5177 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5278 SECTION 1. AMENDATORY 70 O.S. 20 21, Section 5-141, is
5379 amended to read as follows:
5480 Section 5-141. A. Each school district of this state shall
5581 adopt a minimum salary schedule, as provided for in subsection B of
5682 this section, and shall transmit a copy of it to the State Board of
5783 Education within thirty (30) days after adoption. A school district
5884 shall not calculate salaries of teachers solely as a proportion of
5985 the salaries of the administrators of the district.
6086 B. The minimum salary schedule adopted and transmitted to the
6187 State Board of Education pursuant to this section shall include:

89139 1. The base salary amount s including the minimum state salary
90140 amounts provided for in Section 18 -114.14 of this title and district
91141 increments in excess of the minimums; and
92142 2. District-paid benefits, such as life, dental, disability,
93143 salary protection, vision, cancer , and health supplemental
94144 insurance.
95145 C. Districts shall be encouraged to provide compensati on
96146 schedules to reflect district policies and circu mstances, including
97147 differential pay for different subject areas and special incentives
98148 for teachers in districts with specific geographical attributes.
99149 Districts may also adopt a salary schedule that pro vides additional
100150 compensation for achieving certain ratings under the Oklahoma
101151 Teacher and Leader Effectiveness Evaluation System (TLE) as set
102152 forth in Section 6 of this act 6-101.16 of this title . Any salary
103153 schedule adopted by a district pursuant to thi s section shall not
104154 set salaries at amounts less th an those set pursuant to Section 18-
105155 114.12 18-114.14 of this title.
106156 C. D. The State Department of Education shall compile a report
107157 of the minimum salary schedules for every school district in the
108158 state and shall submit the report to the Governor, Speaker of the
109159 House of Representatives , and President Pro Tempore of the Senate no
110160 later than December 15 of each year.
111161 D. E. Each school district shall file within fifteen ( 15) days

140214 superintendent of the s chool district with the State Department of
141215 Education. The Department shall keep all contracts available for
142216 inspection by the public. The school district shall not b e
143217 authorized to pay any salary, benefits, or other compensation to a
144218 superintendent which are not specified in the contract on file and
145219 shall not pay administrators any amounts for accumulated sick leave
146220 that are not calculated on the same formula used for determining
147221 payment for accumulated sick leave benefits for ot her full-time
148222 employees of that school district and shall not pay administrators
149223 any amounts for accumulated vacation leave benefits that are not
150224 calculated on the same formula used for determi ning payment for
151225 accumulated vacation leave benefits for other twelve-month full-time
152226 employees of that school district.
153227 E. F. By October 1 of each year each district board of
154228 education shall prepare a schedule of salaries and fringe benefits
155229 paid administrators employed by the district, including a
156230 description of the fringe benefits. The s chedule shall be a public
157231 record and shall be disclosed as required by the Oklahoma Open
158232 Records Act. The board shall file a copy of the schedule with the
159233 State Department of Education within one week of completion.
160234 F. G. For purposes of this section the term “administrator”
161235 shall include employees who are employed and certified as
162236 superintendents, assistant superintendents, principals , and

192290 SECTION 2. This act shall become effective July 1, 2023.
193291 SECTION 3. It being immediately necessary for the preservation
194292 of the public peace, health , or safety, an emergency is hereby
195293 declared to exist, by reason whereof thi s act shall take effect and
196294 be in full force from and after its passage and approval.
