8585 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAH OMA:
8686 SECTION 1. AMENDATORY 10A O.S. 2021, S ection 1-1-105, is
8787 amended to read as follows:
8888 Section 1-1-105. When used in the Oklahoma Children's Code,
8989 unless the context otherwise requires:
9090 1. "Abandonment" means:
9191 a. the willful intent by words, actions, or omissions not

144144 b. the failure to maintain a signifi cant parental
145145 relationship with a child through visitation or
146146 communication in which incidental or token visits or
147147 communication are not considered significant, or
148148 c. the failure to respond to notice of deprived
149149 proceedings;
150150 2. "Abuse" means harm or threatened harm to the health, safety,
151151 or welfare of a child by a person responsible for the child's
152152 health, safety, or welfare, incl uding but not limited to
153153 nonaccidental physical or mental injury, sexual abuse, or sexual
154154 exploitation. Provided, however, that nothing contained in the
155155 Oklahoma Children's Code shall prohibit any parent from using
156156 ordinary force as a means of discipline including, but not limited
157157 to, spanking, switching, or paddling.
158158 a. "Harm or threatened harm to the health or safety of a
159159 child" means any real or threa tened physical, mental,
160160 or emotional injury or damage to the body or mind that
161161 is not accidental includi ng but not limited to sexual
162162 abuse, sexual exploitation, neglect, or dependency.
163163 b. "Sexual abuse" includes but is not limited t o rape,
164164 incest, and lewd or indecent acts or proposals made to
165165 a child, as defined by law, by a person responsible
166166 for the health, safety, or welfare of the child.

218218 c. "Sexual exploitation" includes but is not limited to
219219 allowing, permitting, encouraging, o r forcing a child
220220 to engage in prostitution, as defined by law, by any
221221 person eighteen (18) years of age or older or by a
222222 person responsible for the health, safety, or welfare
223223 of a child, or allowing, permitting, encoura ging, or
224224 engaging in the lewd, obsce ne, or pornographic, a s
225225 defined by law, photographing, filming, or depicting
226226 of a child in those acts by a person responsible fo r
227227 the health, safety, and welfare of the child;
228228 3. "Adjudication" means a finding by the co urt that the
229229 allegations in a petiti on alleging that a ch ild is deprived are
230230 supported by a preponderance of the evidence;
231231 4. "Adjudicatory hearing " means a hearing by the court as
232232 provided by Section 1 -4-601 of this title;
233233 5. "Age-appropriate or develop mentally appropriate" means:
234234 a. activities or items that are generally accepted as
235235 suitable for children of the same age or level of
236236 maturity or that are determined to be developmentally
237237 appropriate for a child, based on the development of
238238 cognitive, emotional, physical, and behavioral
239239 capacities that are typical for an age or age group,

292292 b. in the case of a specific child, activities or items
293293 that are suitable fo r that child based on the
294294 developmental stages attained by the child with
295295 respect to the cognitive, emotional, physical, and
296296 behavioral capacities of the specific child.
297297 In the event that any age -related activities have implications
298298 relative to the academi c curriculum of a child, nothing in this
299299 paragraph shall be construed to authorize an office r or employee of
300300 the federal government to mandate, direct, or control a state or
301301 local educational agency, or the specific instructional content,
302302 academic achievement standards and assessments, curriculum, or
303303 program of instruction of a school;
304304 6. "Assessment" means a comprehensive review of child safety
305305 and evaluation of family functioning and protective capacities that
306306 is conducted in response to a child abuse or neglect referral that
307307 does not allege a serious and immediate safety threat to a child;
308308 7. "Behavioral health" means mental health, substance abuse, or
309309 co-occurring mental health and substance abuse diagnoses, and the
310310 continuum of mental health, substanc e abuse, or co-occurring mental
311311 health and substance abuse treatment;
312312 8. "Child" means any unmarried person under eighteen (18) years
313313 of age;
314314 9. "Child advocacy center" means a center and the
315315 multidisciplinary child abuse team of which it is a member tha t is

