79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law to be codified
81	81	in the Oklahoma Statutes as Section 10.7 of Title 74, unless there
82	82	is created a duplication in numbering, reads as follows:
83	83	A. For purposes of this section :
84	84	1. "Board" means any board, commission, committee, authority,
85	85	or task force;
86	86	2. "Meeting" shall have the same meaning as defined in Section
87	87	304 of Title 25 of the Oklahoma Statutes ;
88	88	3. "Public body" shall have the same meaning as defined in
89	89	Section 304 of Title 25 of the Oklahoma Statutes ; and

141	141	4. "Quorum" means the minimum number of voting appointed
142	142	members who must be present at a properly called meeting in order to
143	143	conduct business of a public body or as defined by the board 's
144	144	statutes, rules and regulations, bylaws, or by Executive Order.
145	145	B. It is the public policy of the State of Oklahoma to
146	146	encourage and promote the efficiency of gove rnment by providing a
147	147	means for the mission and business of the State of Oklahoma to
148	148	proceed should a board be unable to meet.
149	149	1. Should a board fail to meet sixty percent (60%) of the time
150	150	within a calendar year, due to la ck of quorum, the board may be
151	151	dissolved by the Office of the Governor.
152	152	2. The Governor shall provide notice of said declaration to the
153	153	Secretary of State, the President Pro Tempore of the Senate and the
154	154	Speaker of the House of Representatives.
155	155	3. The authority of the board shall be vested in the Cabinet
156	156	Secretary and Director of the Office of Management and Enterprise
157	157	Services, or designee, in order to continue the mission and purpose
158	158	of the board. Such authority shall be inclusive of all
159	159	responsibilities of the board as provided by law.
160	160	4. Should the board fail to meet due to the Governor declaring
161	161	an emergency, the time period in paragraph 1 of this subsection
162	162	shall be adjusted in accordance with the duration of the emergency
163	163	declaration.

215	215	5. The provisions of this section shall not apply to standing
216	216	committees as deemed part of the Legislature, the State Election
217	217	Board, or the Ethics Commission.
218	218	SECTION 2. This act shall become effective November 1, 2024.
