31	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33	60		SECTION 1. NEW LAW A new section of law to be codified
34	61		in the Oklahoma Statutes as Section 1096 of Title 64, unless there
35	62		is created a duplication in numbering, reads as follows:

37	63		The Commissioners of the Land Office and the Office of
38	64		Management and Enterprise Services (OMES) shall contract with the
39	65		Department of Public Safety f or security and law enforcement
40	66		services in all facilities under the jurisdiction of the
41	67		Commissioners of the Land Office, OMES, or the Department within the

45	97		SECTION 2. AMENDATORY 73 O.S. 2021, Section 173, is
46	98		amended to read as follows:

50	99		Section 173. A. The Oklahoma Capitol Improvement Authority may
51	100		contract with the Office of Management and Enterprise Services to
52	101		maintain grounds and for housekeeping, maintenance and repair of
53	102		properties under the jurisdiction of the Authority.

55	103		B. The Oklahoma Capitol Improvement Authority and the Office of
56	104		Management and Enterprise Services shall contract with the
57	105		Department of Public Safety for security and law enforcement
58	106		services in all facilities under the jurisdiction of the A uthority
59	107		or Department within “State Capitol Park” the State Capitol Park in
60	108		Oklahoma City and the J. Howard Edmondson Office Building, Robert S.
61	109		Kerr Office Building and appurtenances thereto in Tulsa .

63	110		C. The Oklahoma Capitol Improvement Authority s hall provide
64	111		office and operations space for Office of Management and Enterprise
65	112		Services’ Services functions.

67	113		D. The Office of Management and Enterprise S ervices shall
68	114		establish accounts for the Office of Management and Enterprise
69	115		Services, by building or oth er improvement, as the Director of the
70	116		Office of Management and Enterprise Services considers necessary to
71	117		properly account and identify receipts and e xpenditures related to
72	118		construction, repair, maintenance, insurance and other operating

77	149		SECTION 3. This act shall become effective July 1, 2024.

79	150		SECTION 4. It being immediately necessary for the preservation
80	151		of the public peace, health or safety, an emergency is hereby
81	152		declared to exist, by reason whereof this act shall take effect and
82	153		be in full force from and after its passage and approval.
