59		-	NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRE SENTATIVES AND
60		-	THE SENATE OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:

	80	+	AND THE SENATE OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
61	81		SECTION 1. The Secretary of State shall refer to the people for
62	82		their approval or rejection, as and in the manner provided by law,
63	83		the following proposed amendm ent to Section 2 of Arti cle V of the
64	84		Constitution of the State of Oklahoma to read as follows:
65	85		Section 2. The first power reserved by the people is the
66	86		initiative, and eight per centum percent (8%) of the legal voters of
67	87		each county of this state shall have the right to propose any
	88	+	legislative measure, and fifteen per centum percent (15%) of the
	89	+	legal voters of each county of this state shall have the right to

99	143		The second power is the referendum, and it may be ordered (except as
100	144		to laws necessary for the immediate preservation of the public
101	145		peace, health, or safety), either by petition signe d by five per
102	146		centum percent (5%) of the legal voters of each county of this state
103	147		or by the Legislature as other bills are enacted. The ratio and per
104	148		centum of legal voters hereinbefore stated shall be based upon the
105	149		total number of votes cast at the las t general election for the
106	150		Office of Governor.
107	151		SECTION 2. The Ballot Title for the proposed Constitutional
108	152		amendment as set forth in SECTION 1 of this resolution shall be in
109	153		the following form:

112	156		THE GIST OF THE PROPOSITION IS AS FOL LOWS:
113	157		This measure amends the Oklahoma Constitution. It amends a
114	158		section pertaining to initiative and referendum petitions. The
115	159		amendment changes the percentage of legal voters necessary to
116	160		propose certain petitions from statewide to each county of this
117	161		state.
