55	79		BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
56	80		SECTION 1. AMENDATORY 47 O.S. 2021, Section 1131, as
57	81		amended by Section 145, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
58	82		2023, Section 1131), is amended to read as follows:
59	83		Section 1131. Service Oklahoma shall annually notify all
60	84		persons within the state who have a previous registration on record
61	85		of the period for registration renewal. Service Oklahoma shall send
62	86		the notifications to the electronic mail address provided by the
63	87		person. If a person does not provide an electronic mail address
64	88		then Service Oklahoma shall notify the person of renewal through the
65	89		United States mail. If a person specifically chooses not to receive

93	141		notifications through the United States mail, Service Oklahoma shall
94	142		send the notification to the electronic mailing address provided by
95	143		the person. The notifications shall contain all necessary
96	144		information for such registration and licensing including a
97	145		breakdown of all charges to be paid by the owner and shall contain
98	146		instructions as to the proce dure for renewal upon presentation to a
99	147		licensed operator or by return mail to Service Oklahoma's state
100	148		office. The content and form of the notice shall be determined by
101	149		Service Oklahoma. Use of a postcard or electronic mail-type renewal
102	150		notice is specifically permitted. Service Oklahoma shall provide
103	151		information on its public website instructing persons on the
104	152		procedure for obtaining an annual notification via electronic mail,
105	153		outlining all charges and fees associated with the registration of a
106	154		vehicle, as well as an explanation of the apportionment of vehicle
107	155		fees and penalties. The cost of mailing shall be One Dollar ($1.00)
108	156		for license plates and fifty cents ($0.50) for decals, titles or
109	157		other forms or devices provided in this act. Provided, that Service
110	158		Oklahoma may adjust any mailing costs as deemed appropriate to allow
111	159		for increased or additional fees charged by the United States Postal
112	160		Service.
113	161		Failure by any applicant to receive notifi cation of renewal as
114	162		provided by this act shall not excuse the applicant from properly
115	163		obtaining any registration or license at the proper time by
