8383 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:
8484 SECTION 1. AMENDATORY 63 O.S. 2021, Section 426.1, as
8585 amended by Section 6, Chapter 251, O.S.L. 2022 (63 O.S. Supp. 2023,
8686 Section 426.1), is amended to read as follows:
8787 Section 426.1 A. All licensure revocation hearings conducted
8888 pursuant to marijuana licenses established in the Oklahoma Statutes
8989 shall be recorded. A party may request a copy of the recording of
9090 the proceedings. Copies shall be provided to local law enforcement
9191 if the revocation was based on alleged criminal activity.

143143 B. The Oklahoma Medical Marijuana Authority shall assist any
144144 law enforcement officer in the perfor mance of his or her duties upon
145145 such request by the l aw enforcement officer or the request of other
146146 local officials having jurisdiction. Except for license information
147147 concerning licensed patients, as de fined in Section 427.2 of this
148148 title, the Authority shall share information with law enforceme nt
149149 agencies upon request without a subpoena or search warrant.
150150 C. The Authority shall make available all information on
151151 whether or not a medical marijuana patient or caregiver license is
152152 valid to law enforcement electronically t hrough an online
153153 verification system.
154154 D. The Authority shall make available to state agencies and
155155 political subdivisions a list of marijuana-licensed premises,
156156 medical marijuana busi nesses or any other premises where marijuana
157157 or its by-products are licensed to be cultivated, grown, processed,
158158 stored or manufactured to aid state agencies and county and
159159 municipal governments in identifying locations within their
160160 jurisdiction and ensuring compliance with applicable laws, rules and
161161 regulations.
162162 E. Any marijuana-licensed premises, medical marijuana business
163163 or any other premises where marijuana or its by-products are
164164 licensed to be cultivated, grown, processed, stored or manufact ured
165165 shall submit with its application or request to change location,
166166 after notifying the political subdivision of its intent, a

218218 certificate of compliance from the political subdivision where the
219219 facility of the applicant or licensee is to be located certi fying
220220 compliance with zoning classifications, applicable municipal
221221 ordinances and all applicable safety, electri cal, fire, plumbing,
222222 waste, construction and building specification codes.
223223 Once a certificate of compliance has been submitted to the
224224 Oklahoma Medical Marijuana Authority showing full compliance as
225225 outlined in this subsection, no additional certificate of compliance
226226 shall be required for license renewal unless if the application for
227227 renewal is submitted with an affidavit stating the premises still
228228 comply with zoning classifications, applicable municipal ordinances
229229 and all applicable safety, electrical, fire, plumbing, waste,
230230 construction and building specification c odes. The provisions of
231231 this subsection shall not apply and a certificate of compliance
232232 shall be submitted if a change of use or occupancy occurs, or there
233233 is any change concerning the facility or l ocation that would, by
234234 law, require additional inspection, licensure or permitting by the
235235 state or municipality. Municipalities may implement an inspection
236236 program to verify compl iance of the provisions of this subsection.
237237 The Authority shall create a standard affidavit form as authorized
238238 in this subsection. If an application for renewal is submitted in
239239 violation of the provisions of this subsection or information
240240 provided on the affidavit is in accurate or untrue, the Authority
