4775 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4876 SECTION 1. NEW LAW A new sect ion of law to be codified
4977 in the Oklahoma Statutes as Section 212.5 of Title 74, unless there
5078 is created a duplication in numbering, reads as follows:
5179 A. The State Auditor and In spector shall conduct a performance
5280 audit of spending on homeless programs an d services in this state,
5381 including expenditures by the state, expenditures by munici palities
5482 and counties with substantial homeless populations, expenditures of
5583 federal funds allocated to the state for homeless programs, and
5684 expenditures by state and local law enforcement agencies to address
5785 homelessness.
5886 B. All local governments a nd instrumentalities of this state
5987 shall cooperate with the audit and grant access, at no cost, to all
60-financial records and other programmatic inform ation necessary to
61-the completion of the performance audit. The audit shall examine

140+the completion of the performance audit. The audit shall examine
89141 the awarding of contracts and grants relating to homeless services
90142 and supports, the metric used to determine success of the
91143 expenditures, whether the metrics are met by the contractors and
92144 grantees, and the efficacy of the use of data management s ystems in
93145 relation to such programs.
94146 C. Report of such audit shall be provided electronically to the
95147 Governor, the Lieutenant Governor, the President Pro Tempore of the
96148 Senate, and the Speaker of the House of Representatives no later
97149 than December 31, 2024.
98150 SECTION 2. It being immediately necessary for the preservation
99151 of the public peace, health or safety, an emergency is hereby
100152 declared to exist, by reason whereof this act shall take effe ct and
101153 be in full force from and after its passage and approval.
