25	48		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

27	49		SECTION 1. There is hereby appropriated to the Oklahoma State
28	50		Regents for Higher Education from any monies not otherwise
29	51		appropriated from the Oklahoma Capital Assets Maintenance and
30	52		Protection Fund of the State Treasury , the sum of Fifty-six Million
31	53		Two Hundred Fifty Thousand Dollars ($56,250,000.00) or so much
32	54		thereof as may be necessary to perform the duties imposed upon the
33	55		Regents by law.

35	56		SECTION 2. Of the funds appropriated pursuant to Section 1 of
36	57		this act, Thirty-nine Million Three Hundred Seventy -five Thousand
37	58		Dollars ($39,375,000.00) shall be expended for all four-year
38	59		colleges and universities except the University o f Oklahoma located
39	60		in Norman, Oklahoma, and Oklahoma State University located in
40	61		Stillwater, Oklahoma, and Sixteen Million Eight Hundred Seventy -five

41	88		Thousand Dollars ($16,875,000.00) shall be expended for two-year
42	89		institutions of higher education within T he Oklahoma State System of
43	90		Higher Education pursuant to a plan submitted by the Oklahoma State
44	91		Regents for Higher Education not later than May 31, 2024, to the
45	92		Chair of the Appropriations Committee of the Oklahoma State Senate

48	93		and the Chair of the Appropriations and Budget Committee of the
49	94		Oklahoma House of Representatives.

51	95		SECTION 3. This act shall become effective July 1, 2024.

53	96		SECTION 4. It being immediately necessary for the preservation
54	97		of the public peace, health or safety, an emergency is hereby
55	98		declared to exist, by reason whereof this act shall take effect and
56	99		be in full force from and after its passage and approval.
