8585 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8686 SECTION 1. NEW LAW A new section of law to be codified
8787 in the Oklahoma Statutes as Section 1210.559 of Title 70, unless
8888 there is created a duplication in n umbering, reads as follows:
8989 A. The Oklahoma State Regents for Higher Education shall
9090 establish a grant program, subject to the availability of funds,
9191 supporting a coalition of coordinated, aligned education
9292 partnerships, for a comprehensive network of evidence -based support

144144 services designed to close opportunity gaps by improving educational
145145 and developmental outcomes of students and their families within
146146 communities experiencing poverty and impediments to economic
147147 viability.
148148 B. The State Regents shall establish education partnership
149149 program requirements, an application process and timeline for
150150 grants, criteria for evaluation of applications, and a grant awards
151151 process. The process shall minimize administrative costs, mini mize
152152 burdens for applicants and grant recip ients, and provide a framework
153153 that permits flexibility in program design and implementation among
154154 grant recipients.
155155 C. The education partnership program shall align with programs
156156 implemented or proposed by organ izations in the state that:
157157 1. Identify and increase the capacity of organizations that are
158158 focused on achieving data -driven, locally controlled, positive
159159 outcomes for children and youth throughout an entire neighborhood or
160160 geographic area;
161161 2. Build a continuum of educational family and community
162162 supports with academically rigorous schools at the center;
163163 3. Maximize program efficiencies by integrating programmatic
164164 activities and eliminating administra tive barriers;
165165 4. Develop local infrastructure needed to sustain and scale up
166166 proven and effective solutions beyond the initial neighborhood or
167167 geographic area;

219219 5. Utilize appropriate outcome measures based on unique
220220 community needs and interests and app ly rigorous evaluation on a
221221 periodic basis to be used to both monitor outcomes and allow for
222222 continuous improvements to systems;
223223 6. Collect and utilize data to improve student outcomes;
224224 7. Share disaggregated performance data with the community to
225225 set community-level outcomes;
226226 8. Employ continuous improvem ent processes;
227227 9. Have a tribal entity, co mmunity foundation, higher education
228228 institution, or community -based organization as an anchor entity
229229 managing the partnership;
230230 10. Convene a cross-sector leadership group and have a
231231 documented accountability str ucture; and
232232 11. Demonstrate use of private funds, from multiple sources,
233233 including in-kind contributions.
234234 D. A grant recipient's supportive service s programming shall
235235 address:
236236 1. Kindergarten readiness and youth development;
237237 2. Third grade reading proficiency;
238238 3. Middle school or junior high mathematics;
239239 4. High school graduation;
240240 5. Postsecondary educational enrollment;
241241 6. Postsecondary education completion or attainment;
242242 7. Physical and mental health;

295295 9. Parental engagement and development;
296296 10. Community engagement and programmatic alignment; and
297297 11. Reduction of remedial education.
298298 E. The State Regents, in consultation with grant recipients,
299299 shall:
300300 1. Develop and revise core indicators of progr ess toward
301301 outcomes specifying program impacts;
302302 2. Establish a reporting system for grant recipients to measure
303303 program outcomes using data sources and program goals; and
304304 3. Evaluate effectiveness based on the core indicators
305305 established by each partners hip.
306306 F. A grant recipient's education partnership program in the
307307 planning, development, or implementation phase shall include:
308308 1. Integrated supportive services programming, as provided in
309309 subsection D of this section, within a specific community or
310310 geographic area for all ages of children and youth and their
311311 families within that area, provided that services may be phased in
312312 to all ages over time; and
313313 2. A system for evaluating goals and outcomes as pr ovided in
314314 subsection E of this section .
315315 G. By December 15 of each odd-numbered year, the State Regents
316316 shall submit a report on the education partnership program to the
317317 Speaker and Minority Leader of the Oklahoma House of

370370 Oklahoma State Senate, and the Governor. At a minimum, the report
371371 shall summarize grantee ac tivities, identify grant recipients and
372372 awards, analyze program performance measures and outcomes, and make
373373 any recommendations for legi slative changes.
374374 SECTION 2. This act shall become effective November 1, 2024.
