41	67		to district adoption of minimum s alary schedules;
42	68		requiring the schedules to include certain salary and
43	69		benefit information; updating statutory references;
44	70		providing an effective date; and declarin g an

51	77		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
52	78		SECTION 1. AMENDATORY 70 O.S. 20 21, Section 5-141, is
53	79		amended to read as follows:
54	80		Section 5-141. A. Each school district of this state shall
55	81		adopt a minimum salary schedule, as provided for in subsection B of
56	82		this section, and shall transmit a copy of it to the State Board of
57	83		Education within thirty (30) days after adoption. A school district
58	84		shall not calculate salaries of teachers solely as a proportion of
59	85		the salaries of the administrators of the district.
60	86		B. The minimum salary schedule adopted and transmitted to the
61	87		State Board of Education pursuant to this section shall include:

89	139		1. The base salary amount s including the minimum state salary
90	140		amounts provided for in Section 18 -114.14 of this title and district
91	141		increments in excess of the minimums; and
92	142		2. District-paid benefits, such as life, dental, disability,
93	143		salary protection, vision, cancer , and health supplemental
94	144		insurance.
95	145		C. Districts shall be encouraged to provide compensati on
96	146		schedules to reflect district policies and circu mstances, including
97	147		differential pay for different subject areas and special incentives
98	148		for teachers in districts with specific geographical attributes.
99	149		Districts may also adopt a salary schedule that pro vides additional
100	150		compensation for achieving certain ratings under the Oklahoma
101	151		Teacher and Leader Effectiveness Evaluation System (TLE) as set
102	152		forth in Section 6 of this act 6-101.16 of this title . Any salary
103	153		schedule adopted by a district pursuant to thi s section shall not
104	154		set salaries at amounts less th an those set pursuant to Section 18-
105	155		114.12 18-114.14 of this title.
106	156		C. D. The State Department of Education shall compile a report
107	157		of the minimum salary schedules for every school district in the
108	158		state and shall submit the report to the Governor, Speaker of the
109	159		House of Representatives , and President Pro Tempore of the Senate no
110	160		later than December 15 of each year.
111	161		D. E. Each school district shall file within fifteen ( 15) days
112	162		of signing the contract, the employment contract of t he

140	214		superintendent of the s chool district with the State Department of
141	215		Education. The Department shall keep all contracts available for
142	216		inspection by the public. The school district shall not b e
143	217		authorized to pay any salary, benefits, or other compensation to a
144	218		superintendent which are not specified in the contract on file and
145	219		shall not pay administrators any amounts for accumulated sick leave
146	220		that are not calculated on the same formula used for determining
147	221		payment for accumulated sick leave benefits for ot her full-time
148	222		employees of that school district and shall not pay administrators
149	223		any amounts for accumulated vacation leave benefits that are not
150	224		calculated on the same formula used for determi ning payment for
151	225		accumulated vacation leave benefits for other twelve-month full-time
152	226		employees of that school district.
153	227		E. F. By October 1 of each year each district board of
154	228		education shall prepare a schedule of salaries and fringe benefits
155	229		paid administrators employed by the district, including a
156	230		description of the fringe benefits. The s chedule shall be a public
157	231		record and shall be disclosed as required by the Oklahoma Open
158	232		Records Act. The board shall file a copy of the schedule with the
159	233		State Department of Education within one week of completion.
160	234		F. G. For purposes of this section the term “administrator”
161	235		shall include employees who are employed and certified as
162	236		superintendents, assistant superintendents, principals , and

192	290		SECTION 2. This act shall become effective July 1, 2023.
193	291		SECTION 3. It being immediately necessary for the preservation
194	292		of the public peace, health , or safety, an emergency is hereby
195	293		declared to exist, by reason whereof thi s act shall take effect and
196	294		be in full force from and after its passage and approval.
