7373 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7474 SECTION 1. AMENDATORY 25 O.S. 2021, S ection 82.1, is
7575 amended to read as follows:
7676 Section 82.1. A. The designation and dates of holidays in
7777 Oklahoma this state shall be as follows: Each Saturday, Sunday, New
7878 Year’s Day on the 1st day of January, Martin Luther King, Jr. ’s
7979 Birthday on the third Monday in January, Presidents ’ Day on the
8080 third Monday in February, Memorial Day on the last Monday in May,
8181 Juneteenth National Freedom Day on the 19th day of June,
8282 Independence Day on the 4th day of July, Labor Day on the first
8383 Monday in September, Vet erans’ Day on the 11th day of November,
8484 Thanksgiving Day on the fourth Thursday in November, the day after
8585 Thanksgiving Day, Christmas on the 25th day of December, the day
8686 before or after Christmas if Christmas is not on a Saturday or

138138 Sunday, the Thursday and Friday before Christmas if Christmas is on
139139 a Saturday, the Monday and Tuesday after Christmas, if Christmas is
140140 on a Sunday; and if any of such holiday s other than Christmas fall
141141 falls on Saturday, the preceding Friday shall be a holiday in that
142142 year and if any of such holidays other than Christmas fall falls on
143143 Sunday, the succeeding Monday shall be a holiday in that year.
144144 B. The Governor shall issue an Executive Order executive order
145145 each year specifying the dates on which the holidays other than
146146 Saturdays and Sundays designated in subsection A of this section
147147 occur. If the President of the United States declares any day other
148148 than those listed in subsection A of thi s section as a national
149149 holiday, the Governor may issue an Executive Order executive order
150150 declaring such day a state holida y.
151151 C. Any act authorized, required, or p ermitted to be performed
152152 on a holiday as designated in subsection A of this section may be
153153 performed on the next succeeding business day, and no liability or
154154 loss of rights of any kind shall result from such delay.
155155 D. State employees, except for temporary and other limited term
156156 employees, shall be entitled to a day off work without loss of pay
157157 on those holidays specified in an Executive Order executive order
158158 issued by the Govern or pursuant to subsection B of this section.
159159 Those state employees, except for temporary and other limited term
160160 employees, who are required to work on a holiday specified in
161161 subsection B of this section shall be entitled to a day off work,

217217 E. For the purposes of this sectio n, “holiday” means that
218218 agencies whose mission does not require them to be open for business
219219 every day of the year shall be closed for official business.
220220 SECTION 2. AMENDATORY 25 O.S. 2021, Section 82.2, is
221221 amended to read as follows:
222222 Section 82.2. The following additional days are designated as
223223 holidays:
224224 Jefferson Day on the 13th day of April; Oklahoma Day on the 22nd
225225 day of April; Mother ’s Day on the second Sunday in May; Juneteenth
226226 National Freedom Day on the third Saturday in June; Indian Day on
227227 the first Saturday after the full moon in September; Cherokee Strip
228228 Day on the 16th day of September; Will Rogers Day on the 4th day of
229229 November; Citizenship Recognition Day on such date as may be fixed
230230 by the Governor; Oklahoma Historical Day on the 10th d ay of October;
231231 Senior Citizens’ Week beginning with the first Sunday in the month
232232 of May; Senior Citizens ’ Day the Wednesday of Senior Citizens ’ Week;
233233 Grandparents’ Week beginning with the second Sunday in September;
234234 Youth Day on the third Sunday in March each year; each day in which
235235 a state election is held throughout the State of Oklahoma this
236236 state; and such other days as may be designated by the President of

289289 Notwithstanding the day designated for Veterans’ Day by Section 82.1
290290 of this title, any bank, savings and loan association , or credit
291291 union may observe the fourth Monday in October as Veterans ’ Day.
292292 Any act authorized, required , or permitted to be p erformed on any
293293 holiday as designated in this section may and shall be performed on
294294 said such day the same as on any bus iness day; provided, any state,
295295 national or federal reserve bank, building and loan association,
296296 credit union, state, federal, county or municipal office may close
297297 on any day designated in this section as a holiday, and, upon such
298298 bank, building and loan association, credit union, or public office
299299 being closed on such day, any act authorize d, required, or permitted
300300 to be performed at or by such b ank, building and loan association ,
301301 credit union, public office or public official may be performed on
302302 the next succeeding business day and no liability or loss of rights
303303 of any kind shall result from such delay.
304304 SECTION 3. AMENDATORY 25 O.S. 2021, Section 82.4, i s
305305 amended to read as follows:
306306 Section 82.4. The third Saturday in 19th day of June of each
307307 year is hereby declared an official holiday, to be known as
308308 “Juneteenth National Free dom Day”.
309309 SECTION 4. This act shall becom e effective November 1, 2024.
