34	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

36	55		SECTION 1. NEW LAW A new section of law to be codified
37	56		in the Oklahoma Statutes as Section 2294.1 of Title 74, unless there
38	57		is created a duplication in numbering, reads as follows:

40	58		There is hereby created in the State Treasury a revolving fund
41	59		for the Oklahoma Historical Society, to be designated the “Oklahoma
42	60		Museum of Popular Culture Supplemental Revolving Fund ”. The fund
43	61		shall be a continuing fund, not subject to fiscal year limitations,
44	62		and shall consist of all monies received by the Oklahoma Historical
45	63		Society from appropriations of the Legislature designated for
46	64		deposit in this fund. All monies accruing to the credit of the fund

49	91		are hereby appropriated and shall be budgeted and expended to
50	92		provide funding for repairs, planning, staging, refurbishments, and
51	93		improvements to real and personal property, and funding for
52	94		construction of the Oklahoma Museum of Popular Culture. No
53	95		expenditures shall be made from the fund unti l the State Treasurer
54	96		determines that funds provided by local and county governments, the
55	97		federal government, or through monetary donations in the amount of
56	98		Eighteen Million Dollars ($18,000,000.00) are made for repairs,
57	99		planning, staging, refurbishments, and improvements to real and
58	100		personal property, and funding for construction of the Oklahoma
59	101		Museum of Popular Culture; provided, no funds collected or received
60	102		prior to May 25, 2023, shall be counted toward the amount.
61	103		Expenditures from the fund shall be made upon warrants issued by the
62	104		State Treasurer against claims filed as prescribed by law with the
63	105		Director of the Office of Management and Enterprise Services for
64	106		approval and payment. On November 15, 2025, i f no determination is
65	107		made by the State Treasurer pursuant to the provisions of this
66	108		section authorizing expenditures from this fund, all unencumbered
67	109		funds remaining in the Oklahoma Museum of Popular Culture
68	110		Supplemental Revolving Fund shall be transferre d to the State
69	111		Treasurer for deposit in the General Revenue Fund of the State
70	112		Treasury for the fiscal year ending June 30, 2024.
