81	81	BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA:
82	82	SECTION 1. There is hereby appropriated to the Department of
83	83	Transportation from any monies not otherwise appropriated from the
84	84	General Revenue Fund of the State Treasury for the fiscal year
85	85	ending June 30, 2024, th e sum of One Hundred Thousand Dollars
86	86	($100,000.00) or so much thereof as may be necessary to perform the
87	87	duties imposed upon the Department of Transportation by law.
88	88	SECTION 2. Appropriations made by this act, not including
89	89	appropriations made for capital outlay purposes, may be budget ed for
90	90	the fiscal year ending June 30, 2024 (hereafter FY -24), or may be

142	142	budgeted for the fiscal year ending June 30, 2025 (hereafter FY -25).
143	143	Funds budgeted for FY -24 may be encumbered only through June 30 ,
144	144	2024, and must be expended by November 15, 2024. Any funds
145	145	remaining after November 15, 2024, and not budgeted for FY -25, shall
146	146	lapse to the credit of the proper fund for the then current fiscal
147	147	year. Funds budgeted for FY -25 may be encumbered only thr ough June
148	148	30, 2025. Any funds remaining after Nov ember 15, 2025, shall lapse
149	149	to the credit of the proper fund for the then current fiscal year.
150	150	These appropriations may not be budgeted in both fiscal years
151	151	simultaneously. Funds budgeted in FY -24 and not required to pay
152	152	obligations for that fiscal year, may be budgeted for FY-25, after
153	153	the agency to which the funds have been appropriated has prepared
154	154	and submitted a budget work program revision removing these funds
155	155	from the FY-24 budget work program and a fter such revision has been
156	156	approved by the Office of Management and Enterprise Services.
157	157	SECTION 3. It being immediately necessary for the preservation
158	158	of the public peace, health or safety, an emergency is hereby
159	159	declared to exist, by re ason whereof this act shall take effect and
160	160	be in full force from and after its passage and approval.
