4565 An Act relating to elections; amending 26 O.S. 2021,

5375 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5476 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -101, is
5577 amended to read as follows:
5678 Section 4-101. Every person who is a qualif ied elector as
5779 defined by In accordance with Section 1 of Article III of the
5880 Oklahoma Constitution , only citizens of the United States, over the
5981 age of eighteen (18) years, who are bona fide residents of this
6082 state shall be entitled to become a registered voter in the precinct
6183 of his or her residence, with the following conditions:
6284 1. Persons convicted of a felony shall be eligible to register
6385 to vote when they have fully served their s entence of court-mandated
6486 calendar days, including any term of incarcer ation, parole or

92138 supervision, or completed a period of probation ordered by any
93139 court; and
94140 2. Any person who has been adjudged to be an incapacitated
95141 person as such term is defined by Section 1-111 of Title 30 of t he
96142 Oklahoma Statutes shall be ineligible to register to vote. When
97143 such incapacitated person has been adjudged to be no longer
98144 incapacitated such person shall be eligible to become a registered
99145 voter. The provisions of this paragraph shall not prohibit any
100146 person adjudged to be a partially inca pacitated person as such term
101147 is defined by Section 1-111 of Title 30 of the Oklahoma Statutes
102148 from being eligible to register to vote unless the order adjudging
103149 the person to be partia lly incapacitated restricts su ch person from
104150 being eligible to register to vote.
105151 SECTION 2. This act shall become effective November 1, 2024.
