96+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
97+SECTION 1. NEW LAW A new section of law to be codified
98+in the Oklahoma Statutes as Section 2 -3-404 of Title 27A, unless
99+there is created a duplication in numbering, reads as follows:
100+A. There is hereby created in the State Treasury a revolving
101+fund for the Department of E nvironmental Quality to be designated
102+the “Blue River-Little Blue Creek Stream Health Assessment Study
103+Revolving Fund”. The fund shall be a continuing fun d, not subject
104+to fiscal year limitations, and shall consist of all moni es received
105+by the Department from appropriations, apportionments, donations,
106+and federal grants received for the purpose of completing the st udy
107+created pursuant to subsection B of this section . All monies
108+accruing to the credit of the fund are hereby ap propriated and may
109+be budgeted and expended by the Department for the purpose provided
110+for in this section. Expenditures from the fund shall be made upon
111+warrants issued by the State Treasurer against claims filed as
112+prescribed by law with the Director of the Office of Management and
113+Enterprise Services for approval and payment.
114+B. Pursuant to the requirements of Section 1 -3-101 of Title 27A
115+of the Oklahoma Statutes as it relates to waters emanating from a
116+sensitive sole source aquifer, the Department shall establish and
117+perform a Blue River-Little Blue Creek Stream Health Assessment
118+Study. The Department shall first seek to coordinate with a
119+qualified in-state university for the purpose of defining the study

147+and the development of the Blue River -Little Blue Creek Stream
148+Health Assessment Study . However, if no in-state universities are
149+qualified, the Department shall coordinate with the Center for
150+Reservoir and Aquatic Systems Research at B aylor University for the
151+purpose of defining the study scope and conduct ing the work
152+necessary to complete data collection and the development of the
153+Blue River-Little Blue Creek Stream Health Assessment Study. The
154+Department may coordinate with other relevant state and federal
155+agencies to effectuate the provisions of this se ction.
156+SECTION 2. This act shall become effective July 1, 2024.
157+SECTION 3. It being immediately necessary fo r the preservation
158+of the public peace, health or safety, an emergency is hereby
159+declared to exist, by reason wher eof this act shall take effe ct and
160+be in full force from an d after its passage and approval. "
