29	57		BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:

31	58		SECTION 1. AMENDATORY 21 O.S. 2021, Section 1290.5, as
32	59		last amended by Section 5, Chapter 265, O.S.L. 20 21, is amended to
33	60		read as follows:

37	62		TERM OF LICENSE AND RENEWAL

39	63		A. A handgun license when issued shall authorize the person to
40	64		whom the license is issued to carry a loaded or unloaded handgun,
41	65		concealed or unconcealed, as authorized by the provisions of the
42	66		Oklahoma Self-Defense Act, and any future modific ations thereto.

43	94		The license shall be valid in this state for a period of five (5) or
44	95		ten (10) years, unless subsequently surrendered, suspended , or
45	96		revoked as provided by law. The person shall have no authority to
46	97		continue to carry a concealed or unconcealed handgun in this state

49	98		pursuant to the Oklahoma Self-Defense Act when a license is expired
50	99		or when a license has been voluntarily surrendered or suspended or
51	100		revoked for any reason.

53	101		B. A license may be renewed any time within ninety (90) days
54	102		prior to the expiration date as provided in th is subsection. The
55	103		Bureau Oklahoma State Bureau of Investigation may notify each
56	104		eligible licensee at the email address on file at least ninety (90)
57	105		days prior to the expiration of the license. However, any applicant
58	106		shall have three (3) years thirty (30) days from the expiration of
59	107		the license to comply with the renewal requirements of this section.
60	108		Renewal applications shall be denied by the Bureau if a current
61	109		license is subject to being or currently is suspended or revoked or
62	110		if the license has previ ously been suspended or revoked by the
63	111		Bureau.

65	112		1. To renew a handgun license, the licensee must first obtain
66	113		may either complete a written renewal form from provided by the
67	114		Oklahoma State Bureau of Investigation Bureau or a digital renewal
68	115		form provided by the Bureau online.

73	146		written renewal application, the applic ant must submit two current
74	147		passport-sized photographs of the applicant , and submit a with the
75	148		application.

77	149		3. A renewal fee in the amount of Eighty -five Dollars ($85.00)
78	150		must be submitted to the Bureau with an application. The renewal
79	151		fee may be paid with a nationally recognized credit card as provided
80	152		in subparagraph b of paragraph 4 of subsection A of Section 1290.12
81	153		of this title, by electronic fun ds transfer, or by a cashier ’s check
82	154		or money order made payable to the Oklahoma State Bureau of
83	155		Investigation.

85	156		3. 4. Upon receipt of the renewal application, photographs , and
86	157		fee, the Bureau will conduct a background check and investigation
87	158		pursuant to Section 1290.12 of this title, excluding the
88	159		requirements of a state fingerprint search and Federal Bureau of
89	160		Investigation fingerprint search.

93	161		C. Beginning November 1, 2007, any Any person making submitting
94	162		an application for a handgun license or any lice nsee seeking to
95	163		renew a handgun license shall have the option to re quest that the
96	164		license be valid for a period of ten (10) years. The fee for any
97	165		handgun license issued for a period of ten (10) years shall be
98	166		double the amount of the fee provided for in paragraph 4 of
99	167		subsection A of Section 1290.12 of this title. The renewal fee for
