79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -122.7, is
81	81	amended to read as follows:
82	82	Section 6-122.7. A. Notwithstanding any other provision of the
83	83	law, the State Board of Education shall issue a one -year provisional
84	84	certificate to teach in the area of mild -moderate disabilities,
85	85	severe-profound disabilities , or comprehensive special education to
86	86	any qualified candidate who has:
87	87	1. Earned a bachelor’s level college degree from an accredited
88	88	institution of higher education; and

140	140	2. Been recommended for a certificate by a school district
141	141	board of education or an accre dited institution of higher education;
142	142	3. Satisfactorily completed a one -hundred-fifty-clock-hour
143	143	special education program prescribed by the Board; and
144	144	4. On file with the Board a national criminal history record
145	145	check as required pursuant to Section 5 -142 of this title. The
146	146	individual applying for a provisional certificate shall be
147	147	responsible for the cost of the national criminal history record
148	148	check.
149	149	B. The one-year provisional certificate issued pursuant to this
150	150	section may be renewed for two (2) a dditional periods of one -year
151	151	each upon proof from an accredited institution of higher education
152	152	that the individual has successfully completed at least s ix (6)
153	153	credit hours of prescribed coursework during the previous year in a
154	154	nontraditional route to cer tification program in either mild -
155	155	moderate or severe-profound disabilities or t oward a master’s degree
156	156	in special education if the criteria provided for in subsection G of
157	157	Section 6-187 of this title are met .
158	158	C. Notwithstanding any other provision of law, the State Board
159	159	of Education shall issue a standard certificate in the area of mild -
160	160	moderate disabilities, severe -profound disabilities , or
161	161	comprehensive special education to any individual who has:
162	162	1. Been issued one or more provisional certificates pur suant to

215	215	2. Successfully completed the prescribed coursework of a
216	216	nontraditional route to certification program in either mild -
217	217	moderate or severe-profound disabilities or a master ’s degree in
218	218	special education from an accredited institution of higher education
219	219	within three (3) years of issuance of the original provisional
220	220	certificate and any examinations required to obtain a standard
221	221	certificate in mild-moderate disabilities, severe -profound
222	222	disabilities, or comprehensive special education;
223	223	3. Successfully completed the appropriate subject area
224	224	competency examination a s required pursuant to Section 6 -187 of this
225	225	title; and
226	226	4. Submitted an application and payment of the required
227	227	certification fee.
228	228	D. Notwithstanding any other provision of la w, an individual
229	229	who holds a current provisional certificate pursuant to subsection A
230	230	or B of this section or a current standard certificate pursuant to
231	231	subsection C of this section may satisfy the highly qualified
232	232	teacher requirement for early childhood e ducation or elementary
233	233	education by successful completion of the early childhoo d education
234	234	or elementary education examinations.
235	235	E. To obtain standard certification in early childhood
236	236	education or elementary education, an individual shall complete an
237	237	appropriate teacher education program approved by the Oklahoma

291	291	F. Nothing in this section shall change the requirements an
292	292	individual is required to satisfy to be consid ered highly qualified
293	293	in a secondary core academic area.
294	294	G. The State Board of Education shall adopt rules to implement
295	295	the provisions of this section.
296	296	SECTION 2. This act shall become effective July 1, 2024.
297	297	SECTION 3. It being immediately necessary for the preservation
298	298	of the public peace, health , or safety, an emergency is hereby
299	299	declared to exist, by reason whereof thi s act shall take effect and
300	300	be in full force from and after its passage and approval.
