NO. 1427 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 ENGROSSED SENATE BILL NO. 1427 By: Hamilton, Stephens, Newhouse, and Jett of the Senate and Grego of the House [ Department of Corrections - Revolving Fund - codification - effective date - emergency ] BE IT ENACTED BY THE PEOPLE OF THE STA TE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 559.1 of Title 57, unless there is created a duplication in numbering, reads as follows: There is hereby created in the Sta te Treasury a revolving fund for the Department of Corrections to be designated the “Oklahoma State Penitentiary Prison Rodeo Revolving Fund ”. This fund shall be a continuing fund, not subject to fiscal year limit ations, and shall consist of all monies re ceived by the Department of Corrections from legislative appropriations provided for the purpose of constructing, repairing, improving, upgrading, and rehabilitation of the Oklahoma State Penitentiary prison rodeo arena in order to create prison program opportunities and promote economic development. All monies accruing to the credit of the fund are hereby appropriated and may be budgeted and expended by the Department of Corrections for the ENGR. S. B. Expenditures from the fund sha ll be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise Services for approval and payment. SECTION 2. There is hereby appropriated to t he Department of Corrections from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2025, the sum of Eight Million Three Hundred Thousand Dollars ($8,300,000.00) to transfer to the Oklahoma State Penitentiary Prison Rodeo Revolving Fund created pursuant to Section 1 of this act. SECTION 3. This act shall become effective July 1, 2024. SECTION 4. It being immediately necessary for the preservatio n of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.
