7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAH OMA:
7878 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1364, is
7979 amended to read as follows:
8080 Section 1364.
8181 DISCHARGING FIREARM

8383 A. Every person who willfully discharges any pistol, rifle,
8484 shotgun, airgun or other weapon, or throws any o ther missile in any
8585 public place, or in any place where there is any person to be
8686 endangered thereby, although no injury to any person shall ensue, is
8787 guilty of a misdemeanor.
8888 B. Every person who willfully discharges any pistol, rifle,
8989 shotgun, airgun or other weapon, or throws any other missile , bomb,

141141 or explosive device in any public place, or in any place where there
142142 is any person to be endangered thereby, which results in the death
143143 of any person is, upon conviction, guilty of a felony punishable by
144144 death, by imprisonment for life without parole, or by impr isonment
145145 for life in the custody of the Department of Corrections.
146146 C. Any person convicted of a violation of the provisions of
147147 this section after having been issued a handgun license pursuant to
148148 the provisions of the Oklahoma Self -Defense Act shall have the
149149 license suspended for a period of six (6) months and shall be
150150 subject to an administrative fine of Fifty Dollars ($50.00), revoked
151151 upon a hearing and determination by the Oklahoma State Bureau of
152152 Investigation that the person is in violation of the prov isions of
153153 this section.
154154 SECTION 2. NEW LAW A new section of law to be codified
155155 in the Oklahoma Statutes as Section 11-903.1 of Title 47, unless
156156 there is created a duplication in numbering, reads as follows:
157157 Any person who drives a motor vehicle into a large crowd of
158158 persons without regard for the safety of said persons and with the
159159 intent to do physical harm shall, upon conviction, be guilty of a
160160 felony punishable by death, by im prisonment for life without parole,
161161 or by imprisonment for life in the custody of the Department of
162162 Corrections.
