7676 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7777 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
7878 last amended by Section 1, Chapter 9, O.S.L. 2023 (70 O.S. Supp.
7979 2023, Section 11-103.6), is amended to read as follows:
8080 Section 11-103.6 A. 1. The State Bo ard of Education shall
8181 adopt subject matter standards for instruction of students in the
8282 public schools of thi s state that are necessary to ensure there is
8383 attainment of desired levels of competen cies in a variety of areas
8484 to include language, mathematics, science, social studies,
8585 communication, and health and physical education.
8686 2. School districts shall develop and implement curriculum,
8787 courses and instruction in order to ensure that students me et the

139139 subject matter standards adopted by the State Board of Education.
140140 3. All students shall gain liter acy at the elementary and
141141 secondary levels. Students shall develop skills in reading,
142142 writing, speaking, computing and critical thinking. For pu rposes of
143143 this section, critical thinking means a manner of analytical
144144 thinking which is logical and uses line ar factual analysis to reach
145145 a conclusion. They shall learn about cultures and enviro nments -
146146 their own and those of others with whom they share the earth. All
147147 students shall receive the instruction needed to lead healthy and
148148 physically active lifestyles . Students, therefore, shall study
149149 social studies, literature, languages, the arts, h ealth, mathematics
150150 and science. Such curricula shall provid e for the teaching of a
151151 hands-on career exploration program in cooperation with technology
152152 center schools.
153153 4. The subject matter standards shall be designed to teach the
154154 competencies for which st udents shall be tested as provided in
155155 Section 1210.508 of th is title, and shall be designed to prepare all
156156 students for active citizenship, employment and/or successful
157157 completion of postsecondary education without the need for remedial
158158 coursework at the postsecondary level.
159159 5. The subject matter standards shall b e designed with rigor as
160160 defined in paragraph 3 of subsection G M of this section.

211211 6. The subject matter standa rds for English Language Arts shall
212212 give Classic Literature and nonfiction literatur e equal
213213 consideration to other literature. In addition, emp hasis shall be
214214 given to the study of complete works of literature.
215215 7. At a minimum, the subject matter standards for mathematics
216216 shall require mastery of the standard algorithms in mathematics,
217217 which is the most logical, efficient way of solving a problem that
218218 consistently works, and for students to attain fluency in Euclidi an
219219 geometry.
220220 8. The subject matter standards for history, social studies and
221221 United States Government shall include study of important historical
222222 documents, including the United States Constitution, Declaration of
223223 Independence, Emancipation Proclamation, Federalist Papers and other
224224 documents with significant history and heritage of the United
225225 States, and the content of the Unit ed States naturalization test,
226226 with an emphasis on the speci fic content of the test and the ideas
227227 and concepts it references. Begi nning with the 2022-2023 school
228228 year, the United States naturalization test shall be administered in
229229 accordance with subsecti on F L of this section.
230230 9. The subject matter standards for United States Government
231231 shall include an emphasis on civics, the struct ure and relationship
232232 between the national, state, county and local governments and
233233 simulations of the democratic process. For the purposes of this
234234 section, "civics" means the study of the rights and duties of

287287 10. The subject matter standards for health and physical
288288 education shall include but not be limit ed to the domains of
289289 physical, emotional, social and intelle ctual health. Health
290290 literacy shall include the ability to obtain, proce ss and understand
291291 basic health information and services needed to make appropriate
292292 health decisions. Health shall also inc lude the importance of
293293 proper nutrition and exercise, mental health and wellness, substance
294294 abuse, coping skills for understanding an d managing trauma,
295295 establishing and maintaining positive relationships and responsible
296296 decision making. Physical literacy shall include the ability to
297297 move with competence and confid ence in a wide variety of physical
298298 activities in multiple environments th at benefit the healthy
299299 development of the whole person.
300300 B. Subject to the provisions of subsection C of this section,
301301 in order to graduate from a public high school accredited by the
302302 State Board of Education with a standard diploma, students shall
303303 complete the following college preparatory/work ready curriculum
304304 units or sets of competencies at the secondary level:
305305 1. Four units or sets of competencies of English to include
306306 Grammar, Composition, Literature, or any English course approved for
307307 college admission requirements;

373373 unit of Oklahoma History, one-half unit of United States Government
374374 and one unit from the subjects of History, Government, Geography,
375375 Economics, Civics, or non -Western culture and approved for college
376376 admission requirements;
377377 5. Two units or sets of competencies of the sa me world or non-
378378 English language or two units of computer technology appr oved for
379379 college admission requirements, whether taught at a high school or a
380380 technology center school, including computer programming, hardware,
381381 and business computer applications, s uch as word processing,

