7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. NEW LAW A new section of law to be codified
8181 in the Oklahoma Statutes as Section 10.7 of Title 74, unless there
8282 is created a duplication in numbering, reads as follows:
8383 A. For purposes of this section :
8484 1. "Board" means any board, commission, committee, authority,
8585 or task force;
8686 2. "Meeting" shall have the same meaning as defined in Section
8787 304 of Title 25 of the Oklahoma Statutes ;
8888 3. "Public body" shall have the same meaning as defined in
8989 Section 304 of Title 25 of the Oklahoma Statutes ; and

141141 4. "Quorum" means the minimum number of voting appointed
142142 members who must be present at a properly called meeting in order to
143143 conduct business of a public body or as defined by the board 's
144144 statutes, rules and regulations, bylaws, or by Executive Order.
145145 B. It is the public policy of the State of Oklahoma to
146146 encourage and promote the efficiency of gove rnment by providing a
147147 means for the mission and business of the State of Oklahoma to
148148 proceed should a board be unable to meet.
149149 1. Should a board fail to meet sixty percent (60%) of the time
150150 within a calendar year, due to la ck of quorum, the board may be
151151 dissolved by the Office of the Governor.
152152 2. The Governor shall provide notice of said declaration to the
153153 Secretary of State, the President Pro Tempore of the Senate and the
154154 Speaker of the House of Representatives.
155155 3. The authority of the board shall be vested in the Cabinet
156156 Secretary and Director of the Office of Management and Enterprise
157157 Services, or designee, in order to continue the mission and purpose
158158 of the board. Such authority shall be inclusive of all
159159 responsibilities of the board as provided by law.
160160 4. Should the board fail to meet due to the Governor declaring
161161 an emergency, the time period in paragraph 1 of this subsection
162162 shall be adjusted in accordance with the duration of the emergency
163163 declaration.

215215 5. The provisions of this section shall not apply to standing
216216 committees as deemed part of the Legislature, the State Election
217217 Board, or the Ethics Commission.
218218 SECTION 2. This act shall become effective November 1, 2024.
