30	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

32	58		SECTION 1. AMENDATORY 59 O.S. 2021, Section 698.33, is
33	59		amended to read as follows:
34		-
35	60		Section 698.33 A. This act shall be known and may be cite d as
36	61		the "Dr. Lee Denney Act of 2024".

38	62		B. There is hereby established the veterinary training program
39	63		for rural Oklahoma to be administered by the Oklahoma State
40	64		University Center for Veterinary Health Sciences Medicine Authority.
41	65		The program shall be de veloped and implemented in or der to provide
42	66		encouragement, opportunities and incentives for persons pursuing a

	95	+	their veterinary practice in rural Oklahoma communities, and receive
45	96		specialized training targeted to meet the needs of livestock
46	97		producers in rural Oklahoma communities.

48	98		B. Subject to available funds, each C. Each year the
49	99		Veterinary Center Authority may enter into program agreements with
50	100		up to three first-year veterinary students or currently practicing
51	101		large animal veterinarians with qualifying school loans, as
52	102		determined by the Veterinary Center Authority. Preference shall be
53	103		given to those students and large animal veterinarians who are
54	104		focused on large animal veterinary medic ine, who are Oklahoma
55	105		residents and who agree to serve in a community as described in
56	106		paragraph 3 of subsection D E of this section, which is determined
57	107		by the Veterinary Center Authority to be an underserved area for the
58	108		practice of veterinary medicine. Allocation shall be prioritiz ed to
59	109		eligible students currently enrolled at the Oklahoma State
60	110		University College of Veterinary Medicine.

62	111		C. Subject to available funds, each D. Each student or large
63	112		animal veterinarian entering into a program agreement un der this
64	113		section shall receive assistance in an amount not to exceed Twenty
65	114		Thousand Dollars ($20,000.00) Twenty-five Thousand Dollars
66	115		($25,000.00) per year for not more than four (4) years for tuition,
67	116		books, supplies and other school expenses, and travel and training
68	117		expenses incurred by the student in pursuing a veterinary medicine

69	145		degree. Upon satisfaction of all commitments under the provisions
70	146		of the agreement and the provisions of this section, the financial
71	147		obligations pursuant to this section shal l be deemed satisfied and
72	148		forgiven.

74	149		D. E. Each program agreement shall require that the person
75	150		receiving the assistance:

77	151		1. Complete the veterinary medicine degree program at the
78	152		Veterinary Center Oklahoma State University College of Veterinary
79	153		Medicine;

81	154		2. Complete all requirement s in public health, livestock
82	155		biosecurity, foreign animal disease diagnosis, regulatory veterinary
83	156		medicine and zoonotic disease, and an externship and mentoring
84	157		requirement with a licensed, accredited veterinarian in rural
85	158		Oklahoma as required by the Veterinary Center College;

87	159		3. Engage in the a full-time practice of veterinary medicine
88	160		focused on large animal medicine in any community in Oklahoma which

	161	+	has a population not exceeding twenty -five thousand (25,000) as
90	162		determined by the most recent Federal D ecennial Census at the time
91	163		the person entered into the program agreement for a period of at
92	164		least twelve (12) continuous months for each separate year a student
93	165		receives assistance under the program, unless the obligation is
94	166		otherwise satisfied as provided in this section. If, after the date
95	167		a program agreement was entered into by the parties, a community no
96	168		longer meets the maximum population requirements provided in this

97	196		paragraph, a person engaging in the full -time practice of veterinary
98	197		medicine pursuant to the program agreement shall continue to
99	198		practice in that designated community; and

101	199		4. Commence the a full-time practice of veterinary medicine
102	200		focused on large animal medicine in that community within ninety
103	201		(90) days after completion of the person's degree program, or if the
104	202		person enters a postdegree training program, such as a graduate
105	203		school or internship or residency program, within ninety (90) days
106	204		after completion of the postdegree training program.

108	205		E. F. Upon the failure of a person to sati sfy the obligation to
109	206		engage in the full-time practice of veterinary medicine in
110	207		accordance with the provisions of this section, that person shall
111	208		repay to the Veterinary Center Authority, within ninety (90) days of
112	209		the failure, the amount equal to the assistance provided to the
113	210		person less a prorated amount based on any periods of practice of
114	211		veterinary medicine meeting the requirements of this section, plus
115	212		interest at the prime rate of interest plus two percent (2%) from
116	213		the date the assistance accrued. The interest shall be compounded
117	214		annually.

119	215		F. G. An obligation to engage in the practice of veterinary
120	216		medicine in accordance with the provisions of this section shall be
121	217		postponed during:

123	245		1. Any period of temporary medical disability during which the
124	246		person obligated is unable to practice veterinary medicine due to
125	247		the disability; and

127	248		2. Any other period of postponement agreed to or determined in
128	249		accordance with criteria agreed to in the practice agreement.

130	250		G. H. An obligation to engage in the practic e of veterinary
131	251		medicine in accordance with the provisions of the agreement and this
132	252		section shall be satisfied:

134	253		1. If the obligation to engage in the practice of veterinary
135	254		medicine in accordance with the agreement has been c ompleted;

137	255		2. If, because of permanent disability, the person obligated is
138	256		unable to practice veterinary medicine; or

140	257		3. The person who is obligated dies.

142	258		H. I. The Veterinary Center Authority may adopt additional
143	259		provisions, requirements or conditions t o participate in this
144	260		program as are practicable and appropriate to accomplish the
145	261		provisions of the program or may be required for the implementation
146	262		or administration of the program, and are not inconsistent with the
147	263		provisions of this section.

149	264		I. The Veterinary Center shall not enter into any program
150	265		agreements pursuant to the provisions of this section after July 1,
151	266		2025. All agreements entered into prior to such date shall be
152	267		valid.
