89	89	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
90	90	SECTION 1. NEW LAW A new section of law to be cod ified
91	91	in the Oklahoma Statutes as Section 11-103.16 of Title 70, unless
92	92	there is created a duplicatio n in numbering, reads as follows:
93	93	A. This act shall be known and may be cited as the “Learn
94	94	Everywhere Act”.

146	146	B. Students attending a public school distri ct or public
147	147	charter school in this state shall be e ligible for extended learni ng
148	148	opportunities outside of the traditional classroom. For the
149	149	purposes of this section, “extended learning opportunity ” means an
150	150	out-of-classroom learning experience that prov ides a student with:
151	151	1. Enrichment opport unities outside of the classroom se tting;
152	152	2. Career readiness or employability skills including
153	153	internships, apprenticeships, and mentorships as provided for in the
154	154	Apprenticeships, Internships and Mentorships (AIM) Act of 2016; or
155	155	3. Any other type of out -of-classroom educational opportuni ty
156	156	approved by the State Board of Education or the student ’s school
157	157	district or public charter school.
158	158	C. A student may request credit for an extended learning
159	159	opportunity. If the extended learning opportunity is approved:
160	160	1. By the student’s school district or public charte r school,
161	161	then the student shall receive credit toward:
162	162	a. district- or charter school-specific graduation
163	163	requirements if the student is in grades six through
164	164	twelve, or
165	165	b. mastery toward required skills or district- or charter
166	166	school-specific standards i f the student is in grade
167	167	five or below; or
168	168	2. By the State Board of Education, then the student shall
169	169	receive credit toward:

222	222	103.6 of Title 70 of the Oklahoma Statutes if the
223	223	student is in grades six through twelve, or
224	224	b. mastery toward required skills or state standards if
225	225	the student is in grade five or below.
226	226	D. Each school district boa rd of education and public charter
227	227	school governing body shall adopt an extended learning o pportunity
228	228	policy, which shall:
229	229	1. Provide a process through which entities may apply to offer
230	230	extended learning opportunities that will qual ify for credit;
231	231	2. Define which entities are eligible to submit applic ations to
232	232	offer extended learning opportunities. The entities ma y include but
233	233	are not limited to:
234	234	a. nonprofit organizations,
235	235	b. businesses with established locations in this state,
236	236	c. trade associations, an d
237	237	d. the United States Armed Forces for students in grades
238	238	six through twelve;
239	239	3. Provide a process through which a student may request credit
240	240	for an extended learning opportunity; and
241	241	4. Define criteria that the school district or public charter
242	242	school will use to determine whether a proposed extended learning
243	243	opportunity qualifies for credit toward:

299	299	E. The State Board of Education s hall adopt a policy regarding
300	300	extended learning opportunities that addresses the provisions of
301	301	paragraph 2 of subsection C of this section.
302	302	F. A school district or public charter school may award
303	303	elective credit for an extended lear ning opportunity that d id not
304	304	qualify for credit toward school district- or public charter school-
305	305	specific graduation requirements or the graduation requirements set
306	306	forth in Section 11-103.6 of Title 70 of the Oklahoma Statutes .
307	307	G. Beginning in the 2024-2025 school year, a student in grades
308	308	nine through twelve may request credit for a course by demonstrating
309	309	understanding of subject are a content standards. Each school
310	310	district board of education and public charter school govern ing body
311	311	shall adopt a policy to:
312	312	1. Provide a process through which a student may request credit
313	313	for prior knowledge;
314	314	2. Establish methods by which a student c an demonstrate
315	315	knowledge of the subject area content. Methods may include but are
316	316	not limited to:
317	317	a. assessments,
318	318	b. performance-based assessments,

371	371	d. performance or portfolios, or
372	372	e. other methods independent of instructional time and
373	373	credit hours; and
374	374	3. Determine the qualifying score or grade, the minimum of
375	375	which shall not exceed eighty percent ( 80%), that a student shall
376	376	earn in order to receive a pass and ea rn credit for a course.
377	377	H. If a student earns c redit pursuant to the provisions of
378	378	subsection G of this section, the student shall be deemed as having
379	379	completed all required coursework for that course and, if
380	380	applicable, the prerequisite requirements that the course satisfies.
381	381	A course for which a stu dent is awarded credit pursuant to
382	382	subsection G of this section shall also be counted toward the
383	383	graduation requirements set forth in Section 11-103.6 of Title 70 of
384	384	the Oklahoma Statutes. If a student earns credit pursuant to
385	385	subsection G of this section, he or she shall not subsequently
386	386	receive credit for a course earlier in the course sequence in the
387	387	same subject area.
388	388	I. The State Board of Education sha ll promulgate rules to
389	389	implement the provisions of this section.
390	390	SECTION 2. This act shall become effective July 1, 2024.
391	391	SECTION 3. It being immediately necessary for the preservation
392	392	of the public peace, health , or safety, an emergency is hereby