367367 accredited by the National Children's Alliance or that is completing
368368 a sixth year of reaccreditation. Child advocacy cente rs shall be
369369 classified, based on the child population of a district attorney's
370370 district, as follows:
371371 a. nonurban centers in dist ricts with child populations
372372 that are less than sixty thousand (60,000), and
373373 b. midlevel nonurban centers in districts with chil d
374374 populations equal to or greater than sixty thousand
375375 (60,000), but not including Oklahoma and Tulsa
376376 Counties;
377377 10. "Child with a disability" means any child who has a
378378 physical or mental impairment which substantially li mits one or more
379379 of the major life activities of the child, or who is regarded as
380380 having such an impairment by a competent medical professional;
381381 11. "Child-placing agency" means an agency that arranges for or
382382 places a child in a foster family home, family -style living program,
383383 group home, adoptive home, or a successful adulthood program;
384384 12. "Children's emergency resource center " means a community-
385385 based program that may provide emergency care and a safe and
386386 structured homelike environment or a host home f or children
387387 providing food, clothing , shelter and hygiene produ cts to each child
388388 served; after-school tutoring; counseling services; life -skills
389389 training; transition services; assessments; family reunification;
390390 respite care; transportation to or from schoo l, doctors'

443443 activities when necessary; and a stable environment for children in
444444 crisis who are in custody of the Department of Human Services if
445445 permitted under the Department's policies an d regulations, or who
446446 have been voluntarily placed by a parent or custodian during a
447447 temporary crisis;
448448 13. "Community-based services" or "community-based programs"
449449 means services or programs which maintain community participation or
450450 supervision in their p lanning, operation, and evaluation .
451451 Community-based services and programs may include, but are not
452452 limited to, emergency shelter, crisis intervention, group work, case
453453 supervision, job placement, recruitment and training of volunteers,
454454 consultation, medical, educational, home -based services, vocational,
455455 social, preventive and psychological guidance, training, counseling,
456456 early intervention and diversionary substance abuse treatment,
457457 sexual abuse treatment, transitional living, independent living, and
458458 other related services and programs;
459459 14. "Concurrent permanency pla nning" means, when indicated, the
460460 implementation of two plans for a child entering foster care . One
461461 plan focuses on reuniting the parent and child; the other seeks to
462462 find a permanent out -of-home placement for the child with bot h plans
463463 being pursued simultaneously;
464464 15. "Court-appointed special advocate " or "CASA" means a
465465 responsible adult volunteer who has been trained and is supervised

517517 by a court-appointed special advocate program recognized by the
518518 court, and when appointed by the court, serves as an off icer of the
519519 court in the capacity as a guardian ad litem;
520520 16. "Court-appointed special advocate prog ram" means an
521521 organized program, administered by either an independent, not -for-
522522 profit corporation, a dependent project of an in dependent, not-for-
523523 profit corporation or a unit of local government, which recruits,
524524 screens, trains, assigns, supervises and su pports volunteers to be
525525 available for appointment by the court as guardians ad litem;
526526 17. "Custodian" means an individual other than a parent, legal
527527 guardian or Indian custodian, to whom legal custody of the child has
528528 been awarded by the court . As used in this title, the term
529529 "custodian" shall not mean the Department of Human Services;
530530 18. "Day treatment" means a nonresidential program which
531531 provides intensive services to a child who resides in the child's
532532 own home, the home of a relative, group home, a foster home or
533533 residential child care facility . Day treatment programs include,
534534 but are not limited to, educational services;
535535 19. "Department" means the Department of Human Services;
536536 20. "Dependency" means a child who is homeless or without
537537 proper care or guardianship through no fault of his or her parent,
538538 legal guardian, or custodian;
539539 21. "Deprived child" means a child:

591591 a. who is for any reason destitut e, homeless, or
592592 abandoned,
593593 b. who does not have the proper parental care or
594594 guardianship,
595595 c. who has been abused, neglected, or is dependent,
596596 d. whose home is an unfit place for the child by re ason
597597 of depravity on the part of the parent or legal
598598 guardian of the child, or other person responsible for
599599 the health or welfare of the child,
600600 e. who is a child in need of special care and treatment
601601 because of the child's physical or mental condition,
602602 and the child's parents, legal g uardian, or other
603603 custodian is unable or willfully fails to provide such
604604 special care and treatment . As used in this
605605 paragraph, a child in need of special care and
606606 treatment includes, but is not limited to, a child who
607607 at birth tests positive for alcohol or a controlled
608608 dangerous substance and who, pursuant to a drug or
609609 alcohol screen of the child and an assessment of the
610610 parent, is determined to be at risk of harm or
611611 threatened harm to the health or safety of a child,
612612 f. who is a child with a disability deprived of the
613613 nutrition necessary to sustain life or of the medical
614614 treatment necessary to remedy or relieve a life -