433433 typing courses;
434434 6. One additional unit or set of competencies selected from
435435 paragraphs 1 through 5 of this subsection or career and technology
436436 education courses, concu rrently enrolled courses, Advanced Placement
437437 courses or International Bac calaureate courses approved for college
438438 admission requirements; and
439439 7. One unit or set of competencies of fine arts, such as music,
440440 art, or drama, or one unit or set of competencies of speech.
441441 C. In lieu of the requirements of subsection B of this sectio n
442442 which requires a college preparatory/work ready curriculum, a
443443 student may enroll in the core curric ulum as provided in subsection
444444 D of this section upon writte n approval of the parent or legal
445445 guardian of the student. For students under the age of eighteen
446446 (18) school districts shall require a parent or legal guardian of
447447 the student to meet with a desi gnee of the school prior to
448448 enrollment in the core curriculu m. The State Department of
449449 Education shall develop and distribute to sch ool districts a form
450450 suitable for this purpose, which shall include information on the
451451 benefits to students of completing t he college preparatory/work
452452 ready curriculum as provided for in subsection B of this section.
453453 D. For those students subject to the r equirements of subsection
454454 C of this section, in order to graduate from a public high school
455455 accredited by the State Board o f Education with a standard diploma,

515515 d. Advanced English Courses, or
516516 e. other English courses with c ontent and/or rigor equal

518518 2. Mathematics – Three units or sets of competencies to consist
519519 of one unit or set of competencies of Algebra I or Algebra I taught
520520 in a contextual methodology, and two units or sets of compet encies
521521 which may include, but are not limited to, the follow ing courses:

523523 b. Geometry or Geometry taught in a contextua l

580580 completion of one (1) year of a full-time, three-hour
581581 career and technology program leading to an industry
582582 credential/certificate or college credit. The State
583583 Board of Career and Technology Education shall
584584 promulgate rules to define the provisions of this
585585 section related to th e accepted industry-valued
586586 credentials which are industry -endorsed or industry -
587587 aligned. The list of accepted industry -valued
588588 credentials shall be reviewed annually and updated at
589589 least every three (3) years by the Board,
590590 h. (1) contextual mathematics cour ses which enhance
591591 technology preparation, or
592592 (2) a science, technology, engineering and math
593593 (STEM) block course meeting the requirements for
594594 course competencies listed in paragraph 2 of
595595 subsection B of this section, whether taught at
596596 a:
597597 (a) comprehensive high school, or
598598 (b) technology center school when taken in the
599599 tenth, eleventh or twelfth grade, taught by
600600 a certified teacher, and approved by the
601601 State Board of Education and the independent
602602 district board of education,

821821 E. A school district may issue an alternate diploma to a
822822 student who meets th e definition of a student with the most
823823 significant cognitive disabilities and who participates in the
824824 Oklahoma Alternate Assessment Program (OAAP) beginning in the 2023 -

875875 2024 school year. An alternate diploma shall be standards -based,
876876 aligned with require ments for a standard diploma, and obtained by
877877 the school year in which a student turns twenty -two (22) years of
878878 age.
879879 F. An alternate diploma shall not terminate a Free and
880880 Appropriate Public Education (FAPE) for students with an
881881 Individualized Education P rogram (IEP) unless they reach the maximum
882882 age of FAPE. The IEP team shall determine subsequent cours es and
883883 services for students who receive an alternate diploma.
884884 G. Students participating in the OAAP shall not be precluded
885885 from attempting to meet the r equirements of a standard diploma and
886886 participation in the OAAP shall not determine a student 's
887887 educational setting under the Individuals with Disabilities
888888 Education Act (IDEA).
889889 H. Students who meet requirements for an alternate diploma may
890890 count as having received a standard diploma for purposes of
891891 calculating and reporting the adjusted cohort graduation rate
892892 (ACGR).
893893 I. A student may be awarded an alternate diploma upon
894894 completion of the following curriculum units or sets of competencies
895895 at the secondary level:
896896 1. Language Arts – Four units or sets of competencies based on
897897 alternate academic achievement standards to consist of reading

10961096 K. 1. In addition to the curriculum requirements of either
10971097 subsection B or D of this section, in order to graduate from a
10981098 public high school accredited by t he State Board of Education
10991099 students shall complete the requirements for a personal financial
11001100 literacy passport as set forth in the Passport to Financial Literacy
11011101 Act and any additional course req uirements or recommended elective
11021102 courses as may be establis hed by the State Board of Education and
11031103 the district school board. School districts shall strongly
11041104 encourage students to complete two units or sets of competencies of
11051105 world languages and two unit s or sets of competencies of physical
11061106 and health education.
11071107 2. No student shall receive credit for high school graduation
11081108 more than once for completion of the same unit or set of
11091109 competencies to satisfy the curriculum requirements of this section.
11101110 3. A school district shall not be required to offer every
11111111 course listed in subsections B and D of this section but shall offer
11121112 sufficient courses to allow a student to meet the graduation
11131113 requirements during the secondary grade years of the student.
11141114 L. 1. In addition to the curriculum requirements of either
11151115 subsection B or D of this section, beginning with ninth graders in
11161116 the 2021-22 school year, in order to graduate from a public high
11171117 school accredited by the State Board of Education, students shall
11181118 pass the United States naturalization test pursuant to the
11191119 provisions of this subsection.

