6565 An Act relating to schools; defining term;

8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codif ied
8383 in the Oklahoma Statutes as Section 1210.560 of Title 70, unless
8484 there is created a duplication in numbering, reads as follows:
8585 A. As used in this section, "community schools" means public
8686 schools that provide services and supports which fit the needs of
8787 each neighborhood, created and run by the people who know their
8888 children best: families, educators, community organizations, local
8989 governments, and the students the mselves, all working together.

141141 Community schools offer evidence -based pathways by providing
142142 tailored services before, during, and after school.
143143 B. The State Board of Education may assist and, i f funding is
144144 available, award grants to school district boards of education to
145145 establish pilot projects that create community schools within a
146146 school district or at a school site. Projects may involve entire
147147 districts, individual school sites, a combinatio n of school sites,
148148 or elements of school sites individually o r in combination.
149149 C. Pilot project plans for community schools shall contain the
150150 following minimum elements:
151151 1. A person designated as the community school coordinator, who
152152 shall complete leaders hip training provided by an Oklahoma -based
153153 nonprofit organization that uses the science of hope to improve
154154 classrooms and campuses;
155155 2. A comprehensive needs assessment process that includes the
156156 following stakeholders:
157157 a. parents,
158158 b. community leaders,
159159 c. teachers,
160160 d. site and district administrators,
161161 e. other education employees, and
162162 f. students, where age-appropriate;
163163 3. Site-based collaborative leadership, practices, and shared

216216 4. An ongoing stakeholder engagement process.
217217 Pilot projects for community schools, when possible, shall also
218218 address additional components including , but not limited to,
219219 strengthened curriculum and academic programs, expanded learning
220220 opportunities, and integrated student supports or wraparound
221221 services.
222222 D. The State Board of Education may promulgate rules an d
223223 regulations for the operation and implementation of the pilot
224224 projects and to assist s chool districts in accessing pilot start -up
225225 funds from the United States Department of Education for selected
226226 projects.
227227 SECTION 2. This act shall become effective November 1, 2024.
