75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
76	76	SECTION 1. AMENDATORY 26 O.S. 2021, Section 4-112, as
77	77	amended by Section 18, Chapter 282, O.S.L. 2022 (26 O.S. Supp. 2023,
78	78	Section 4-112), is amended to read as follows:
79	79	Section 4-112. A. The Secretary of the State Election Board
80	80	shall devise and distribute a registrati on application form to b e
81	81	used for registering voters. Such registration application shall
82	82	contain the following information:
83	83	1. The applicant’s full name and date of birth, county and
84	84	place of residence, and mailing address pursuant to the provisions
85	85	of subsection G of this s ection;

137	137	2. A space or section to designate a political party recognized
138	138	by the laws of the State of Oklahoma with which the applicant
139	139	chooses to be affiliated;
140	140	3. The Oklahoma driver license or identification card number if
141	141	the applicant has been issued a current and valid driver license or
142	142	identification card by Service Oklahoma, or if the applicant does
143	143	not have a valid Oklahoma driver license or identification card, the
144	144	last four digits of the voter’s Social Security number;
145	145	4. An oath of the eligibility of the applicant to become a
146	146	registered voter; and
147	147	5. Such other information as may be d eemed necessary by the
148	148	Secretary to identify such applicant and to ascertain his or he r
149	149	eligibility.
150	150	B. A voter registration application shall be signed by the
151	151	applicant in writing. The applicant shall personally subscribe his
152	152	or her name to or make his or her mark on the application, and no
153	153	agent, representative or employee of the applic ant may sign or mark
154	154	on the applicant’s behalf. The signature or mark must be the
155	155	original, handwritten signature, autograph or mark of the applicant .
156	156	No facsimile, reproduction, typewritten or other substitute
157	157	signature, autograph or mark will be valid . Notwithstanding any law
158	158	to the contrary, the Secretary of the State Election Board shall
159	159	prescribe procedures to authorize any person incapable of personally
160	160	making a mark to complete a voter registration application with

213	213	licensed operator specified in Sections 4-109.2 and 4-109.3 of this
214	214	title. Provided, for applicat ions submitted electronically, in lieu
215	215	of the signature requirements set forth in this subsection, the
216	216	applicant shall consent to the use of his or her driver license or
217	217	identification card signature as provided in Section 4-109.4 of this
218	218	title.
219	219	C. Persons who do not indicate a recognize d political party or
220	220	political organization on their registration application shall be
221	221	designated as Independents.
222	222	D. Any person may apply in writing to the Secretary of the
223	223	State Election Board for permission to print, co py or otherwise
224	224	prepare and distribute the registration applications designed by the
225	225	Secretary of the State Election Boar d. The Secretary may revoke any
226	226	such permission at any time.
227	227	E. All registration applicat ions shall be distributed to the
228	228	public at no charge.
229	229	F. The Secretary also shall prescribe procedures to accept and
230	230	use the National Mail Voter Registration Form , or its successor, as
231	231	required by the National Voter Registration Act of 1993. Provided,
232	232	to be accepted as a valid voter registration a pplication, the form
233	233	shall include the applicant’s original, handwritten signature,
234	234	autograph or mark as described in s ubsection B of this section.

286	286	G. Applicants for voter registration or for change of voter
287	287	registration in any way shall provide a residen ce address and, if
288	288	different from the residence address, a mailing address. A
289	289	residence address shall include the str eet address of the residence,
290	290	including a full house number, street name or number, apartment or
291	291	suite number, if applicable, and zip code . If a street address is
292	292	not available for the residence, applicants shall provide such
293	293	information as the Secretary of the State Election Board deems
294	294	necessary for voter registration purposes. A post office box may
295	295	not be given as a residence address . A mailing address, which shall
296	296	include the city and zip code, may be the actual emergency
297	297	notification or 911 address on file in the local community, a rural
298	298	route and box number, a post office box number or a street address.
299	299	The secretary of a county ele ction board may utilize global
300	300	positioning system (GPS) technology to ensure a voter is assigned to
301	301	the appropriate precinct.
302	302	H. A full or partial Social Security number or driver license
303	303	number in a voter registration record or a voter registration
304	304	application shall not be considered a public record and shall be
305	305	kept confidential by the State Election Board and ea ch county
306	306	election board.
307	307	SECTION 2. This act shall become effective November 1, 2024.
