219 | 201 | terms and conditions imposed by the donors and the title to any and | |
220 | 202 | all property acquired, granted, or donated to the Department shall | |

222 | 204 | of education programs of the Department under the conditions of the | |

311 | 295 | limited to, an outline of the procedure for verification of a child | |
312 | 296 | abduction, a notification of a child abduction, outreach to local | |
313 | 297 | law enforcement agencies, and member a gency responsibilities in the | |
314 | 298 | event of a verified child abduction. | |
315 | 299 | E. Within four (4) hours of receiving a report of verified | |
316 | 300 | child abduction, the law enforcement agency receiving the report | |
317 | 301 | shall notify the Oklahoma Counter Terrorism Intelligence Center . | |
318 | 302 | F. Law enforcement agencies of this state are hereby authorized | |
319 | 303 | to utilize the automated license plate readers ( ALPRs) in carrying | |
320 | 304 | out a coordinated response to a verified child abduction. | |
321 | 305 | G. Each law enforcement member of an OCART committee shall | |
322 | 306 | receive initial training and annual refresher training as determined | |
323 | 307 | by the Commissioner. | |

526 | - | c. When activated pursuant to this section, member | |
527 | - | agencies are exempt from the Oklahoma Central | |
528 | - | Purchasing Act. | |
529 | - | 2. The Commissioner is author ized to accept contributions, | |
530 | - | donations, and gifts in support of OCART programs. All monies | |
531 | - | received by the Commissioner pursuant to this subsection shall be | |
532 | - | deposited to the credit of the Department of Public Safety | |
533 | - | Restricted Revolving Fund and shall be expended by the Department | |
534 | - | solely for the purposes of the operation of OCART programs. All | |

571 | - | D. 1. The Commissioner i s authorized to employ an OCART | |
572 | - | coordinator to assist in administering the provisions of this act. | |
573 | - | The Commissioner shall create local OCART committees to effectuate | |
574 | - | the purposes of this act. The number, location, and boundaries of | |
575 | - | the regions are to be determined by the Commissioner. The members | |
576 | - | of each Oklahoma child abduction response t eam shall be peace | |
577 | - | officers, communications personnel, administrative personnel, | |
578 | - | support personnel, and multidisciplinary professionals reasonably | |
579 | - | necessary to effectua te the purposes of this act. | |
580 | - | 2. The OCART committee shall consist of: | |
581 | - | a. the OCART coordinator who shall act as chairperson, | |
582 | - | b. one representative of the Oklahoma State Bureau of | |
583 | - | Investigation, | |
584 | - | c. one representative who is an active elected sheriff | |
585 | - | from the applicable region or a designee, | |

624 | - | j. any other individuals deemed nece ssary by the | |
625 | - | Commissioner or coordinator. | |
626 | - | 3. In conjunction with the OCART coordinator, each OCART | |
627 | - | committee shall develop a plan for mounting a coordinated response | |
628 | - | to a verified child abduction. The plan shall include, but not be | |
629 | - | limited to, an outline of the procedure for verification of a child | |
630 | - | abduction, a notification of a child abduction, outreach to local | |
631 | - | law enforcement agencies, and member agency responsibili ties in the | |
632 | - | event of a verified child abduction. | |
633 | - | E. Within four (4) hours of receiving a report of verified | |
634 | - | child abduction, the law enforcement agency receiving the report | |
635 | - | shall notify the Oklahoma Counter Terrorism Intelligence Center . | |

666 | - | receive initial trainin g and annual refresher training as determined | |
667 | - | by the Commissioner. | |
668 | - | SECTION 7. There is hereby appropriated to the Department of | |
669 | - | Public Safety for the purposes of the program established in Section | |
670 | - | 2 of this act from any monies not already appropriated from the | |
671 | - | General Revenue Fund of the State Treasury for the fiscal year | |
672 | - | ending June 30, 2025, the sum of Three Hundred Thousand Dollars | |
673 | - | ($300,000.00) or so much thereof as may be necessary to implement | |
674 | - | the provisions of this act. | |
675 | - | SECTION 8. This act shall become effective July 1, 2024. | |
676 | - | SECTION 9. It being immediately necessary for the preservation | |
677 | - | of the public peace, health or safety, an emergency is hereby | |
678 | - | declared to exist, by reason whereof this act shall t ake effect and | |