666666 threatening medical condition in order to cause or
667667 allow the death of the child if such nutrition or
668668 medical treatment is generally provid ed to similarly
669669 situated children without a disability or children
670670 with disabilities; provided that no medical treatment
671671 shall be necessary if, in the reasonable medical
672672 judgment of the attending physician, such treatment
673673 would be futile in saving the life of the child,
674674 g. who, due to improper parental care and guardianship,
675675 is absent from school as specified in Section 10 -106
676676 of Title 70 of the Oklahoma Statutes, if the child is
677677 subject to compulsory school attendance,
678678 h. whose parent, legal guardian or custodian for good
679679 cause desires to be relieved of custody,
680680 i. who has been born to a parent whose parental rights to
681681 another child have b een involuntarily terminated by
682682 the court and the conditions which led to the making
683683 of the finding, which resulted i n the termination of
684684 the parental rights of the parent to the other child,
685685 have not been corrected, or
686686 j. whose parent, legal guardian, or custodian has
687687 subjected another child to abuse or neglect or has
688688 allowed another child to be subjected to abuse or

740740 neglect and is currently a respondent in a deprived
741741 proceeding.
742742 Nothing in the Oklahoma Children's Code shall be construed to
743743 mean a child is deprived for the sole reason the parent, legal
744744 guardian, or person having custody or contro l of a child, in good
745745 faith, selects and depends upon spiritual means alone through
746746 prayer, in accordance with the tenets and practice of a recognized
747747 church or religious denomination, for the treatment or cure of
748748 disease or remedial care of such child.
749749 Evidence of material, ed ucational or cultural disadvantage as
750750 compared to other children shall not be sufficient to prove that a
751751 child is deprived; the state shall pr ove that the child is deprived
752752 as defined pursuant to this title.
753753 Nothing contained in this paragraph shall preve nt a court from
754754 immediately assuming custo dy of a child and ordering whatever action
755755 may be necessary, including medical treatment, to protect the
756756 child's health or welfare;
757757 22. "Dispositional hearing " means a hearing by the court as
758758 provided by Section 1-4-706 of this title;
759759 23. "Drug-endangered child" means a child who is at risk of
760760 suffering physical, psychological or sexual harm as a result of the
761761 use, possession, distribution, manufacture or cultivation of
762762 controlled substances, or the attempt of any of these acts, by a
763763 person responsible fo r the health, safety or welfare of the child,

815815 as defined in this section . This term includes circums tances
816816 wherein the substance abuse of the person responsible for the
817817 health, safety or welfa re of the child interferes with that person's
818818 ability to parent and provide a safe and nurturing environment for
819819 the child;
820820 24. "Emergency custody" means the custody of a child prior to
821821 adjudication of the child following issuance of an order of the
822822 district court pursuant to Section 1-4-201 of this title or
823823 following issuance of an order of the district court pursuant to an
824824 emergency custody hearing, as specified b y Section 1-4-203 of this
825825 title;
826826 25. "Facility" means a place, an institution, a building o r
827827 part thereof, a set of buildings, or an area whether or not
828828 enclosing a building or set of buildings used for the lawful custody
829829 and treatment of children;
830830 26. "Failure to protect" means failure to take reasonable
831831 action to remedy or prevent child abuse or neglect, and includes the
832832 conduct of a nonabusing parent or guardian who knows the identity of
833833 the abuser or the person neglecting the child, but lies, conceals or
834834 fails to report the child abuse or neglect or otherwise take
835835 reasonable action to end th e abuse or neglect;
836836 27. "Family-style living program" means a residential program
837837 providing sustained care and supervision to residents in a homelike
838838 environment not located in a building used for commercial activity;

