32	63		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34	64		SECTION 1. NEW LAW A new section of law to be codified
35	65		in the Oklahoma Statutes as Section 691 of Title 74, unless there is
36	66		created a duplication in numbering, reads as follows:

38	67		A. There is hereby established the Oklahoma Ireland
39		-
40	68		Trade Commission. The Commission shall consist of nine (9) members,
41	69		to be appointed as follows:

60	108		B. The two members selected by the Governor, the Speaker of the
61	109		Oklahoma House of Representatives, and Pres ident Pro Tempore of the
62	110		Oklahoma State Senate, respectively, shall each be a representative
63	111		of either:

65	112		1. An Oklahoma public institution of higher learning;

67	113		2. The Irish American community in Oklahoma who is interested
68	114		in furthering trade between Oklahoma and Ireland;

70	115		3. An Oklahoma industry engaged in or seeking to engage in
71	116		trade with Ireland; or
72		-
73	117		4. An Oklahoma business association, trade organization,
74	118		economic development organization or chamber of commerce currently
75	119		engaged in or interested in enga ging in the furthera nce of trade
76	120		with Ireland.

78	148		C. Legislative members shall serve for the two -year biennial
79	149		legislative session in which they are appointed to the Commission
80	150		and shall remain members of the Legislature in order to retain
81	151		membership on the Commission. Vacanci es of legislative members
82	152		during a term shall be filled in the same manner as the original
83	153		appointment only for the unexpired part of the term. The appointing
84	154		authority for the legislative member may remove the member and
85	155		substitute another appointee for the member at any time. Members
86	156		may be reappointed.

88	157		D. Vacancies shall be filled in the same manner as the original
89	158		appointment only for the unexpired part of the term.

91	159		E. The appointing authority for the member may remove the
92	160		member and substitute anot her appointee for the member at any time.

94	161		F. The Commission shall hold meetings at least once each
95	162		quarter. Meetings shall be held at the call of the chair.

97	163		G. A majority of the members of the Commission shall constitute
98	164		a quorum for the transaction of the business of the Commission.

100	165		H. The chair may appoint from among the Commission members
101	166		subcommittees and subcommittee chairs.

103	167		I. The Commission shall keep records of all proceedings which
104	168		shall be public and open to inspection.

106	169		J. Staff assistance s hall be provided by the Oklahoma House of
107	170		Representatives and the Oklahoma State Senate.

113	201		A. The purpose of the Oklahoma Ireland Trade Commission shall
114	202		be to advance, promote, and encourage business and other mutually
115	203		beneficial activities between Oklahoma and Ireland, including:

117	204		1. Bilateral trade and inves tment;

119	205		2. Joint action on policy issues of mutual interest;

121	206		3. Business and academic exchanges;

123	207		4. Mutual economic support;

125	208		5. Mutual investment in the respective infrastructure; and

127	209		6. Other opportunities for mutual benefit and ec onomic growth
128	210		as identified by the Commission.

130	211		B. The Commission shall report its findings, activities,
131	212		results, and recommendations to the Governor, the Speaker of the
132	213		Oklahoma House of Representatives, and the President Pro Tempore of
133	214		the Oklahoma State Senate within one ( 1) year of its initial meeting
134	215		and by February 1st of each succeeding year for the activities of
