8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 34.601 of Title 62, unless there
8484 is created a duplication in numbering, reads as follows:
8585 A. Each state agency shall prepare a mat rix with respect to the
8686 delivery of its services to individu als during the fiscal year . The
8787 matrix shall include the average time an individual was required to
8888 wait on a response fro m the agency personnel, whether the contact
8989 was initiated by phone, email or a website, including but not
9090 limited to text based conversations between the indivi dual and

142142 agency personnel, regular mail, personal visits to an agency
143143 location or any other method or means b y which the agency
144144 communicates with indi viduals.
145145 B. The matrix of information shall be made part of the agency
146146 presentation to the standing committees of the Oklahoma House of
147147 Representatives and the Oklahoma State Senate together with the
148148 agency's request for funding for the en suing fiscal year.
149149 SECTION 2. This act shall become effective July 1, 2024.
150150 SECTION 3. It being immediately necessary for the preservation
151151 of the public peace, health or safety, an emergency is her eby
152152 declared to exist, by reason whereof thi s act shall take eff ect and
153153 be in full force from and after its passage and approval.
