81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 34.601 of Title 62, unless there
84	84	is created a duplication in numbering, reads as follows:
85	85	A. Each state agency shall prepare a mat rix with respect to the
86	86	delivery of its services to individu als during the fiscal year . The
87	87	matrix shall include the average time an individual was required to
88	88	wait on a response fro m the agency personnel, whether the contact
89	89	was initiated by phone, email or a website, including but not
90	90	limited to text based conversations between the indivi dual and

143	143	location or any other method or means b y which the agency
144	144	communicates with indi viduals.
145	145	B. The matrix of information shall be made part of the agency
146	146	presentation to the standing committees of the Oklahoma House of
147	147	Representatives and the Oklahoma State Senate together with the
148	148	agency's request for funding for the en suing fiscal year.
149	149	SECTION 2. This act shall become effective July 1, 2024.
150	150	SECTION 3. It being immediately necessary for the preservation
151	151	of the public peace, health or safety, an emergency is her eby
152	152	declared to exist, by reason whereof thi s act shall take eff ect and
153	153	be in full force from and after its passage and approval.
