31163 BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA:

33164 SECTION 1. AMENDATORY Section 1, Chapter 112, O.S.L.
34165 2023 (63 O.S. Supp. 2023, Section 3278.1), is amended to read as
35166 follows:

37167 Section 3278.1 A. There is hereby created in the State
38168 Treasury a revolving fund for the Oklahoma State University Medical
39169 Authority to be designated the "Oklahoma State University Medical
40170 Authority Behavioral Health Workforce Development Fund". The fund
41171 shall be a continuing fund, not subject to fiscal year limitations,
42172 and shall consist of appropriated revenues and private endowments.
43173 All monies accruing to the cre dit of said fund are hereby
44174 appropriated and may be budgete d and expended by the Oklahoma State

45201 University Medical Authority for the purpose of designing and
46-implementing a pilot program at behavioral health facilities, the ENR. H. B. NO. 3449 Page 2
202+implementing a pilot program at behavioral health facilities, the
47203 purpose of which is to provide f or behavioral health workforce
48204 development and access to behavioral health professionals as
49205 provided by law. The purpose of the pilot program includes, but is
50206 not limited to, bed conversion and new beds; renovations at
51207 behavioral health facilities to acco mmodate new licensed acute or
52208 residential treatment beds; reallocation of beds from adult acute to
53209 child/adolescent acute beds; relocation assistance for licensed
54210 behavioral health staff currently living out of state; upskilling
55211 existing behavioral health workforce; adding new psychiatric
56212 residents psychiatric and psychological residencies, internships and
57213 post-doctoral training programs; providing social work scholarships;
58214 providing mental health n ursing scholarships; creating one-time
59215 private-sector workforce innovation grants; providing licensure
60216 preparation assistance; and creating a behavioral health trauma fund
61217 for intensive home and community-based services. Expenditures from
62218 the fund shall be made upon warrants issued by the State Treasurer
63219 against claims filed as prescri bed by law with the Director of the
64220 Office of Management and Enterprise Services for approval and
65221 payment.
