521	521	2. If a school district intends to provide retirement benefits
522	522	to a teacher such that the teacher’s salary would be less than the
523	523	amounts set forth in the minimum salary sc hedule specified in
524	524	subsection A of this section, the district shall be required to
525	525	provide written notification to the teacher prior to his or her
526	526	employment or, if already employed by the district, no later than
527	527	thirty (30) days prior to the date the district elects to provide
528	528	retirement benefits such that the teacher’s salary would be less
529	529	than the minimum salary schedule.
530	530	C. Any of the degrees referr ed to in this section shall be from
531	531	a college recognized by the State Board of Education. The Board
532	532	shall accept teaching experience from out-of-state school districts
533	533	that are accredited by the State Board of Education state board of
534	534	education or appropriate state accrediting ag ency for the districts.
535	535	The Board shall accept teaching experience from out-of-country
536	536	schools that are accredited or otherwise endorsed by the appropriate
537	537	national or regional accrediting or endorsement authority. Out-of-
538	538	country certification documentat ion in a language other than English
539	539	shall be analyzed by an educational credential evaluation service i n
540	540	accordance with industry standards and guidelines and approved by
541	541	the State Department of Education. The person seeking to have
542	542	credit granted for ou t-of-country teaching experience shall be

595	595	service. The Board shall accept teaching experience from primary
596	596	and secondary schools that are operated by the United States
597	597	Department of Defense or are affiliated with the United States
598	598	Department of State.
599	599	D. For the purpose of state salary in crements and retirement,
600	600	no teacher shall be granted credit for more than five (5) yea rs of
601	601	active duty in the military service or out-of-state or out-of-
602	602	country teaching experience as a certified teacher or its
603	603	equivalent. Nothing in this section shall prohibit boards of
604	604	education from crediting more years of experience on district salary
605	605	schedules than those allowed for state purposes.
606	606	E. The State Board of Education shall recognize, for purposes
607	607	of certification and salary increments, all the years of experience
608	608	of a:
609	609	1. Certified teacher who teaches in the educational program of
610	610	the Department of Corrections, beginning with fiscal year 1981;
611	611	2. Vocational rehabilitation counselor under the Department of
612	612	Human Services if the counselor was emp loyed as a certified teacher
613	613	by the State Department of Education when the Division of Vocatio nal
614	614	Rehabilitation was transferred from the State Board of Career and
615	615	Technology Education or the State Board of Education to the Oklahoma
616	616	Public Welfare Commission on Ju ly 1, 1968;

669	669	while employed by the Department of Human Services if such counselor
670	670	was certified as a teacher or was eligible for certification as a
671	671	teacher in Oklahoma this state;
672	672	4. Certified teacher which were completed while employed by the
673	673	Child Study Center located at University Hospital, if the teacher
674	674	was certified as a teacher in Oklahoma this state; and
675	675	5. Certified school psychologist or psychometrist which were
676	676	completed while employed as a doctoral intern, psychological
677	677	assistant, or psychologist with any agency of the State of Oklahoma
678	678	this state if the experience primarily involved work with persons of
679	679	school- or preschool-age and if the person was, at the time the
680	680	experience was acquired, certified as, or eligible for certification
681	681	as, a school psychologist or psychometrist.
682	682	F. The provisions of thi s section shall not apply to teachers
683	683	who have entered into postr etirement employment with a public school
684	684	in Oklahoma this state and are still receiving a monthly retirement
685	685	benefit.
686	686	G. If a person employed as certified personnel, as defined in
687	687	Section 26-103 of Title 70 of the Oklahoma Statutes this title, by a
688	688	school district during the 2022-2023 2023-2024 school year was
689	689	receiving a salary above the step level indicated by the State
690	690	Minimum Salary Schedule for the 2022-2023 2023-2024 school year, the
691	691	person shall receive a salary increase amo unt equal to the amount

747	747	H. If a school district does not receive Foundation or Salary
748	748	Incentive Aid pursuant to Section 18-200.1 of Title 70 of the
749	749	Oklahoma Statutes, funds shall be allocated by the State Bo ard of
750	750	Education to implement the salary inc reases indicated in subsection
751	751	A of this section.
752	752	I. Persons employed as classroom instructional employees of
753	753	technology center school districts supervised by the State Board of
754	754	Career and Technology Education shall receive a salary increase
755	755	amount equal to the amount indicated in s ubsection A of this section
756	756	for the step level indicated for the person, provided they remain
757	757	employed by the same technology center school district, unless the
758	758	hours or the duties of the classroom instructional employees are
759	759	reduced proportionately.
760	760	J. Persons employed as correctional teachers or vocational
761	761	instructors by the Department of Corrections pursuant to Section
762	762	510.6a of Title 57 of the Oklahoma Statutes or persons employed as
763	763	teachers by the Office of Juvenile Affairs shall receive a salary
764	764	increase amount equal to the amount indicated in subsection A of
765	765	this section for the step level indicated for the person, provided
766	766	they remain employed by the same Department of Corrections or Office

827	827	SECTION 2. This act shall become effective July 1, 2024.
828	828	SECTION 3. It being immediately necessary for the preservation
829	829	of the public peace, health , or safety, an emergency is her eby
830	830	declared to exist, by reason whereof thi s act shall take effect and
831	831	be in full force from and after its passage and approval.
