60-THE SENATE OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:

80+AND THE SENATE OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
6181 SECTION 1. The Secretary of State shall refer to the people for
6282 their approval or rejection, as and in the manner provided by law,
6383 the following proposed amendm ent to Section 2 of Arti cle V of the
6484 Constitution of the State of Oklahoma to read as follows:
6585 Section 2. The first power reserved by the people is the
6686 initiative, and eight per centum percent (8%) of the legal voters of
6787 each county of this state shall have the right to propose any
88+legislative measure, and fifteen per centum percent (15%) of the
89+legal voters of each county of this state shall have the right to

95-legislative measure, and fifteen per centum percent (15%) of the
96-legal voters of each county of this stat e shall have the right to
97141 propose amendments to the Constitution by petition, and ever y such
98142 petition shall include the ful l text of the measure so proposed.
99143 The second power is the referendum, and it may be ordered (except as
100144 to laws necessary for the immediate preservation of the public
101145 peace, health, or safety), either by petition signe d by five per
102146 centum percent (5%) of the legal voters of each county of this state
103147 or by the Legislature as other bills are enacted. The ratio and per
104148 centum of legal voters hereinbefore stated shall be based upon the
105149 total number of votes cast at the las t general election for the
106150 Office of Governor.
107151 SECTION 2. The Ballot Title for the proposed Constitutional
108152 amendment as set forth in SECTION 1 of this resolution shall be in

112156 THE GIST OF THE PROPOSITION IS AS FOL LOWS:
113157 This measure amends the Oklahoma Constitution. It amends a
114158 section pertaining to initiative and referendum petitions. The
115159 amendment changes the percentage of legal voters necessary to
116160 propose certain petitions from statewide to each county of this
117161 state.