11701170 2. School districts shall offer the United States
11711171 naturalization test to students at least once per school year,
11721172 beginning as early as eighth grade at the discretion of the s chool
11731173 district; provided, any student may retake the exam up on request,
11741174 and as often as desired, until earning a passing score. For
11751175 purposes of this subsection, a passing score shall be 60 out of 100
11761176 questions.
11771177 3. School districts shall exempt students with disabilities
11781178 whose individualized education program (IEP ), consistent with state
11791179 law, indicates that the student is to be assessed with alternate
11801180 achievement standards through the OAAP.
11811181 M. For purposes of this section:
11821182 1. "Contextual methodology" means academic content and skills
11831183 taught by utilizing real -world problems and projects in a way that
11841184 helps students understand the application of that knowledge;
11851185 2. "Qualified agricultural education courses " means courses
11861186 that have been determined by the State Board of Education to offer
11871187 the sets of competencies for one or more science content areas and
11881188 which correspond to academic science courses. Qualified
11891189 agricultural education courses shall include, but are not limited
11901190 to, Horticulture, Plant and Soil Science, Natural Resources and
11911191 Environmental Science, and Anim al Science. The courses shall be
11921192 taught by teachers certified in agricultural education and comply

12451245 3. "Rigor" means a level of difficulty that is thorough,
12461246 exhaustive and accur ate and is appropriate for the grade level;
12471247 4. "Sets of competencies " means instruction in those skills and
12481248 competencies that are specified in the subject matter standards
12491249 adopted by the State Board of Education and other skills and
12501250 competencies adopted b y the Board, without regard to specified
12511251 instructional time; and
12521252 5. "Unit" means a Carnegie Unit as defined by the North Central
12531253 Association's Commission on Schools.
12541254 N. 1. The State Board of Education shall adopt a plan to
12551255 ensure that rigor is maintaine d in the content, teaching
12561256 methodology, level of expectations for student achievement, and
12571257 application of learning in all the courses taught to meet the
12581258 graduation requirements as specified in this section.
12591259 2. The State Board of Education shall allow as m uch flexibility
12601260 at the district level as is possible without diminishing the rigor
12611261 or undermining the intent of providing these courses. To accomplish
12621262 this purpose, the State Dep artment of Education shall work with
12631263 school districts in reviewing and approv ing courses taught by
12641264 districts that are not specifically listed in subsections B and D of
12651265 this section. Options may include, but shall not be limited to,

13181318 3. The State Board of Education shall approve an advanced
13191319 placement computer science course to meet the requirements of course
13201320 competencies listed in paragraph 2 of subsection B of this section
13211321 if the course is taken in a student 's senior year and the student is
13221322 concurrently enrolled in or has successfully completed Algebra II.
13231323 4. Technology center school districts may offer programs
13241324 designed in cooperation with i nstitutions of higher education which
13251325 have an emphasis on a focused field of career study upon approval of
13261326 the State Board of Education and the independent district board of
13271327 education. Students in the tenth grade may be allowed to attend
13281328 these programs for up to one-half (1/2) of a school day and credit
13291329 for the units or sets of co mpetencies required in paragraphs 2, 3
13301330 and 6 of subsection B or D of this section shall be given if the
13311331 courses are taught by a teacher certified in the secondary subject
13321332 area; provided, credit for units or sets of competencies pursuant to
13331333 subsection B of this section shall be approved for college admission
13341334 requirements.
13351335 5. If a student enrolls in a concurrent course, the school
13361336 district shall not be responsible for any costs incu rred for that
13371337 course, unless the school district does not offer enough course
13381338 selection during the student 's secondary grade years to allow the
13391339 student to receive the courses needed to meet the graduation

