39	40		An Act relating to crimes and punishments; creating
40	41		Lauria and Ashley’s Law; providing short title;
41	42		amending 21 O.S. 2021, Sectio n 13.1, which relates to
42	43		required minimum prison sentences; adding criminal
43	44		offense to list of crimes requiring certain sentence ;
44	45		providing for noncodification; and providing an
45	46		effective date.

51	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHO MA:
52	53		SECTION 1. NEW LAW A new section of law not t o be
53	54		codified in the Oklahoma Statutes reads as follows:
54	55		This act shall be known and may be cited as “Lauria and Ashley’s
55	56		Law”.
56	57		SECTION 2. AMENDATORY 21 O.S. 2021, Section 13.1, is
57	58		amended to read as follo ws:
58	59		Section 13.1. Persons convicted of:
59	60		1. First degree murder as defined in Section 701.7 of this
60	61		title;
61	62		2. Second degree murder as defined by Section 701. 8 of this

97	97		produce death or great bodily harm, as provided for in Section 652

99	99		6. Assault with intent to kill as provided for in Section 65 3
100	100		of this title;
101	101		7. Conjoint robbery as defined by Section 800 of this title;
102	102		8. Robbery with a d angerous weapon as defined in Section 801 of
103	103		this title;
104	104		9. First degree robbery as defined in Section 797 of this
105	105		title;
106	106		10. First degree rape as provided for in Section 1111, 1114 or
107	107		1115 of this title;
108	108		11. First degree arson as defined in Section 140 1 of this
109	109		title;
110	110		12. First degree burglary as pr ovided for in Section 1436 of

112	112		13. Bombing as defined in Section 1767.1 of this title;

140	139		14. Any crime against a child provided for in Section 843.5 of
141	140		this title;
142	141		15. Forcible sodomy as defined in Section 888 of this title;
143	142		16. Child pornography or aggravated child pornography as
144	143		defined in Section 1021.2, 1021.3, 1024.1, 1024.2 or 1040.12a of
145	144		this title;
146	145		17. Child prostitution as defined in Section 1030 of this
147	146		title;
148	147		18. Lewd molestation of a child as defined in Section 1123 of
149	148		this title;
150	149		19. Abuse of a vulnerable adult as defined in Section 10 -103 of
151	150		Title 43A of the Oklahoma Statutes;
152	151		20. Aggravated trafficking as provid ed for in subsection C of
153	152		Section 2-415 of Title 63 of the Oklahoma Statutes;
154	153		21. Aggravated assa ult and battery upon any person defending
155	154		another person from assault and battery; or
156	155		22. Human trafficking as provided for in Section 748 of this
157	156		title; or
158	157		23. Accessory to murder in the first degree or accessory to
159	158		murder in the second degree as provided for in Section 175 of this
160	159		title,
161	160		shall be required to serve not less than eighty -five percent (85%)
162	161		of any sentence of impr isonment imposed by the judicial system prior
163	162		to becoming eligible for consideration for parole. Persons

192	190		or any other type of credits which have the effect of reducing the
193	191		length of the sentence to less than eighty -five percent (85%) of the
194	192		sentence imposed.
195	193		SECTION 3. This act shall become effective November 1, 2024.
