4575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHO MA:
4676 SECTION 1. NEW LAW A new section of law to be codified
4777 in the Oklahoma Statutes as Section 1-241.1 of Title 63, unless
4878 there is created a duplication in numbering, reads as follows:
4979 A. This section shall be known and may be cited as the “Coach
5080 Safely Act”.
5181 B. As used in this section :
5282 1. “Athletics personnel” means athletic directors and other
5383 individuals actively involved in organizing, training, or coaching
5484 sports activities for a youth sports association ;
5585 2. “Coach” means any individual, whethe r paid, unpaid,
5686 volunteer, or interim, who has bee n approved by a youth sports
57-association to organize, train, or supervise a youth athlete or team
58-of youth athletes;
59-3. “High-risk youth athletic activities ” means any organized
60-sport in which there is a significant possibility fo r a youth

140+3. “High-risk youth athletic activities ” means any organized
141+sport in which there is a significant possibility for a youth
88142 athlete to sustain a serious physical injury including, but not
89143 limited to, the sports of football, basketball, baseball,
90144 volleyball, soccer, ice or field hockey, cheerleading, and lacrosse .
91145 It does not include any schoo l-sponsored activities ;
92146 4. “Youth athlete” means an individual age fourteen (14) years
93147 and under participating in an organized s port; and
94148 5. “Youth athletics association ” means any organization that
95149 administers or conducts high -risk youth athletics activities on
96150 property owned, leased, managed, or maint ained by the state, an
97151 agent of the state, or a political subdivision of the state .
98152 C. A youth athletics association that sponsors or conducts
99153 sports training or high-risk youth athletic activities for youth
100154 athletes shall require all coaches and athletic s personnel to:
101155 1. Complete an online or residence course approved by the State
102156 Department of Health, if available at no cost, which provides
103157 information and awareness of actions and measures that may be used
104158 to decrease the likelihood that a youth athlet e will sustain a
105159 serious injury while engaged or participating in a high-risk youth
106160 athletic activity; and
107-2. Sign a statement de veloped by the youth athletics
108-association attesting that the coach or perso nnel has completed the
109-course and understands the information provided by the course . The
110-signed statement shall be maintained by the association for as long
111-as the coach or personnel is affiliated with the association.

139217 D. The State Commissioner of Health may promulgate rules as
140218 necessary to implement t his section.
141219 SECTION 2. This act shall become effective Nove mber 1, 2024.
