8989 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
9090 SECTION 1. NEW LAW A new section of law to be cod ified
9191 in the Oklahoma Statutes as Section 11-103.16 of Title 70, unless
9292 there is created a duplicatio n in numbering, reads as follows:
9393 A. This act shall be known and may be cited as the “Learn
9494 Everywhere Act”.

146146 B. Students attending a public school distri ct or public
147147 charter school in this state shall be e ligible for extended learni ng
148148 opportunities outside of the traditional classroom. For the
149149 purposes of this section, “extended learning opportunity ” means an
150150 out-of-classroom learning experience that prov ides a student with:
151151 1. Enrichment opport unities outside of the classroom se tting;
152152 2. Career readiness or employability skills including
153153 internships, apprenticeships, and mentorships as provided for in the
154154 Apprenticeships, Internships and Mentorships (AIM) Act of 2016; or
155155 3. Any other type of out -of-classroom educational opportuni ty
156156 approved by the State Board of Education or the student ’s school
157157 district or public charter school.
158158 C. A student may request credit for an extended learning
159159 opportunity. If the extended learning opportunity is approved:
160160 1. By the student’s school district or public charte r school,
161161 then the student shall receive credit toward:
162162 a. district- or charter school-specific graduation
163163 requirements if the student is in grades six through
164164 twelve, or
165165 b. mastery toward required skills or district- or charter
166166 school-specific standards i f the student is in grade
167167 five or below; or
168168 2. By the State Board of Education, then the student shall

221221 a. the graduation requirements set forth in Section 11 -
222222 103.6 of Title 70 of the Oklahoma Statutes if the
223223 student is in grades six through twelve, or
224224 b. mastery toward required skills or state standards if
225225 the student is in grade five or below.
226226 D. Each school district boa rd of education and public charter
227227 school governing body shall adopt an extended learning o pportunity
228228 policy, which shall:
229229 1. Provide a process through which entities may apply to offer
230230 extended learning opportunities that will qual ify for credit;
231231 2. Define which entities are eligible to submit applic ations to
232232 offer extended learning opportunities. The entities ma y include but
233233 are not limited to:
234234 a. nonprofit organizations,
235235 b. businesses with established locations in this state,
236236 c. trade associations, an d
237237 d. the United States Armed Forces for students in grades
238238 six through twelve;
239239 3. Provide a process through which a student may request credit
240240 for an extended learning opportunity; and
241241 4. Define criteria that the school district or public charter
242242 school will use to determine whether a proposed extended learning
243243 opportunity qualifies for credit toward:

298298 c. required skills or standards.
299299 E. The State Board of Education s hall adopt a policy regarding
300300 extended learning opportunities that addresses the provisions of
301301 paragraph 2 of subsection C of this section.
302302 F. A school district or public charter school may award
303303 elective credit for an extended lear ning opportunity that d id not
304304 qualify for credit toward school district- or public charter school-
305305 specific graduation requirements or the graduation requirements set
306306 forth in Section 11-103.6 of Title 70 of the Oklahoma Statutes .
307307 G. Beginning in the 2024-2025 school year, a student in grades
308308 nine through twelve may request credit for a course by demonstrating
309309 understanding of subject are a content standards. Each school
310310 district board of education and public charter school govern ing body
311311 shall adopt a policy to:
312312 1. Provide a process through which a student may request credit
313313 for prior knowledge;
314314 2. Establish methods by which a student c an demonstrate
315315 knowledge of the subject area content. Methods may include but are
316316 not limited to:
317317 a. assessments,
318318 b. performance-based assessments,

370370 c. presentations, major projects, or papers,
371371 d. performance or portfolios, or
372372 e. other methods independent of instructional time and
373373 credit hours; and
374374 3. Determine the qualifying score or grade, the minimum of
375375 which shall not exceed eighty percent ( 80%), that a student shall
376376 earn in order to receive a pass and ea rn credit for a course.
377377 H. If a student earns c redit pursuant to the provisions of
378378 subsection G of this section, the student shall be deemed as having
379379 completed all required coursework for that course and, if
380380 applicable, the prerequisite requirements that the course satisfies.
381381 A course for which a stu dent is awarded credit pursuant to
382382 subsection G of this section shall also be counted toward the
383383 graduation requirements set forth in Section 11-103.6 of Title 70 of
384384 the Oklahoma Statutes. If a student earns credit pursuant to
385385 subsection G of this section, he or she shall not subsequently
386386 receive credit for a course earlier in the course sequence in the
387387 same subject area.
388388 I. The State Board of Education sha ll promulgate rules to
389389 implement the provisions of this section.
390390 SECTION 2. This act shall become effective July 1, 2024.
391391 SECTION 3. It being immediately necessary for the preservation
392392 of the public peace, health , or safety, an emergency is hereby
