81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codif ied
83	83	in the Oklahoma Statutes as Section 1210.560 of Title 70, unless
84	84	there is created a duplication in numbering, reads as follows:
85	85	A. As used in this section, "community schools" means public
86	86	schools that provide services and supports which fit the needs of
87	87	each neighborhood, created and run by the people who know their
88	88	children best: families, educators, community organizations, local
89	89	governments, and the students the mselves, all working together.

141	141	Community schools offer evidence -based pathways by providing
142	142	tailored services before, during, and after school.
143	143	B. The State Board of Education may assist and, i f funding is
144	144	available, award grants to school district boards of education to
145	145	establish pilot projects that create community schools within a
146	146	school district or at a school site. Projects may involve entire
147	147	districts, individual school sites, a combinatio n of school sites,
148	148	or elements of school sites individually o r in combination.
149	149	C. Pilot project plans for community schools shall contain the
150	150	following minimum elements:
151	151	1. A person designated as the community school coordinator, who
152	152	shall complete leaders hip training provided by an Oklahoma -based
153	153	nonprofit organization that uses the science of hope to improve
154	154	classrooms and campuses;
155	155	2. A comprehensive needs assessment process that includes the
156	156	following stakeholders:
157	157	a. parents,
158	158	b. community leaders,
159	159	c. teachers,
160	160	d. site and district administrators,
161	161	e. other education employees, and
162	162	f. students, where age-appropriate;
163	163	3. Site-based collaborative leadership, practices, and shared
164	164	responsibility; and

217	217	Pilot projects for community schools, when possible, shall also
218	218	address additional components including , but not limited to,
219	219	strengthened curriculum and academic programs, expanded learning
220	220	opportunities, and integrated student supports or wraparound
221	221	services.
222	222	D. The State Board of Education may promulgate rules an d
223	223	regulations for the operation and implementation of the pilot
224	224	projects and to assist s chool districts in accessing pilot start -up
225	225	funds from the United States Department of Education for selected
226	226	projects.
227	227	SECTION 2. This act shall become effective November 1, 2024.
