17	47		Oklahoma State Athletic Commission; extending sunset
18	48		date; providing an effective date; and declaring an

26	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

28	56		SECTION 1. AMENDATORY 3A O.S. 2021, Section 604.1, is
29	57		amended to read as follows:

31	58		Section 604.1. A. There is hereby re-created, until July 1,
32	59		2024 July 1, 2027, in accordance with the Oklahoma Sunset Law, the
33	60		Oklahoma State Athletic Commission, w hich shall be composed of nine
34	61		(9) members appointed by the Governor with the advice and consent of
35	62		the Senate. The member of the Commission initially appointed
36	63		pursuant to this act shall serve a term of three (3) years that
37	64		shall expire on June 30, 2006 . Members appointed to the Commission
38	65		shall serve for terms of three (3) years . Terms of office shall

39	93		expire on June 30. All vacancies and unexpired terms shall be
40	94		filled in the same manner as the original appointment and within
41	95		sixty (60) days from the date of the vacancy. Members may be
42	96		removed by the Governor for incompetence, willful neglect of duty,
43	97		corruption in office, or malfeasance in office.

45	98		B. Members appointed to t he Commission shall reside in this
46	99		state and shall have the following qualific ations:

50	100		1. Two members shall have experience as a professional
51	101		combative sports practitioner, other than as a professional wrestler
52	102		or in professional combative sports promotions;

54	103		2. One member shall have experience as a professional wrestler
55	104		or in professional wrestling promotions;

57	105		3. One member shall have experience in sports medicine;
58		-
59	106		4. One member shall have experience in the cable television
60	107		business; and
61		-
62	108		5. Four members shall represent the public at large as lay
63	109		members.

65	110		C. No member of the Comm ission or any person related to a
66	111		member within the third degree by consanguinity or affinity shall
67	112		promote, sponsor, or h ave any financial interest in the promotion or
68	113		sponsorship of any professional combative sports event or amateur
69	114		mixed martial arts ev ent while a member of the Commission.

71	115		D. The members of the Commission shall elect from their
72	116		membership a chair and vic e-chair to serve for one -year terms. A

73	144		majority of the members shall constitute a quorum for the purpose of
74	145		conducting the business of the Commission. The Commission shall
75	146		meet at least quarterly, and special meetings may be called by the
76	147		chair.

78	148		E. The Commission shall comply with the provisions of the
79	149		Oklahoma Open Meeting Act, the Oklahoma Open Records Act, and the
80	150		Administrative Procedures Act.

82	151		F. All members of the Commission and such employees as
83	152		determined by the Commission shall be bonded as re quired by Sections
84	153		85.58Q through 85.58V of Title 74 of the Oklahoma Statutes.

86	154		G. Members of the Commission shall serve without compensa tion
87	155		but shall be reimbursed for expenses incurred in the performance of
88	156		their duties as provided in the State Travel Reimbursement Act.

90	157		SECTION 2. This act shall become effective July 1, 2024.

94	158		SECTION 3. It being immediat ely necessary for the preservation
95	159		of the public peace, health or safety, an emergency is hereby
96	160		declared to exist, by reason whereof this act shall take effect and
97	161		be in full force from and after its passage and approval.
