8989 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOM A:
9090 SECTION 1. NEW LAW A new section of law to be codified
9191 in the Oklahoma Statutes as Section 14-137 of Title 70, unless there
9292 is created a duplication i n numbering, reads as follows:
9393 A. The State Board of Career and T echnology Education, in
9494 conjunction with the State Board of Educa tion, shall establish and

146146 maintain a pilot program to provide grants to pub lic school
147147 districts to offer career and technology programs to ninth through
148148 twelfth grade students.
149149 B. A public school distric t may be eligible to receiv e a grant
150150 pursuant to this section if:
151151 1. The public school district can demonstrate that the career
152152 and technology program to be offered is not currently available at a
153153 technology center school within fifty (50) miles of the school
154154 district;
155155 2. The public school dis trict can demonstrate with data and
156156 research that the career and technology program wil l meet a
157157 workforce need;
158158 3. The public school district can demonstrate public support
159159 for the career and technology program including student interest in
160160 enrolling in the program ; and
161161 4. The public school district meets any other requirements
162162 established by the State Board of Career and T echnology Education
163163 and the State Board of Edu cation.
164164 C. 1. A public school distri ct seeking to participate in the
165165 pilot program shall apply to the State Bo ard of Career and
166166 Technology Education for a grant in the mann er and on a form
167167 prescribed by the Board. Grant applications shall be reviewed and
168168 approved or disapproved by the State Board of Career and Technology
169169 Education and the State Board of Education.

221221 2. The State Board of Career and Technology Education and t he
222222 State Board of Education shall ensure that pilot program grants are
223223 given to a representative sample of Oklahoma school districts , which
224224 shall include:
225225 a. a school district with an average daily member ship
226226 (ADM) of more than two thousand five hundred (2,500)
227227 students but less th an ten thousand (10,000) students,
228228 b. a school district with an ADM of two thousand five
229229 hundred (2,500) students or less, and
230230 c. a school district with an ADM of one thousand (1,000)
231231 students or less.
232232 D. Subject to the availabil ity of funds, Five Million Dollars
233233 ($5,000,000.00) shall be allocated by the S tate Board of Career and
234234 Technology Education to fund pilot program grants. Grant amounts
235235 shall be determined based on the numbe r of approved applicants and
236236 the cost of the proposed career and technology program.
237237 E. One year after implementation of the pilot program, school
238238 districts that receive pilot program grants pursuant to this section
239239 shall provide a report to the S tate Board of Education and the State
240240 Board of Career and Technology Education that includes an itemized
241241 expenditure list, data on student participation, and
242242 recommendations, if any, for future program operations .
243243 F. The State Board of Education shall review career and
244244 technology programs established pursuant to this section to

296296 determine if they are eligible for academic credit toward meeting
297297 the graduation requirements set forth in Secti on 11-103.6 of Title
298298 70 of the Oklahoma Statutes.
299299 G. The State Board of Career and T echnology Education and the
300300 State Board of Education shall promulgate rules necessary to
301301 implement the provisions of this s ection.
302302 SECTION 2. This act shall become effective July 1, 2024.
303303 SECTION 3. It being immediately necessary for the preservation
304304 of the public peace, health, or safety, an emergency is hereby
305305 declared to exist, by reason whereof thi s act shall take effect and
306306 be in full force from and after its passage and approval.