890890 28. "Foster care" or "foster care services" means continuous
891891 twenty-four-hour care and supportive s ervices provided for a child
892892 in foster placement including, but not limited to, the care,
893893 supervision, guidance, and rearing of a foster child by the foster
894894 parent;
895895 29. "Foster family home" means the private residence of a
896896 foster parent who provides foste r care services to a child . Such
897897 term shall include a nonkinship foster family home, a therapeutic
898898 foster family home, or the home of a relative or other kinship care
899899 home;
900900 30. "Foster parent eligibility assessment" includes a criminal
901901 background investigation including, but not limited to, a national
902902 criminal history records search based upon the submi ssion of
903903 fingerprints, home assessments, and any other assessment required by
904904 the Department of Human Services, the Office of Ju venile Affairs, or
905905 any child-placing agency pursuant to the provisions of the Oklahoma
906906 Child Care Facilities Licensing Act;
907907 31. "Guardian ad litem" means a person appointed by the court
908908 pursuant to the provisions of Sec tion 1-4-306 of this title having
909909 those duties and responsibili ties as set forth in that section . The
910910 term "guardian ad litem" shall refer to a court -appointed special
911911 advocate as well as to any other person appointed pursuant to the
912912 provisions of Section 1-4-306 of this title to serve as a guardian

965965 32. "Guardian ad litem of the estate of the child " means a
966966 person appointed by the court to protect the pro perty interests of a
967967 child pursuant to Section 1 -8-108 of this title;
968968 33. "Group home" means a residential facility licensed by the
969969 Department to provide full-time care and community -based services
970970 for more than five but fewer than thirteen children;
971971 34. "Harm or threatened harm to the health or safety of a
972972 child" means any real or threatened p hysical, mental, or emotional
973973 injury or damage to the body or m ind that is not accidental
974974 including, but not limited to, sexual abuse, sexual exploitation,
975975 neglect, or dependency;
976976 35. "Heinous and shocking abuse " includes, but is not limited
977977 to, aggravated physical abuse that results in ser ious bodily,
978978 mental, or emotional injury. "Serious bodily injury " means injury
979979 that involves:
980980 a. a substantial risk of death,
981981 b. extreme physical pain,
982982 c. protracted disfigurement,
983983 d. a loss or impairment of the functio n of a body member,
984984 organ, or mental faculty,
985985 e. an injury to an internal or external organ or the
986986 body,
987987 f. a bone fracture,
988988 g. sexual abuse or sexual exploitation,

10481048 of satisfying the craven, cruel, or prurient desires
10491049 of the perpetrator or another person, or
10501050 j. any other similar aggravated circumstance;
10511051 36. "Heinous and shocking neglect " includes, but is not limi ted
10521052 to:
10531053 a. chronic neglect that includes , but is not limited to,
10541054 a persistent pattern of family functioning in which
10551055 the caregiver has not met or sustained the basic ne eds
10561056 of a child which results in harm to the child,
10571057 b. neglect that has resulted in a d iagnosis of the child
10581058 as a failure to thri ve,
10591059 c. an act or failure to act by a parent that results in
10601060 the death or near death of a child or sibling, serious

11201120 38. "Infant" means a child who is twelve (12) months of age or
11211121 younger;
11221122 39. "Institution" means a residential facility offering care
11231123 and treatment for more than twenty residents;
11241124 40. a. "Investigation" means a response to an allegation of
11251125 abuse or neglect that involves a serious an d immediate
11261126 threat to the safety of the child, making it necessary
11271127 to determine:
11281128 (1) the current safety of a child and the risk of
11291129 subsequent abuse or neglect, and
11301130 (2) whether child abuse or neglect occurred and
11311131 whether the family needs prevention- and
11321132 intervention-related services.
11331133 b. "Investigation" results in a written response stating
11341134 one of the following findings:
11351135 (1) "substantiated" means the Department has
11361136 determined, after an investigation of a report of

12711271 relatives, stepparents, or other resp onsible adults who have a bond
12721272 or tie with a child and/or to whom has been ascribed a family
12731273 relationship role with the child's parents or the child; provi ded,
12741274 however, in cases where the Indian Child Welfare Act applies, the
12751275 definitions contained in 25 U. S.C., Section 1903 shall control;
12761276 44. "Learning pod" means a voluntary association of paren ts
12771277 choosing to group their children together to participate in their
12781278 elementary or secondary academic studies as an alternative to
12791279 enrolling in a public school, pri vate school, homeschool, or
12801280 microschool, including participation in an a ctivity or service
12811281 provided to the children in exchange for payment;
12821282 45. "Mental health facility" means a mental health or substance
12831283 abuse treatment facility as d efined by the Inpatie nt Mental Health
12841284 and Substance Abuse Treatment of Minors Act;
12851285 46. "Microschool" means a sch ool initiated by one or more
12861286 teachers or an entity created to o perate a school that charges
12871287 tuition for the students who enroll and is an alternative to

