81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new secti on of law to be codified
83	83	in the Oklahoma Statutes as Section 14-150 of Title 70, unless there
84	84	is created a duplication in numbering, reads as follows:
85	85	A. There is hereby created in the State Treasury a r evolving
86	86	fund for the Oklahoma State Board of Career and Technology Education
87	87	to be designated the "Apprentice Scholarship Program Revolving
88	88	Fund". The fund shall be a continu ing fund, not subject to fiscal
89	89	year limitations, and shall consist of monies appropriated by the
90	90	Legislature and private dollars given to the Oklahoma State Board of

142	142	Career and Technology Educat ion for the purpose of supporting the
143	143	Apprentice Scholarship Program. All monies accruing to the credit
144	144	of the fund are hereby appropriated and may be budgeted and expended
145	145	by the Oklahoma State Board of Career and Technology Educat ion for
146	146	the purpose of running and distributing the Apprentice Scholarship
147	147	Program described in subsection B of this section. Expenditures
148	148	from the fund shall be made on warrants issued by the State
149	149	Treasurer against claims filed by the Oklahoma State Board of Career
150	150	and Technology Educat ion with the Director of the Office of
151	151	Management and Enterprise Services for approval and payment.
152	152	B. Contingent upon the amount of funds available in the
153	153	Apprentice Scholarship Program Revolving Fund, the Oklahoma State
154	154	Board of Career and Technology Educat ion shall award one or more
155	155	grants annually to support paying the tuition and fees of eligible
156	156	high school graduates enrolling in federally approved apprenticeship
157	157	programs in technical trades. Eligible students must enroll in
158	158	apprenticeship schools that are Joint Apprenticeship & Training
159	159	Committees designated programs. The Oklahoma State Board of Career
160	160	and Technology Educat ion shall determine the criteria for and
161	161	establish a process for the submission of grant applications. The
162	162	applications shall be considered on a statewide competi tive basis.
163	163	The Oklahoma State Board of Career and Technology Educat ion shall
164	164	promulgate rules for the implementation of the grants iss ued
165	165	pursuant to this section.
