50	50	BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
51	51	SECTION 1. NEW LAW A new section of law to be codified
52	52	in the Oklahoma Statutes as Section 3916 of Title 70, unless there
53	53	is created a duplication in numbering, reads as follows:
54	54	There is hereby created in the State Treasury a revolving fund
55	55	for the Oklahoma State Regents for Higher Educati on to be designated
56	56	the “Higher Education Property Insurance Revolving Fund”. The fund
57	57	shall be a continuing fund, not subject to fiscal year limitations,
58	58	and shall consist of all monies received by the State Regents from
59	59	legislative appropriations provided for the purpose of paying
60	60	property insurance expenditures for institutions of higher education
61	61	within The Oklahoma State System of H igher Education. All monies
62	62	accruing to the credit of the fund are hereby appropriated and may

89	89	be budgeted and expended by the State Regents for the purpose
90	90	provided for in this section . Expenditures from the fund shall be
91	91	made upon warrants issued by the State Treasurer against claims
92	92	filed as prescribed by law with the Director of the Office of
93	93	Management and Enterprise Services for approval and payment.
94	94	SECTION 2. This act shall become effective July 1, 2024.
95	95	SECTION 3. It being immediately necessary for the preservation
96	96	of the public peace, health , or safety, an emergency is hereby
97	97	declared to exist, by reason whereof thi s act shall take effect and
98	98	be in full force from and after its passage and approval.