13471347 established pursuant to Section 1 -9-102 of this title of three or
13481348 more persons who are trained in the preve ntion, identification,
13491349 investigation, prosecution, and treatment of physical and sexual
13501350 child abuse and who are qualified to facilitate a broad range of
13511351 prevention- and intervention-related services and services related
13521352 to child abuse. For purposes of this definition, "freestanding"
13531353 means a team not used by a child advocacy center for its
13541354 accreditation;
13551355 48. 50. "Near death" means a child is in serious or critical
13561356 condition, as certified by a phys ician, as a result of abuse or
13571357 neglect;
13581358 49. 51. a. "Neglect" means:

15041504 Nothing in this paragraph shall be construed to mean a child is
15051505 abused or neglected for the sole reason the parent, legal guardian
15061506 or person having custody or control of a child, in good faith,
15071507 selects and depends upon spiritual means alone through prayer, in
15081508 accordance with the tenets and practice of a recognized church or
15091509 religious denomination, for the treatment or cure of disease or

15761576 53. 55. "Person responsible for a child's health, safety, or
15771577 welfare" includes a parent; a legal gua rdian; custodian; a foster

16491649 to address the needs including clinical needs as
16501650 appropriate, of childre n with serious emotional or
16511651 behavioral disorders or disturbances and, with respect
16521652 to a child, is able to implement the treatment
16531653 identified for the child from a required assessment,
16541654 b. has registered or licensed nursing staff and other
16551655 licensed clinical staff who:
16561656 (1) provide care within the sc ope of their practice

18001800 59. 61. "Relative" means a grandparent, great -grandparent,
18011801 brother or sister of whole or half blood, aunt, uncle or any other

18031803 60. 62. "Residential child care facility" means a twenty-four-

18711871 65. 67. "Safety evaluation" means evaluation of a child's
18721872 situation by the Department using a structured, evidenc e-based tool
18731873 to determine if the child is subject to a safety threat;
18741874 66. 68. "Secure facility" means a facility which is designed
18751875 and operated to ensure that all entran ces and exits from the
18761876 facility are subject to the exclusive control of the staff of t he
18771877 facility, whether or not the juvenile being detained has freedom of
18781878 movement within the perimeter of the facility, or a facility which
18791879 relies on locked rooms and build ings, fences, or physic al restraint

19521952 adulthood program may in clude, but shall not be limited to, such
19531953 features as minimal direct staff supervision, and the provis ion of
19541954 supportive services to assist children with activities necessary for

20092009 70. "Temporary custody" means court-ordered custody of an
20102010 adjudicated deprived child;
20112011 71. "Therapeutic foster family home" means a foster family home
20122012 which provides specific treatment services, pursuant to a
20132013 therapeutic foster care contract, which are designed to remedy
20142014 social and behavioral problems of a foster child residing in the
20152015 home;
20162016 72. "Trafficking in persons" means sex trafficking or severe
20172017 forms of trafficking in persons as described in Section 7102 of
20182018 Title 22 of the United State s Code:
20192019 a. "sex trafficking" means the recruitment, harboring,
20202020 transportation, provision, obtaining, patronizing or
20212021 soliciting of a person for the purpose of a commercial
20222022 sex act, and
20232023 b. "severe forms of trafficking in persons " means:
20242024 (1) sex trafficking in which a commercial sex act is
20252025 induced by force, fraud, or coercion, or in which
20262026 the person induced to perform such act has not
20272027 attained eighteen (18) years of age, or
20282028 (2) the recruitment, harboring , transportation,
20292029 provision, obtaining, patronizing o r soliciting