13901390 requirements of this section. If the school distri ct does not offer
13911391 the necessary course selection during the student 's secondary grade
13921392 years, it shall be responsible for the cost of resident tuition at
13931393 an institution in The Oklahoma State System of Higher Education,
13941394 fees, and books for the concurrent enr ollment course, and providing
13951395 for transportation to and from the institution to the school site.
13961396 It is the intent of the Legislature that for students enrolled
13971397 in a concurrent enrollment course which is paid for by the school
13981398 district pursuant to this para graph, the institution charge only the
13991399 supplementary and special service fees that are directly related to
14001400 the concurrent enrollment course and enrollment procedures for that
14011401 student. It is further the intent of the Legislature that fees for
14021402 student activities and student service facilities, including the
14031403 student health care and c ultural and recreational service fees, not
14041404 be charged to such students.
14051405 6. Credit for the units or sets of competencies required in
14061406 subsection B or D of this section shall be giv en when such units or
14071407 sets of competencies are taken prior to ninth grade if the teachers
14081408 are certified or authorized to teach the subjects for high school
14091409 credit and the required rigor is maintained.
14101410 7. The Except as provided in this paragraph, three units or
14111411 sets of competencies in mathematics required in subsection B or D of
14121412 this section shall be completed in the ninth through twelfth grades.

14701470 8. All units or sets of competen cies required for graduation
14711471 may be taken in any sequence recommended by the school district.
14721472 O. As a condition of receiving accreditation from the State
14731473 Board of Education, all students in grades nine through twelve shall
14741474 enroll in a minimum of six perio ds, or the equivalent in block
14751475 scheduling or other scheduling structure that allows for instruction
14761476 in sets of competencies, of rigorous academic and/or rigorous
14771477 vocational courses each day, which may include arts, vocal an d
14781478 instrumental music, speech clas ses, and physical education classes.
14791479 P. 1. Academic and vocational -technical courses designed to
14801480 offer sets of competencies integrated or embedded within the cou rses
14811481 that provide for the teaching and learning of the appro priate skills
14821482 and knowledge in the subject matter standards, as adopted by the
14831483 State Board of Education, may, upon approval of the Board, in
14841484 consultation with the Oklahoma Department of Career and Technology
14851485 Education if the courses are offered at a techno logy center school
14861486 district, be counted for academic credit and toward meeting the
14871487 graduation requirements of this section.

15481548 approved by the Board, in consultatio n with the Oklahoma Department
15491549 of Career and Technology Education if the courses are offered at a
15501550 technology center school district, if such courses incorporate
15511551 standards of nationally recognized professional organizations and
15521552 are taught by certified teach ers.
15531553 4. Courses offered by a sup plemental education organization
15541554 that is accredited by a national accrediting body and that are
15551555 taught by a certified teacher and provide for the teaching and
15561556 learning of the appropriate skills and knowledge in the subject
15571557 matter standards may, upon approv al of the State Board of Education
15581558 and the school district board of education, be counted for academic
15591559 credit and toward meeting the graduation requirements of thi s
15601560 section.

16161616 R. The State Board of Education shall pr escribe, adopt and
16171617 approve a promotion system based on the attainment by students of
16181618 specified levels of competencies in each area of the core
16191619 curriculum.
16201620 S. Children Students who have an IEP pursuant to the IDEA, and
16211621 who satisfy the graduation requirements throug h the individualized
16221622 education program for that student shall be awarded a standard
16231623 diploma.
16241624 T. Students who enter the ninth grade in or prior to the 200 7-
16251625 08 school year who are enrolled in an alternative educatio n program
16261626 and meet the requirements of the ir plans leading to high school
16271627 graduation developed pursuant to Section 1210.568 of this title
16281628 shall be awarded a standard diploma.
16291629 U. Any student who c ompletes the curriculum requirements of the
16301630 International Baccalaureate Diploma Program shall be award ed a
16311631 standard diploma.
16321632 V. Any student who successfully completes an advanced
16331633 mathematics or science course offered pursuant to Section 1210.404
16341634 of this title shall be granted academic credit toward meeting the

16871687 W. For purposes of this section, the courses approved for
16881688 college admission requirements shall be courses which are approved
16891689 by the Oklahoma State Reg ents for Higher Education for admission to
16901690 an institution within The Oklahoma State System of Higher Education.
16911691 X. Students who have been denied a standard diploma by the
16921692 school district in which the student is or was enrolled for failing
16931693 to meet the requirements of this section may re -enroll in the school
16941694 district that denied the student a standard diploma following the
16951695 denial of a standard diploma. The student shall be provided
16961696 remediation or intervention and the opportunity to complete the
16971697 curriculum units or sets of competencies required by this section to
16981698 obtain a standard diploma. Students who re -enroll in the school
16991699 district to meet the graduation requirements of this section shall
17001700 be exempt from the hourly instructional requirements of Section 1 -
17011701 111 of this title and the six -period enrollment requirements of this
17021702 section.
17031703 Y. The State Department of Education shall collect and report
17041704 data by school site and district on the nu mber of students who
17051705 enroll in the core curriculum as provided in subsecti on D of this
17061706 section.
