10797 in the Oklahoma Statutes as Section 1210.652 of Title 70, unless

10999 As used in the Intensive School Support Act:
110100 1. "Educator" means any person who is employed to serve as
111101 district superintendent, principal, supervisor, a counselor,
112102 librarian, school nurse , or classroom teacher or in any other
113103 instructional, supervisory , or administrative capacity. The person
114104 shall not be deemed qu alified unless he or she holds a valid
115105 certificate issued by a nd in accordance with the rules of the State
116106 Board of Education or the rules of the State Board of Career and
117107 Technology Education to perform the particular services for which
118108 the person is employed;
119109 2. "Initial year" means the year in which a school is
120110 identified for comprehensive support and improvement ;
121111 3. "Office" means the Office of Educational Quality and
122112 Accountability;
123113 4. "School" means a public school under the control of a school
124114 district board of education; and
115+5. "School receiving additional intensive support" means a
116+school that has been both identified for comprehensive support and
117+improvement and designated to receive additional intensive support
118+by the Office of Educational Quality and Accountabi lity.

160149 of the year after the initial year, beginning with the cohort
161150 identified in the 20 23-2024 school year, the Office of Educational
162151 Quality and Accountability shall designate a subset of schools that
163152 have been identified for comprehensive support a nd improvement to
164153 receive additional intensive support.
165154 SECTION 4. NEW LAW A new section of law to be codified
166155 in the Oklahoma Statutes as Section 1210.654 of Title 70, unless
167156 there is created a duplication in numbering, reads as fo llows:
168157 A. Subject to the availability of funds, on or before September
169158 1 of the year after the initial year, a school district board of
170159 education governing a school receiving additional intensive su pport
171160 shall establish a schoo l improvement committee composed of, at a
172161 minimum, the following members :
173162 1. One member of the school district board of education
174163 governing the school designated to receive additional intensive
175164 support, selected by the board;
165+2. The school principal;
166+3. Three parents of students enrolled in the school, selected
167+by the board;
168+4. Four teachers at the school appointed by the pri ncipal; and

210198 B. Where applicable, membership on the school improvement
211199 committee shall overlap with membersh ip on any existing leadership
212200 teams that are involved with school improvement.
213201 C. 1. On or before October 1 after an initial year, a school
214202 district board of education governing a school receiving additional
215203 intensive support shall collaborate with the school improvement
216204 committee to select an independent school improvement expert from
217205 the experts identified by the Office pursuant to Section 5 of the
218206 Intensive School Support Act .
219207 2. An independent school improvement expert shall not be:
220208 a. a member of the school district board of education
221209 governing the school designated to receive additional
222210 intensive support, or
223211 b. an employee of the school district boar d of education
224212 governing the school designated to receive additiona l
225213 intensive support.
214+D. The independent school improvement expert selected pursuant
215+to subsection C of this section shall collaborate with the Office to
216+assist in the development and implementation of a continuous
217+improvement plan as required by the Office.

253-D. The independent school improvement expert selected pursuant
254-to subsection C of this section shall collaborate with the Office to
255-assist in the development and implementation of a continuous
256-improvement plan as required by the Office.
257244 E. A school district board of education governing a school in
258245 need of intervention may:
259246 1. Prioritize funding and resources to the school in need of
260247 intervention; and
261248 2. Grant the school streamlined authority over staff, sche dule,
262249 policies, budget, and academic programs to implement the continuous
263250 improvement plan.
264251 SECTION 5. NEW LAW A new section of law to be codified
265252 in the Oklahoma Statutes as Section 1210.655 of Title 70, unless
266253 there is created a duplication in numbering, reads as follows:
267254 A. Subject to the availability of funds, on or before August
268255 30, 2024, the Office of Educational Quality and Accountability shall
269256 identify, through a request for proposal s process, one or more
270257 approved independent school improvement experts to:
271258 1. Collaborate with the Office to ensure that all professional
272259 learning, coaching, and other school improvement efforts are aligned
273260 with the support already being provided by the Office to all schools
274261 identified for comprehensive support and improvement ;
275262 2. If deemed necess ary by the school district board of
276263 education and the Office, supplement previous needs assessments,
264+collect and analyze data on the school's student achievement ,
265+personnel, culture, curriculum, assessments, instructional
266+practices, digital tools for teaching and learning, governance,
267+leadership, finances , and policies;

