3263 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3464 SECTION 1. NEW LAW A new section of law to be codified
3565 in the Oklahoma Statutes as Section 691 of Title 74, unless there is
3666 created a duplication in numbering, reads as follows:

3867 A. There is hereby established the Oklahoma Ireland

4068 Trade Commission. The Commission shall consist of nine (9) members,

65112 1. An Oklahoma public institution of higher learning;

67113 2. The Irish American community in Oklahoma who is interested
68114 in furthering trade between Oklahoma and Ireland;

70115 3. An Oklahoma industry engaged in or seeking to engage in
71116 trade with Ireland; or

73117 4. An Oklahoma business association, trade organization,
74118 economic development organization or chamber of commerce currently
75119 engaged in or interested in enga ging in the furthera nce of trade

78148 C. Legislative members shall serve for the two -year biennial
79149 legislative session in which they are appointed to the Commission
80150 and shall remain members of the Legislature in order to retain
81151 membership on the Commission. Vacanci es of legislative members
82152 during a term shall be filled in the same manner as the original
83153 appointment only for the unexpired part of the term. The appointing
84154 authority for the legislative member may remove the member and
85155 substitute another appointee for the member at any time. Members
86156 may be reappointed.

88157 D. Vacancies shall be filled in the same manner as the original
89158 appointment only for the unexpired part of the term.

91159 E. The appointing authority for the member may remove the
92160 member and substitute anot her appointee for the member at any time.

94161 F. The Commission shall hold meetings at least once each
95162 quarter. Meetings shall be held at the call of the chair.

97163 G. A majority of the members of the Commission shall constitute
98164 a quorum for the transaction of the business of the Commission.

100165 H. The chair may appoint from among the Commission members
101166 subcommittees and subcommittee chairs.

103167 I. The Commission shall keep records of all proceedings which
104168 shall be public and open to inspection.

109198 SECTION 2. NEW LAW A new section of law to be codified

113201 A. The purpose of the Oklahoma Ireland Trade Commission shall
114202 be to advance, promote, and encourage business and other mutually
115203 beneficial activities between Oklahoma and Ireland, including:

117204 1. Bilateral trade and inves tment;

119205 2. Joint action on policy issues of mutual interest;

121206 3. Business and academic exchanges;

123207 4. Mutual economic support;

125208 5. Mutual investment in the respective infrastructure; and

127209 6. Other opportunities for mutual benefit and ec onomic growth
128210 as identified by the Commission.

130211 B. The Commission shall report its findings, activities,
131212 results, and recommendations to the Governor, the Speaker of the
132213 Oklahoma House of Representatives, and the President Pro Tempore of
133214 the Oklahoma State Senate within one ( 1) year of its initial meeting
134215 and by February 1st of each succeeding year for the activities of
