81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law not to be
83	83	codified in the Oklahoma Statutes reads as follows:
84	84	A. Effective July 1, 2024, all full-time and part-time officers
85	85	and employees, including temporary a nd other limited-term employees,
86	86	of the state who were e mployed by the state on the last working day
87	87	of June of 2024 shall be awarded an annualized salary increase equal
88	88	to nine percent (9%) of the officer’s or employee’s annualized
89	89	salary as of June 30, 2024.

141	141	B. As used in this section, “temporary and other limited -term
142	142	employees” are those persons who:
143	143	1. Are not full-time or permanent employees;
144	144	2. Are not otherwise excluded by this section; and
145	145	3. Are compensated by an agency, board, commission, or other
146	146	department or other employing entity for a limited duration and
147	147	without any subjective expectation by either the employer or the
148	148	employee that the employment will become perman ent.
149	149	C. Except for those person nel specifically excluded from
150	150	eligibility for any increase or advancement in salary p ursuant to
151	151	this section, the salary increase provided by this se ction shall be
152	152	applicable to:
153	153	1. Employees of county health departments;
154	154	2. Employees of a conservation district; and
155	155	3. Employees of the George Nigh Rehabilitation Institute.
156	156	D. Employees eligible for the increase provided for in this
157	157	section who are on leave without pay on July 1, 2024, shall receive
158	158	an annualized increase, eff ective upon their return to work, but
159	159	shall not receive any increase for a period of time prior to their
160	160	return to work.
161	161	E. Employees who leave the state service before July 1, 2024,
162	162	and who are reinstated or reemployed in the state service during
163	163	July of 2024 without a break in service, who are otherwise eligi ble
164	164	for the pay increase provided for in this section, shall be granted

217	217	reemployment. As used in this subsection, “break in service” is
218	218	defined as a period of time in excess of thirty (30) calendar days
219	219	between two periods of state employ ment.
220	220	F. The following officers and employees shall be ineligible for
221	221	a pay increase pursuant to this section and nothing, except as
222	222	otherwise provided by Section 840 -2.17 of Title 74 of the Oklahoma
223	223	Statutes, shall be construed to authorize any increase or
224	224	advancement of the salaries of:
225	225	1. Any elected official;
226	226	2. Any cabinet secretary whose salary is governed by Section
227	227	10.5 of Title 74 of the Oklahoma Statutes;
228	228	3. Any agency director;
229	229	4. Any justice or judge whose salary is governed by the
230	230	provisions of Title 85A of the Oklahoma Statutes or whose
231	231	compensation is set by the Board on Judicial Compensation pursuant
232	232	to Section 3.4 of Title 20 of the Oklahoma Statutes;
233	233	5. Any district attorney whose salary is governed by S ection
234	234	215.30 of Title 19 of the Oklahoma Statutes;
235	235	6. Officers and employees of institutions under the
236	236	administrative authority of the Oklahoma State Regents for Higher
237	237	Education, except for officers and employees of the George Nigh
238	238	Rehabilitation Institute;

294	294	9. Persons who are employed or under contract p ursuant to
295	295	subsection B of Section 1419 of Title 10 of the Oklahoma Statutes;
296	296	and
297	297	10. The Adjutant General and Assistant Adjutants General
298	298	pursuant to Section 27 of Title 44 of the Oklahoma Statutes.
299	299	G. No salary increas e pursuant to this section shall be made
300	300	that exceeds a salary limitation provided in an agency ’s annual
301	301	appropriation bill or salary limits set by statute. Classified
302	302	employees eligible for the s alary increase provided for in this
303	303	section shall receive such increase even though it causes the
304	304	employee’s salary to exceed the maximum for the employee ’s pay band.
305	305	H. With respect to any employee who is not a full -time
306	306	employee, the salary increase amounts otherwise authorized by
307	307	subsection A of this section s hall be prorated using a methodology
308	308	applicable to the employee’s compensation, weeks worked, months
309	309	worked, hours worked , or similar method.
310	310	SECTION 2. This act shall become effective July 1, 2024.
311	311	SECTION 3. It being immediately necessary for the preservation
312	312	of the public peace, health or safety, an emergency is hereby