20842084 debt bondage, or slavery;
20852085 73. "Transitional living program" means a residential program
20862086 that may be attached to an existing facility or operated solely for
20872087 the purpose of assisting children to develop the skills and
20882088 abilities necessary for successful adult living . The program may
20892089 include, but shall not be limited to, reduced staff supervision,
20902090 vocational training, educational services, employment and employment
20912091 training, and other appropriate independent living skills training
20922092 as a part of the transitional living program; and
20932093 74. "Voluntary foster care placement" means the temporary
20942094 placement of a child by the parent, legal guardian or custodian o f
20952095 the child in foster care pursuant to a signed placement agreement
20962096 between the Department or a child-placing agency and the child's
20972097 parent, legal guardian or custodian.
20982098 SECTION 2. AMENDATORY 10A O.S. 2021, Section 1 -4-205, is
20992099 amended to read as follows:
21002100 Section 1-4-205. A. The office of the district attorney and
21012101 the Department of Human Services shall maintain records concerning a
21022102 child in protective custody who is released prior to the emergency
21032103 custody hearing. The records shall descri be the reason for such
21042104 release.

21562156 B. 1. A petition for a deprived child proceeding shall be
21572157 filed and a summons issued within seven (7) judicial d ays from the
21582158 date the child is taken into custody unless, upon request of the
21592159 district attorney at the emergen cy custody hearing, the court
21602160 determines there are compelling reasons to grant addi tional time for
21612161 the filing of the petition for a period of time not to exceed
21622162 fifteen (15) calendar days from the assumption of custody.
21632163 2. If a petition is not filed as re quired by this subsection,
21642164 the emergency custody order shall expire. The district attorney
21652165 shall submit for filing in the court record a written record
21662166 specifying the reasons why the petition was not filed and specifying
21672167 to whom the child was released.
21682168 C. The court may hold additional hearing s at such intervals as
21692169 may be determined nec essary by the court to provide for the health,
21702170 safety, or welfare of the child.
21712171 D. In scheduling hearings, the court shall give priority to
21722172 proceedings in which a child is in emergency custody.
21732173 E. An order of the court providing for the removal of a chil d
21742174 alleged to be deprived from the home of the child shall not b e
21752175 entered unless the court makes a determination:
21762176 1. That continuation of the child in the child 's home is
21772177 contrary to the health, safety, or welfar e of the child; and
21782178 2. As to whether or not reasonable efforts were made to prevent
21792179 the need for the remov al of the child from the child's home; or

22312231 3. As to whether or not an absence of efforts to prevent the
22322232 removal of the child from the child 's home is reasonable because the
22332233 removal is due to an alleged emergency and is for the purpose of
22342234 providing for the health, safety, or welfare of the child; or
22352235 4. That reasonable efforts to provide for the return of the
22362236 child to the child's home are not required p ursuant to Section 1 -4-
22372237 809 of Title 10A of t he Oklahoma Statutes; provided, however, upon
22382238 such determination, the court shall inform the parent that a
22392239 permanency hearing will be held within thirty (30) days from the
22402240 determination.
22412241 F. On or before the school district start date, parents making
22422242 the decision to choose homeschoo ling, podschooling, or
22432243 microschooling shall submit a letter of intent to the Department of
22442244 Human Services. The letter of intent shall include the parent's or
22452245 parents' names and Social Security number, the child's or children's
22462246 names, the home address, the names of any other individuals living
22472247 within the home, the names of any associated individuals or
22482248 organizations assisting with the child's or children's schooling,
22492249 and a brief statement for the decision of schooling.
22502250 G. Any change to or from the decision to homeschool, p odschool,
22512251 microschool, or change school districts, whether a result of a m ove
22522252 or otherwise, shall require a subsequent letter of intent containing
22532253 the information outlined in subsection F of this section.

23052305 H. When the Department of Human Services receives a letter of
23062306 intent, it shall perform an initial background check on parents ,
23072307 other adults within the home, and any adults assisting in the
23082308 children's schooling.
23092309 I. The Department shall maintain a system to conduct biannual
23102310 checks of the database and compile a database of i ndividuals,
23112311 facilities, and organizations that perform and assist with
23122312 homeschooling, podschooling, or microschooling.
23132313 J. Requests to pursue instruction in the home shall not be
23142314 authorized if there is a pending child abuse or neglect
23152315 investigation against either custodial parent or a person
23162316 instructing the child, or if either custodial p arent or a person
23172317 instructing the child has ever been c onvicted of domestic violence
23182318 or child abuse or neglec t.
23192319 K. If the request for home -based educational instruction is
23202320 denied by the Department, an explanation for the deni al shall be
23212321 furnished in writing to the applicant by the Department.
23222322 SECTION 3. This act shall become effective November 1, 2024.
