77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 25 O.S. 2021, Section 2003, is
79	79	amended to read as follows:
80	80	Section 2003. A. The board of education of a school district,
81	81	in consultation with parents, teachers , and administrators, sh all
82	82	develop and adopt a policy to promote the invo lvement of parents and
83	83	guardians of children enrolled in the schools within the school
84	84	district, including:
85	85	1. A plan for parent participation in the schools which is
86	86	designed to improve parent and teacher cooperation in such areas as
87	87	homework, attendance and discipline;

139	139	2. Procedures by which parents may learn about the course of
140	140	study for their children and review learning materials, including
141	141	the source of any supplemental educational materials;
142	142	3. Procedures by which parents who object to any learnin g
143	143	material or activity on the basis that it is harmful may withdraw
144	144	their children from the activity or from the class or program in
145	145	which the material is used. Objection to a learning material or
146	146	activity on the basis that it is harmful includes objectio n to a
147	147	material or activity because it questions beliefs or practices in
148	148	sex, morality or religion;
149	149	4. If a school district offers any sex education curricula
150	150	pursuant to Section 11 -105.1 of Title 70 of th e Oklahoma Statutes or
151	151	pursuant to any rules adopt ed by the State Board of Education,
152	152	procedures to opt out of a school district from providing sex
153	153	education instruction to a child if the child 's parent provides
154	154	written objection to the child 's participation in the sex education
155	155	curricula;
156	156	5. Procedures by which parents will be notified in advance of
157	157	and given the opportunity to withdraw their children from any
158	158	instruction or presentations regarding sexuality in courses other
159	159	than formal sex education curr icula pursuant to Section 11-105.1 of
160	160	Title 70 of the Oklahoma Statutes;
161	161	6. Procedures by which parents may learn about the nature and
162	162	purpose of clubs and activities that are part of the school

216	216	7. Procedures by which parents may learn about parental rights
217	217	and responsibilities under the laws of this state, including the

219	219	a. the right to opt out of a sex education curriculum if
220	220	one is provided by the school district,
221	221	b. open enrollment rights,
222	222	c. the right to opt out of assignments pursuant to this
223	223	section,
224	224	d. the right to be exempt from the immunization laws of
225	225	the state pursuant to Section 1210.192 of Title 70 of
226	226	the Oklahoma Statutes,
227	227	e. the promotion requirements prescribed in Section
228	228	1210.508E of Title 70 of the Oklahoma Statutes,
229	229	f. the minimum course of study and competency
230	230	requirements for graduation from high school
231	231	prescribed in Section 11 -103.6 of Title 70 of the
232	232	Oklahoma Statutes,
233	233	g. the right to opt out of instruction on the acquire d
234	234	immune deficiency syndrome pursuant to Section 11 -
235	235	103.3 of Title 70 of the Oklahoma Statutes,
236	236	h. the right to review test results,

291	291	j. the right to inspect instructional materials used in
292	292	connection with any research or experimentation
293	293	program or project pursuant to Section 11 -106 of Title
294	294	70 of the Oklahoma Statutes,
295	295	k. the right to receive a school report card,
296	296	l. the attendance requirements prescribed in Section 10 -
297	297	106 of Title 70 of the Oklahoma Statutes,
298	298	m. the right to public review of courses of study and
299	299	textbooks,
300	300	n. the right to be excused from school attendance for
301	301	religious purposes,
302	302	o. policies related to parental involvement pursuant to
303	303	this section,
304	304	p. the right to participate in parent -teacher
305	305	associations and organizations that are sanctioned by
306	306	the board of education of a school district, and
307	307	q. the right to opt out of any data collection instrument
308	308	at the district level that would capture data for
309	309	inclusion in the state longitudinal student data
310	310	system except what is necessary and essential for
311	311	establishing a student 's public school record.

363	363	B. The board of educ ation of a school district may adopt a
364	364	policy to provide to parents the information required by this
365	365	section in an electronic form.
366	366	C. A parent shall submit a written request for information
367	367	pursuant to this section during regular business hours to either the
368	368	school principal at the school site or the su perintendent of the
369	369	school district at the office of the school district. Within ten
370	370	(10) days of receiving the request for information, the school
371	371	principal or the superintendent of the school district sh all either
372	372	deliver the requested information to th e parent or submit to the
373	373	parent a written explanation of the reasons for the denial of the
374	374	requested information. If the request for information is denied or
375	375	the parent does not receive the requested info rmation within fifteen
376	376	(15) days after submitting the request for information, the parent
377	377	may submit a written request for the information to the board of
378	378	education of a school district, which shall formally consider the
379	379	request at the next scheduled publi c meeting of the board if the
380	380	request can be prope rly noticed on the agenda. If the request
381	381	cannot be properly noticed on the agenda, the board of education of
382	382	a school district shall formally consider the request at the next
383	383	subsequent public meeting of the board.
384	384	D. A parent may appeal a school district's denial of a request
385	385	for information outlined in this section to the Sta te Board of

440	440	SECTION 3. It being immediately necessary for the preservation
441	441	of the public peace, health or safety, an emergency is hereby

443	443	be in full force from and after its passage and approval.
