33	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

35	62		SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135.3, as
36	63		last amended by Section 2, Chapter 294, O.S.L. 2023 (47 O.S. Supp.
37	64		2023, Section 1135.3), is amended to read as follows:

39	65		Section 1135.3 A. Service Oklahoma is hereby authorized to
40	66		design and issue appropriate official special license plates to
41	67		persons wishing to demonstrate support, interest or membership to or

45	97		Special license plates shall not be transferred to any other

48	100		on another vehicle but only a fter such other vehicle has been

51	102		Special license plates shall be renewed each year by Service
52	103		Oklahoma or a licensed operator, unless authorized by Service
53	104		Oklahoma to be renewed for a period greater than one (1) year.
54	105		Service Oklahoma shall notify by mail all persons issued special
55	106		license plates. The notice shall contain all necessary information
56	107		and shall contain instructions for the renewal procedure upon
57	108		presentation to a licensed operator or Service Oklahoma. The
58	109		license plates shall be issued on a staggered system.
59		-
60	110		Service Oklahoma is hereby directed to develop and implement a
61	111		system whereby licensed operators are permitted to accept
62	112		applications for special license plates authorized under this
63	113		section. The license d operator shall confirm the applicant's
64	114		eligibility, if applicable, collect and deposit any amount
65	115		specifically authorized by law, accept and process the necessary
66	116		information directly into such system and generate a receipt
67	117		accordingly. For performance of these duties, licensed operators
68	118		shall retain the fee provided in Section 1141.1 of this title for

69	146		registration of a motor vehicle. The licensed operator fees for
70	147		acceptance of applications and renewals shall be paid out of the
71	148		Oklahoma Tax Commission Reimbursement Fund. Beginning January 1,
72	149		2023, the licensed operator fees for acceptance of applications and
73	150		renewals shall be paid out of the Service Oklahoma Reimbursement
74	151		Fund.

76	152		If fewer than one hundred of any type of special license plates
77	153		authorized prior to January 1, 2004, are issued prior to January 1,
78	154		2006, Service Oklahoma shall discontinue issuance and renewal of
79	155		that type of special license plate. Any such authorized special
80	156		license plate registrant shall be allowed to display the license
81	157		plate upon the designated vehicle until the registration expiration
82	158		date. After such time the expired special license plate shall be
83	159		removed from the vehicle.

85	160		Except as otherwise provided in law, for special license plates
86	161		authorized on or after July 1, 2004, no special license plates shall
87	162		be developed or issued by Service Oklahoma until Service Oklahoma
88	163		receives one hundred (100) prepaid applications therefor. The
89	164		prepaid applications must be received by Service Oklahoma within one
90	165		hundred eighty (180) days of the effective date of the authorization

92	167		hundred (100) prepaid applications are not received by Service
93	168		Oklahoma within such prescribed time period any payment so received

103	202		2. National Association for the Advancement of Colored People
104	203		License Plate - such plates shall be designed, subject to the
105	204		criteria to be presented to Service Oklahoma by the NAACP, and
106	205		issued to any person wishing to demonstrate support for the NAACP;

108	206		3. National Rifle Association License Plate - such plates shall
109	207		be designed, subject to the criteria to be presented to Service
110	208		Oklahoma by the National Rifle Association, and issued to any person
111	209		wishing to demonstrate support for the National Rifle Association;

113	210		4. Masonic Fraternity License Plate - such plates shall be
114	211		designed and issued to any resident of this state who is a member of
115	212		a Masonic Fraternity of Oklahoma. Such persons may apply for a
116	213		Masonic Fraternity license plate for each vehicle with a rated
117	214		carrying capacity of one (1) ton or less upon proof of a Masonic
118	215		Fraternity membership or upon the presentment of an application for
119	216		a Masonic Fraternity license plate authorized and approved by the
120	217		Grand Lodge of Oklahoma. The license plates shall be de signed in
121	218		consultation with the Masonic Fraternities of Oklahoma and shall
122	219		contain the Masonic emblem;

128	251		issued to any resident of this state who is a member of a Shriner's
129	252		Shriners Temple in Oklahoma. The license plate shall be designed in
130	253		consultation with the Shriner's Temples in Oklahoma and shall
131	254		contain the Shriner's Shriners emblem;

133	255		6. Balloonists License Plate - such plates shall be designed
134	256		and issued to any person wishing to demonstrate support for hot air
135	257		ballooning in this state;

138	259		be designed and issued to any resident of this state who is a member
139	260		of an Order of the Eastern Star. Such persons may apply for an
140	261		Order of the Eastern Star license plate for each vehicle with a
141	262		rated carrying capacity of one (1) ton or less upon proof of an
142	263		Order of the Eastern Star membership or upon the presentment of an
143	264		application for an Order of the Eastern Star license plate
144	265		authorized and approved by the organization. The license plate
145	266		shall be designed in consultation with the Order of the Eastern Star
146	267		and shall contain the Order of the Eastern Star emblem;

148	268		8. Knights of Columbus License Plate - such plates shall be
149	269		designed and issued to any resident of this state who is a member of

165	310		designed and issued to members of Kiwanis International. Persons

170	314		11. Certified Public Accountants License Plate - such plates
171	315		shall be designed and issued to any resident of this state who is a
172	316		Certified Public Accountant. Such persons may apply for a Certified
173	317		Public Accountant license plate for each vehicle with a rated
174	318		carrying capacity of one (1) ton or less upon proof of status as a
175	319		Certified Public Accountant. The license plates shall be designed
176	320		in consultation with the Oklahoma Society of Certified Public
177	321		Accountants;

194	362		14. Rotarian License Plate – such plates shall be designed and
195	363		issued to any resident of this state who is a member of a Rotarian
196	364		Rotary Club of Oklahoma. Such persons may apply for a Rotarian
197	365		license plate for each vehicle with a rated carrying capacity of one
198	366		(1) ton or less upon proof of a Rotarian Rotary Club membership or
199	367		upon the presentment of an application for a Rotarian license plate
200	368		authorized and approved by a Rotarian Rotary Club of Oklahoma. The
201	369		license plates shall be designed in consultation with the five
202	370		Rotarian District Governors and shall contain the Rotarian emblem;

204	371		15. Benevolent and Protective Order of Elks License Plate –
205	372		such plates shall be designed, subject to criteria to be presented

219	411		by the Oklahoma Mustang Club, and issued to any resident of this
220	412		state who is a member of the Oklahoma Mustang Club. Such persons
221	413		may apply for an Oklahoma Mustang Club license plate upon
222	414		presentment of proof of membership in the Oklahoma Mustang Club.
223	415		The plates shall be issued to any person in any combination of
224	416		numbers and letters from one to a maximum of seven, as for
225	417		personalized license plates;

680	1259		89. ORA License Plate – such plates shall be designed and
681	1260		issued to any person wishing to demonstrate support for the Oklahoma
682	1261		Rifle Association. The license plates shall be designed in
683	1262		consultation with the Oklahoma Rifle Association.

685	1263		C. The fee for such plates shall be Fifteen Dollars ($15.00)
686	1264		per year of renewal and shall be in addition to all other
687	1265		registration fees provided by the Oklahoma Vehicle License and
688	1266		Registration Act. Unless otherwise provided in this section, the
689	1267		fee shall be apportioned as follows: Eight Dollars ($8.00) per year
690	1268		of renewal of the special license plate fee shall be deposited in
691	1269		the Oklahoma Tax Commission Reimbursement Fund to be used for the
692	1270		administration of the Oklahoma Vehicle License and Registration Act
