7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -122.7, is
8181 amended to read as follows:
8282 Section 6-122.7. A. Notwithstanding any other provision of the
8383 law, the State Board of Education shall issue a one -year provisional
8484 certificate to teach in the area of mild -moderate disabilities,
8585 severe-profound disabilities , or comprehensive special education to
8686 any qualified candidate who has:
8787 1. Earned a bachelor’s level college degree from an accredited
8888 institution of higher education; and

140140 2. Been recommended for a certificate by a school district
141141 board of education or an accre dited institution of higher education;
142142 3. Satisfactorily completed a one -hundred-fifty-clock-hour
143143 special education program prescribed by the Board; and
144144 4. On file with the Board a national criminal history record
145145 check as required pursuant to Section 5 -142 of this title. The
146146 individual applying for a provisional certificate shall be
147147 responsible for the cost of the national criminal history record
148148 check.
149149 B. The one-year provisional certificate issued pursuant to this
150150 section may be renewed for two (2) a dditional periods of one -year
151151 each upon proof from an accredited institution of higher education
152152 that the individual has successfully completed at least s ix (6)
153153 credit hours of prescribed coursework during the previous year in a
154154 nontraditional route to cer tification program in either mild -
155155 moderate or severe-profound disabilities or t oward a master’s degree
156156 in special education if the criteria provided for in subsection G of
157157 Section 6-187 of this title are met .
158158 C. Notwithstanding any other provision of law, the State Board
159159 of Education shall issue a standard certificate in the area of mild -
160160 moderate disabilities, severe -profound disabilities , or
161161 comprehensive special education to any individual who has:
162162 1. Been issued one or more provisional certificates pur suant to

215215 2. Successfully completed the prescribed coursework of a
216216 nontraditional route to certification program in either mild -
217217 moderate or severe-profound disabilities or a master ’s degree in
218218 special education from an accredited institution of higher education
219219 within three (3) years of issuance of the original provisional
220220 certificate and any examinations required to obtain a standard
221221 certificate in mild-moderate disabilities, severe -profound
222222 disabilities, or comprehensive special education;
223223 3. Successfully completed the appropriate subject area
224224 competency examination a s required pursuant to Section 6 -187 of this
225225 title; and
226226 4. Submitted an application and payment of the required
227227 certification fee.
228228 D. Notwithstanding any other provision of la w, an individual
229229 who holds a current provisional certificate pursuant to subsection A
230230 or B of this section or a current standard certificate pursuant to
231231 subsection C of this section may satisfy the highly qualified
232232 teacher requirement for early childhood e ducation or elementary
233233 education by successful completion of the early childhoo d education
234234 or elementary education examinations.
235235 E. To obtain standard certification in early childhood
236236 education or elementary education, an individual shall complete an
237237 appropriate teacher education program approved by the Oklahoma

291291 F. Nothing in this section shall change the requirements an
292292 individual is required to satisfy to be consid ered highly qualified
293293 in a secondary core academic area.
294294 G. The State Board of Education shall adopt rules to implement
295295 the provisions of this section.
296296 SECTION 2. This act shall become effective July 1, 2024.
297297 SECTION 3. It being immediately necessary for the preservation
298298 of the public peace, health , or safety, an emergency is hereby
299299 declared to exist, by reason whereof thi s act shall take effect and
300300 be in full force from and after its passage and approval.