305-personnel, culture, curriculum, assessments, instructional
306-practices, digital tools for teaching and learning, governance,
307-leadership, finances , and policies;
308294 3. Recommend changes to the school's culture, curriculum,
309295 assessments, instructional practices , governance, finances,
310296 policies, or other areas based on data collected in paragraph 2 of
311297 this subsection;
312298 4. Support the development and implementation of, in
313299 partnership with the school improvement committee and the Office, a
314300 continuous improvement plan that meets the criteria established by
315301 the Office;
316302 5. Monitor the effectiveness of a continuous improvement plan
317303 through reliable means of evaluation, including on -site visits,
318304 observations, surveys, analysis of student achievement data, and
319305 interviews;
320306 6. Provide ongoing implementation su pport and project
321307 management for a continuous improvemen t plan;
322308 7. Provide high-quality professional development and coaching
323309 personalized for school staff that is designed to build the:
324310 a. leadership capacity of the school principal,
325311 b. instructional capacity of school staff, and
326312 c. collaborative practi ces of teacher and leadership
327313 teams;
314+8. Provide job-embedded professional learning and coachin g for
315+all instructional staff on a weekly basis, at a minimum;
316+9. Provide job-embedded professional learning and coaching for
317+the school principal at least twice monthly, focused on proven

355-8. Provide job-embedded professional learning and coachin g for
356-all instructional staff on a weekly basis, at a minimum;
357-9. Provide job-embedded professional learning and coaching for
358-the school principal at least twice monthly, focused on proven
359344 strategies to improve schools that are aligned with approved state
360345 leadership frameworks; and
361346 10. Leverage support from community partners to coordinate an
362347 efficient delivery of supports to students both inside and outside
363348 the classroom.
364349 B. In identifying independent school improvement experts
365350 pursuant to subsection A of this section, the Office shall identify
366351 experts who meet evidence-based requirements as provided in the
367352 Every Student Succeeds Act (Public Law 114-95), and:
368353 1. Have a credible track record of improving student academic
369354 achievement in public schools w ith various demographic
370355 characteristics, as measured by statewide assessmen ts;
371356 2. Have experience designing, implementing , and evaluating
372357 data-driven instructional systems in public schools;
373358 3. Have experience coaching public school administrators and
374359 teachers on designing and implementing data-driven school
375360 improvement plans;
376361 4. Have experience collaborating with the education entities
377362 that govern public schools;
363+5. Have experience delivering high-quality professional
364+development and coaching i n instructional effectiveness to public
365+school administrators and teachers;
366+6. Are willing to be compensated for professional services
367+based on performance; and

405-5. Have experience delivering high-quality professional
406-development and coaching i n instructional effectiveness to public
407-school administrators and teachers;
408-6. Are willing to be compensated for professional services
409-based on performance; and
410394 7. Are willing to collaborate with any school in need of
411395 intervention in the state, regardles s of location.
412396 C. 1. When awarding a contract to an independent school
413397 improvement expert selected by a school district board of education
414398 under subsection C of Section 4 of this act , the Office shall ensure
415399 that a contract between a school district board of education and the
416400 independent school improvement expert specifies that the Office
417401 shall:
418402 a. pay an independent school improvement expert no more
419403 than fifty percent (50%) of the ex pert's professional
420404 fees at the beginning of the independent sch ool
421405 improvement expert's work for the school designated to
422406 receive additional intensive sup port, and
423407 b. pay the remainder of the indepe ndent school
424408 improvement expert's professional fees upon the
425409 independent school improvement expert successfully
426410 helping a school receiving additional intensive
427411 support improve so that it no longer qualif ies for
428412 comprehensive support and improvement within three (3)
413+school years after a school is identified for
414+comprehensive support and improvement.
415+2. In negotiating a contract with an independen t school
416+improvement expert, the Office may offer:

458-2. In negotiating a contract with an independen t school
459-improvement expert, the Office may offer:
460443 a. an average of Six Hundred Fifty Thousand Dollars
461444 ($650,000.00) per school for the entirety of the
462445 project,
463446 b. differentiated funds based on student enrollment, and
464447 c. a higher amount of fund s for schools that are in the
465448 lowest-performing one percent (1%) of schools
466449 statewide.
467450 SECTION 6. NEW LAW A new section of law to be codified
468451 in the Oklahoma Statutes as Section 1210.656 of Title 70, unless
469452 there is created a dupl ication in numbering, reads as follows:
470453 A school receiving additional in tensive support that does not
471454 meet exit criteria for comprehensive support and improvement within
472455 three (3) years of identification for comprehensive support and
473456 improvement shall be subject to more rigorous interventio ns as
474457 determined by the Office of Educational Quality and Accountability .
475458 If the school qualifies for more rig orous interventions, the school
476459 may petition the Office to extend the contract with an independent
477460 school improvement expert of a school receiving additional intensive
478461 support.
462+SECTION 7. It being immediately necessary for the preservation
463+of the public peace, health or safety, an emergency is hereby
