5151 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
5252 1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
5353 SECTION 1. The Secretary of State shall refer to the people for
5454 their approval or rejection, as and in the manner provided by law,
5555 the following proposed amendment to Section 2 of Article V of the
5656 Constitution of the State of Oklahoma to read as follows:
5757 Section 2. The first power reserved by the people is the
5858 initiative, and eight per centum eight percent (8%) of the legal
5959 voters shall have the right to propose any legislative measure, and
6060 fifteen per centum eight percent (8%) of the legal voters shall have
6161 the right to propose ame ndments to the Constitution by petition, and
6262 every such petition shall include the full text of the mea sure so

9090 congressional district of this state. The second power is the
9191 referendum, and it ma y be ordered (except as to laws n ecessary for
9292 the immediate preservation of the public pe ace, health, or safety),
9393 either by petition signed by five per centum percent (5%) of the
9494 legal voters or by the Legislature as other bills are enacted. The
9595 ratio and per centum percent of legal voters herei nbefore stated
9696 shall be based upon the total number of votes cast at the last
9797 general election for the Office of Governor.
9898 SECTION 2. The Ballot Title for the proposed Constitutional
9999 amendment as set forth in SECTION 1 of this resolution shall be in

103103 THE GIST OF THE PROPOSITI ON IS AS FOLLOWS:
104104 This measure amends the Oklahoma Constitution. It amends the
105105 section pertaining to initiative and referendum pet itions. The
106106 amendment changes the percentage of legal voters necessary to
107107 propose certain petitions from each congressional district of
108108 this state.
