51	51	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
52	52	1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
53	53	SECTION 1. The Secretary of State shall refer to the people for
54	54	their approval or rejection, as and in the manner provided by law,
55	55	the following proposed amendment to Section 2 of Article V of the
56	56	Constitution of the State of Oklahoma to read as follows:
57	57	Section 2. The first power reserved by the people is the
58	58	initiative, and eight per centum eight percent (8%) of the legal
59	59	voters shall have the right to propose any legislative measure, and
60	60	fifteen per centum eight percent (8%) of the legal voters shall have
61	61	the right to propose ame ndments to the Constitution by petition, and
62	62	every such petition shall include the full text of the mea sure so

88	88	proposed. Of the signatures that need to be collected, at least
89	89	fifteen percent (15%) must come from legal vo ters of each
90	90	congressional district of this state. The second power is the
91	91	referendum, and it ma y be ordered (except as to laws n ecessary for
92	92	the immediate preservation of the public pe ace, health, or safety),
93	93	either by petition signed by five per centum percent (5%) of the
94	94	legal voters or by the Legislature as other bills are enacted. The
95	95	ratio and per centum percent of legal voters herei nbefore stated
96	96	shall be based upon the total number of votes cast at the last
97	97	general election for the Office of Governor.
98	98	SECTION 2. The Ballot Title for the proposed Constitutional
99	99	amendment as set forth in SECTION 1 of this resolution shall be in

103	103	THE GIST OF THE PROPOSITI ON IS AS FOLLOWS:
104	104	This measure amends the Oklahoma Constitution. It amends the
105	105	section pertaining to initiative and referendum pet itions. The
106	106	amendment changes the percentage of legal voters necessary to
107	107	propose certain petitions from each congressional district of
108	108	this state.

139	139	one copy thereof, including the Ballot Title set fort h in SECTION 2
