46	66		Section 4-101, which relates to voter registration;

48	68		become registered voters; and providing an effective

53	75		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	76		SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -101, is
55	77		amended to read as follows:
56	78		Section 4-101. Every person who is a qualif ied elector as
57	79		defined by In accordance with Section 1 of Article III of the
58	80		Oklahoma Constitution , only citizens of the United States, over the
59	81		age of eighteen (18) years, who are bona fide residents of this
60	82		state shall be entitled to become a registered voter in the precinct
61	83		of his or her residence, with the following conditions:
62	84		1. Persons convicted of a felony shall be eligible to register
63	85		to vote when they have fully served their s entence of court-mandated
64	86		calendar days, including any term of incarcer ation, parole or

92	138		supervision, or completed a period of probation ordered by any
93	139		court; and
94	140		2. Any person who has been adjudged to be an incapacitated
95	141		person as such term is defined by Section 1-111 of Title 30 of t he
96	142		Oklahoma Statutes shall be ineligible to register to vote. When
97	143		such incapacitated person has been adjudged to be no longer
98	144		incapacitated such person shall be eligible to become a registered
99	145		voter. The provisions of this paragraph shall not prohibit any
100	146		person adjudged to be a partially inca pacitated person as such term
101	147		is defined by Section 1-111 of Title 30 of the Oklahoma Statutes
102	148		from being eligible to register to vote unless the order adjudging
103	149		the person to be partia lly incapacitated restricts su ch person from
104	150		being eligible to register to vote.
105	151		SECTION 2. This act shall become effective November 1, 2024.
