73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. AMENDATORY 25 O.S. 2021, S ection 82.1, is
75	75	amended to read as follows:
76	76	Section 82.1. A. The designation and dates of holidays in
77	77	Oklahoma this state shall be as follows: Each Saturday, Sunday, New
78	78	Year’s Day on the 1st day of January, Martin Luther King, Jr. ’s
79	79	Birthday on the third Monday in January, Presidents ’ Day on the
80	80	third Monday in February, Memorial Day on the last Monday in May,
81	81	Juneteenth National Freedom Day on the 19th day of June,
82	82	Independence Day on the 4th day of July, Labor Day on the first
83	83	Monday in September, Vet erans’ Day on the 11th day of November,
84	84	Thanksgiving Day on the fourth Thursday in November, the day after
85	85	Thanksgiving Day, Christmas on the 25th day of December, the day
86	86	before or after Christmas if Christmas is not on a Saturday or

138	138	Sunday, the Thursday and Friday before Christmas if Christmas is on
139	139	a Saturday, the Monday and Tuesday after Christmas, if Christmas is
140	140	on a Sunday; and if any of such holiday s other than Christmas fall
141	141	falls on Saturday, the preceding Friday shall be a holiday in that
142	142	year and if any of such holidays other than Christmas fall falls on
143	143	Sunday, the succeeding Monday shall be a holiday in that year.
144	144	B. The Governor shall issue an Executive Order executive order
145	145	each year specifying the dates on which the holidays other than
146	146	Saturdays and Sundays designated in subsection A of this section
147	147	occur. If the President of the United States declares any day other
148	148	than those listed in subsection A of thi s section as a national
149	149	holiday, the Governor may issue an Executive Order executive order
150	150	declaring such day a state holida y.
151	151	C. Any act authorized, required, or p ermitted to be performed
152	152	on a holiday as designated in subsection A of this section may be
153	153	performed on the next succeeding business day, and no liability or
154	154	loss of rights of any kind shall result from such delay.
155	155	D. State employees, except for temporary and other limited term
156	156	employees, shall be entitled to a day off work without loss of pay
157	157	on those holidays specified in an Executive Order executive order
158	158	issued by the Govern or pursuant to subsection B of this section.
159	159	Those state employees, except for temporary and other limited term
160	160	employees, who are required to work on a holiday specified in
161	161	subsection B of this section shall be entitled to a day off work,

217	217	E. For the purposes of this sectio n, “holiday” means that
218	218	agencies whose mission does not require them to be open for business
219	219	every day of the year shall be closed for official business.
220	220	SECTION 2. AMENDATORY 25 O.S. 2021, Section 82.2, is
221	221	amended to read as follows:
222	222	Section 82.2. The following additional days are designated as
223	223	holidays:
224	224	Jefferson Day on the 13th day of April; Oklahoma Day on the 22nd
225	225	day of April; Mother ’s Day on the second Sunday in May; Juneteenth
226	226	National Freedom Day on the third Saturday in June; Indian Day on
227	227	the first Saturday after the full moon in September; Cherokee Strip
228	228	Day on the 16th day of September; Will Rogers Day on the 4th day of
229	229	November; Citizenship Recognition Day on such date as may be fixed
230	230	by the Governor; Oklahoma Historical Day on the 10th d ay of October;
231	231	Senior Citizens’ Week beginning with the first Sunday in the month
232	232	of May; Senior Citizens ’ Day the Wednesday of Senior Citizens ’ Week;
233	233	Grandparents’ Week beginning with the second Sunday in September;
234	234	Youth Day on the third Sunday in March each year; each day in which
235	235	a state election is held throughout the State of Oklahoma this
236	236	state; and such other days as may be designated by the President of

289	289	Notwithstanding the day designated for Veterans’ Day by Section 82.1
290	290	of this title, any bank, savings and loan association , or credit
291	291	union may observe the fourth Monday in October as Veterans ’ Day.
292	292	Any act authorized, required , or permitted to be p erformed on any
293	293	holiday as designated in this section may and shall be performed on
294	294	said such day the same as on any bus iness day; provided, any state,
295	295	national or federal reserve bank, building and loan association,
296	296	credit union, state, federal, county or municipal office may close
297	297	on any day designated in this section as a holiday, and, upon such
298	298	bank, building and loan association, credit union, or public office
299	299	being closed on such day, any act authorize d, required, or permitted
300	300	to be performed at or by such b ank, building and loan association ,
301	301	credit union, public office or public official may be performed on
302	302	the next succeeding business day and no liability or loss of rights
303	303	of any kind shall result from such delay.
304	304	SECTION 3. AMENDATORY 25 O.S. 2021, Section 82.4, i s
305	305	amended to read as follows:
306	306	Section 82.4. The third Saturday in 19th day of June of each
307	307	year is hereby declared an official holiday, to be known as
308	308	“Juneteenth National Free dom Day”.
309	309	SECTION 4. This act shall becom e effective November 1, 2024.
