BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1096 of Title 64, unless there is created a duplication in numbering, reads as follows: The Commissioners of the Land Office and the Office of Management and Enterprise Services (OMES) shall contract with the Department of Public Safety f or security and law enforcement services in all facilities under the jurisdiction of the Commissioners of the Land Office, OMES, or the Department within the SB1169 HFLR Page 2 BOLD FACE denotes Committee Amendments. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 State Capitol Park in Oklahoma City and the Executive Center at 201 West 5th Street and appurtenan ces thereto in Tulsa. SECTION 2. AMENDATORY 73 O.S. 2021, Section 173, is amended to read as follows: Section 173. A. The Oklahoma Capitol Improvement Authority may contract with the Office of Management and Enterprise Services to maintain grounds and for housekeeping, maintenance and repair of properties under the jurisdiction of the Authority. B. The Oklahoma Capitol Improvement Authority and the Office of Management and Enterprise Services shall contract with the Department of Public Safety for security and law enforcement services in all facilities under the jurisdiction of the A uthority or Department within “State Capitol Park” the State Capitol Park in Oklahoma City and the J. Howard Edmondson Office Building, Robert S. Kerr Office Building and appurtenances thereto in Tulsa . C. The Oklahoma Capitol Improvement Authority s hall provide office and operations space for Office of Management and Enterprise Services’ Services functions. D. The Office of Management and Enterprise S ervices shall establish accounts for the Office of Management and Enterprise Services, by building or oth er improvement, as the Director of the Office of Management and Enterprise Services considers necessary to properly account and identify receipts and e xpenditures related to construction, repair, maintenance, insurance and other operating SB1169 HFLR Page 3 BOLD FACE denotes Committee Amendments. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 expenses of buildings and improvements owned, used or occupied by or on behalf of the Oklahoma Capitol Improvement Authority, where the services are carried out by cont ract with the Authority. SECTION 3. This act shall become effective July 1, 2024. SECTION 4. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.
