3849 An Act relating to schools; amending 70 O.S. 2021,

5667 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5768 SECTION 1. AMENDATORY 70 O.S. 2021, Section 1210.229 -1,
5869 is amended to read as follows:
5970 Section 1210.229-1 Sections 1210.229-1 through 1210.229-5 of
6071 this title and Section 2 of this act shall be known and may be cited
61-as the "Oklahoma Alcohol and Drug Abuse Prevention and Life Skills

63-SECTION 2. NEW LAW A new section of law to be codi fied

101+SECTION 2. NEW LAW A new section of law to be codified
102+in the Oklahoma Statutes as Section 1210.229-8 of Title 70, unless
103+there is created a duplication in numbering, re ads as follows:
92104 A. As part of the comprehensive integrated curriculum for
93105 substance abuse programs provided in Section 1210.229-5 of Title 70
94106 of the Oklahoma Statutes, e ach school district shall annually
95107 provide research-based instruction related to fenta nyl abuse
96108 prevention and drug poisoning awareness to students in grades six
97109 through twelve.
98110 B. The instruction required by this section shall include:
99111 1. Suicide prevention;
100112 2. Prevention of the abuse of and addiction to fentanyl;
101113 3. Awareness of local school and community resources and how to
102114 access those resources; and
103115 4. Health education that includes in formation about substance
104116 use and abuse of fentanyl, including youth substance use and abuse
105117 of fentanyl.
106118 C. The instruction required by this secti on may be provided by
107119 an organization or an employee or agent of an organization that is:
108120 1. A public or private institution of higher education;
109121 2. A library;
110122 3. A community service organization;
111-4. A religious organization;
112-5. A local public health agency; or
113-6. An organization employing mental health professionals.
114-D. To educate students about the dang ers posed by fentanyl and
115-the risks of fentanyl poisoning, including overd ose, the Governor

150+4. A religious organization;
151+5. A local public health agency; or
152+6. An organization employing mental health professionals.
153+D. To educate students about the dang ers posed by fentanyl and
154+the risks of fentanyl poisoning, including overd ose, the Governor
142155 shall designate a week to be known as Fentanyl Poisoning Awareness
143156 Week in public schools. Fentanyl Poisoning Awareness Week may
144157 include age-appropriate instructio n, including instruction on the
145158 prevention of the abuse of and addicti on to fentanyl, as determined
146159 by each school district.
147160 SECTION 3. This act shall become effective July 1, 2024.
148161 SECTION 4. It being immediately necessar y for the preservation
149162 of the public peace, health or safety, an emergency is hereby
150163 declared to exist, by reason whereof this act shall take effect and
151164 be in full force from and after its passage and approval.
