
71	71	access or use that is more favo rable than extended to
72	72	other groups; providing an effective date; and

79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 70 O.S. 2021, Section 509.11, is
81	81	amended to read as follows:
82	82	Section 509.11 A. No school district, employee of a school
83	83	district, or employee organization shall deny by any means,
84	84	including a collective bargaining agreement, a st atewide
85	85	professional educators ' association equal access to employees of the
86	86	school district, to the same extent that access is granted to other
87	87	educators' associations. For purposes of this section, access shall
88	88	include, but is not limited to:

140	140	1. Setting up informational tables at in -service or other
141	141	similar teacher meetings ;
142	142	2. Speaking at in-service or other similar teacher meetings;
143	143	3. Distributing information in school mail boxes or through the
144	144	school e-mail email system;
145	145	4. Utilizing school district me eting rooms during nonworking
146	146	hours;
147	147	5. Representing employees in employment matters, when requested
148	148	by the employee;
149	149	6. Posting information on school district bulletin boards; and
150	150	7. Utilizing school district printing services.
151	151	B. Any association whic h utilizes school district facilities or
152	152	services shall reimburse t he district for any costs incurred by the
153	153	district.
154	154	C. A school district shall not:
155	155	1. Require or coerce school employees to meet , communicate,
156	156	listen to, or otherwise interact with an employee organization or
157	157	association;
158	158	2. Distribute communications o r membership solicitations on
159	159	behalf of any employee organization or association; or
160	160	3. Permit an employee organization or association access to or
161	161	use of the school district's meetings, events, facilities,
162	162	communications systems, computer systems, equipment, supplies, or
163	163	other resources on terms more favorable than extended to any other

217	217	SECTION 2. This act shall become effective July 1, 2024.
218	218	SECTION 3. It being immediately necessary for the preservation
219	219	of the public peace, health or safety, an emergency is hereby
220	220	declared to exist, by reason whereof thi s act shall take effect and
221	221	be in full force from and after its passa ge and approval.
