43	70		SECTION 1. There is hereby appropriated to the Health Care
44	71		Workforce Training Commission from any monies not otherwise
45	72		appropriated from the Statewide Recovery Fund of the State Treasury

51	103		necessary to establish a grant program with Northeastern Oklahoma
52	104		Agricultural and Mechanical College for the purpose of recruiting,
53	105		educating, and stabilizing Oklahoma’s health care workforce. Such
54	106		funds shall be utilized in a manner consis tent with the
55	107		recommendations adopted by the Joint Committee on Pandemic Relief
56	108		Funding on May 11, 2023.

58	109		SECTION 2. There is hereby appropriated to the Health Care
59	110		Workforce Training Commission from any monies not otherwi se
60	111		appropriated from the Statewide Recovery Fund of the State Treasury
61	112		created in Enrolled House Bill No. 3349 of the 2nd Session of the
62	113		58th Oklahoma Legislature , One Million Two Hundred Fifty-three
63	114		Thousand Dollars ($1,253,000.00) or so much thereof as may be
64	115		necessary to establish a grant program with Rogers State University
65	116		for the purpose of recruiting, educating, and stabili zing Oklahoma’s
66	117		health care workforce. Such funds shall be utilized in a manner
67	118		consistent with the recommendations adopted by the Joint Committee
68	119		on Pandemic Relief Funding on May 11, 2023.

71	121		Workforce Training Commission from any monies not otherwise
72	122		appropriated from the Statewide Re covery Fund of the State Treasury

85	161		appropriated from the Statewide Recovery Fund of the State Treasur y

87	163		58th Oklahoma Legislature , the sum of Five Million Dollars
88	164		($5,000,000.00) or so much thereof as may be necessary due to
89	165		increased costs of the project funded in Section 1 of Enrolled

105	204		SECTION 6. There is hereby appropriated to th e Health Care
106	205		Workforce Training Commission from any monies not otherwise
107	206		appropriated from the Statewide Recovery Fund of the State Treasur y
108	207		created in Enrolled House Bill No. 3349 of the 2nd Session of the
109	208		58th Oklahoma Legislature , the sum of Three Million Thirty Thousand
110	209		Three Hundred Nineteen Dollars ( $3,030,319.00) or so much thereof as
111	210		may be necessary due to increased costs of the project funded in
112	211		Section 1 of Enrolled Senate Bill No. 8 of the 2nd Extraordinary
113	212		Session of the 58th Oklahoma Legislature.

115	213		SECTION 7. A. There is hereby created in the State Treasury a
116	214		Statewide Recovery Special Account for the Health Care Workforce
117	215		Training Commission for each appropriation section of this act. The
118	216		duration of such accounts shall con tinue for the period of time that
119	217		monies related to the American Rescue Plan Act of 2021 are being
120	218		budgeted, expended, or managed in the state. The ending of such
121	219		period shall be determined by the State Treasurer and shall result
122	220		in the closing of such accounts as a matter of law. Such accounts
123	221		shall be continuing accounts as otherwise provided in this section,
124	222		not subject to fiscal year limitations, and shall exclusively
125	223		consist of monies related to the relevant appropriations made in
126	224		this act and as otherwise directed by law. All monies deposited to
127	225		the credit of such accounts are hereby appropriated and may be

128	253		budgeted and expended by the Health Care Workforce Training
129	254		Commission in accordance with the provisions of this act.
130	255		Expenditures from such accounts shall be made upon warrants issued
131	256		by the State Treasurer aga inst claims filed as prescribed b y law
132	257		with the Director of the Office of Management and Enterprise
133	258		Services for approval and payment.

137	259		B. The Health Care Workforce Training Commission is authorized
138	260		to request in writing that the monies appropriated by the provisions
139	261		of this act be deposited or transferred to the accounts created
140	262		pursuant to subsection A of this section. No later than seven (7)
141	263		calendar days from the date of such request, the Director of the
142	264		Office of Management and Enterprise Services sha ll comply with such
143	265		request and verify to the requesting agency that such deposit or
144	266		transfer has been comple ted.

146	267		SECTION 8. The Health Care Workforce Training Commissio n may
147	268		enter into memorandums of understanding with ot her agencies of the
148	269		State of Oklahoma for the auditing, documentation, evaluation,
149	270		implementation, oversight, reporting, and management of funds and
150	271		associated efforts related to the appropriations made in this act;
151	272		provided, no such memorandum of und erstanding shall require or
152	273		include, as an option or condition, the direct or practical transfer
153	274		or relinquishment of control by the agency appropriated such funds
154	275		to budget, expend, allocate, and request the distribution of the
155	276		funds appropriated by this act.

157	304		SECTION 9. The Health Care Workforce Training Commission may
158	305		promulgate rules, utilize existing rules, establish procedures, and
159	306		utilize existing procedure s to implement the provisions of this act,
160	307		provided such rules and procedures do not conflic t with or impede
161	308		the provisions of this act.

163	309		SECTION 10. The Health Care Workforce Training Commissio n shall
164	310		retain no more than two percent (2%) of the funds appropriated in
165	311		this act to reimburse:
166		-
167	312		1. Costs incurred by the Health Care Workforce Training
168	313		Commission; or
169		-
170	314		2. Costs incurred on the agency’s behalf,
171		-
172	315		associated with the admi nistration of the ap propriated funds and
173	316		programming required by the Health Care Workforce Tra ining
174	317		Commission under the provisions of this act; provided, no funds
175	318		shall be retained that would be disallowable under the provisions of
176	319		the American Rescue Plan Act of 2021.

180	320		SECTION 11. A. The Health Care Workforce Training Commission
181	321		shall:

183	322		1. Submit to the chairs of the Joint Committee on Pandemic
184	323		Relief Funding, or any successor Oklahoma State Senate or Oklahoma
185	324		House of Representatives legislative committee or joint committee,
186	325		as designated by the President Pro Tempore of the Oklahoma State
187	326		Senate and the Speaker of the Oklahoma House of Representatives :

190	355		budgeting, expenditure, and management of all monies
191	356		appropriated in this act, and

193	357		b. a copy of all memorandums of understanding and
194	358		contracts with third parties entered into by the
195	359		Health Care Workforce Training Commission to
196	360		facilitate, assist, or administer powers and duties
197	361		provided to the Health Care Workforce Training
198	362		Commission under the provisions of this act; and

200	363		2. At the Joint Committee on Pandemic Relief Funding’s request,
201	364		appear before the Joint Committee no later than six (6) months after
202	365		the effective date of this act, and as otherwise requested by the
203	366		Joint Committee to provide a status update regarding the
204	367		implementation of the provisions of this act.

206	368		B. The provisions of subsection A of this section shall remain
207	369		applicable for the period of time that monies appropriated under
208	370		this act are being budgeted, expended, or managed in the state. The
209	371		ending of such period shall be determined by the State Treasurer,
210	372		and shall be reported to the Governor, President Pro Tempore of the
211	373		Oklahoma State Senate, and the Speaker of the Oklahoma House of
212	374		Representatives.

214	375		SECTION 12. It being immediately necessary for the preservation
215	376		of the public peace, health or safety, an emergency is hereby
