1747 Oklahoma State Athletic Commission; extending sunset

2655 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

2856 SECTION 1. AMENDATORY 3A O.S. 2021, Section 604.1, is
2957 amended to read as follows:

3158 Section 604.1. A. There is hereby re-created, until July 1,
3259 2024 July 1, 2027, in accordance with the Oklahoma Sunset Law, the
3360 Oklahoma State Athletic Commission, w hich shall be composed of nine
3461 (9) members appointed by the Governor with the advice and consent of
3562 the Senate. The member of the Commission initially appointed
3663 pursuant to this act shall serve a term of three (3) years that
3764 shall expire on June 30, 2006 . Members appointed to the Commission
3865 shall serve for terms of three (3) years . Terms of office shall

3993 expire on June 30. All vacancies and unexpired terms shall be
4094 filled in the same manner as the original appointment and within
4195 sixty (60) days from the date of the vacancy. Members may be
4296 removed by the Governor for incompetence, willful neglect of duty,
4397 corruption in office, or malfeasance in office.

4598 B. Members appointed to t he Commission shall reside in this
4699 state and shall have the following qualific ations:

50100 1. Two members shall have experience as a professional
51101 combative sports practitioner, other than as a professional wrestler
52102 or in professional combative sports promotions;

54103 2. One member shall have experience as a professional wrestler
55104 or in professional wrestling promotions;

57105 3. One member shall have experience in sports medicine;
58-
59106 4. One member shall have experience in the cable television
60107 business; and

62108 5. Four members shall represent the public at large as lay
63109 members.

65110 C. No member of the Comm ission or any person related to a
66111 member within the third degree by consanguinity or affinity shall
67112 promote, sponsor, or h ave any financial interest in the promotion or
68113 sponsorship of any professional combative sports event or amateur
69114 mixed martial arts ev ent while a member of the Commission.

71115 D. The members of the Commission shall elect from their
72116 membership a chair and vic e-chair to serve for one -year terms. A

73144 majority of the members shall constitute a quorum for the purpose of
74145 conducting the business of the Commission. The Commission shall
75146 meet at least quarterly, and special meetings may be called by the
76147 chair.

78148 E. The Commission shall comply with the provisions of the
79149 Oklahoma Open Meeting Act, the Oklahoma Open Records Act, and the
80150 Administrative Procedures Act.

82151 F. All members of the Commission and such employees as
83152 determined by the Commission shall be bonded as re quired by Sections
84153 85.58Q through 85.58V of Title 74 of the Oklahoma Statutes.

86154 G. Members of the Commission shall serve without compensa tion
87155 but shall be reimbursed for expenses incurred in the performance of
88156 their duties as provided in the State Travel Reimbursement Act.

90157 SECTION 2. This act shall become effective July 1, 2024.

94158 SECTION 3. It being immediat ely necessary for the preservation
95159 of the public peace, health or safety, an emergency is hereby
96160 declared to exist, by reason whereof this act shall take effect and
97161 be in full force from and after its passage and approval.
